A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,
PINAL COUNTY,ARIZONA,REQUESTING THE ARIZONA DEPARTMENT OF WATER RESOURCES
AND THE SECRETARY OF THE U.S.DEPARTMENT OF THE INTERIOR TO UTILIZE IN THE
POPULATION PROJECTIONS FOR PURPOSES OF DETERMINING ALLOCATIONS FOR CENTRAL
ARIZONA PROJECT WATER A FACTOR FOR AREAS HEAVILY IMPACTED BY LONG-TERM
WINTER VISITOR POPULATIONS.
WHEREAS,the Arizona Department of Economic Security (DES)i s the
official state agency for determining population projections;and
WHEREAS,DES has a mandate to only use the permanent year-round
population as a base from which,by the use of various models,projections
of estimated future populations are made;and
WHEREAS,the DES projections are to be utilized for the purpose of
making allocations of water from the Central Arizona Project;and
WHEREAS,the State of Arizona,due to climate conditions,does attract
i n certain areas long-term winter visitors,many who reside for as long as
six to seven months;and
WHEREAS,these winter visitors demand and utilize water generally i n
the same fashion and volume as permanent residents;and
WHEREAS,water i s a basic necessity of life;and
WHEREAS,certain communities are heavily impacted by winter visitors,
Apache Junction,for example,having a two -hundred to three -hundred percent
expansion by winter visitors over the total of permanent population;
NOW,THEREFORE,BE IT RESOLVED by the Mayor and City Council of the
City of Apache Junction,Pinal County,Arizona,that:
I t i s requested that for the purposes of determining the population
for allocating water from the Central Arizona Project that a fair and
equitable factor be allowed for those communities where i t can be estab-
lished that there i s a substantial and continuing winter visitor population
which will also demand water as a basic necessity of life;
BE IT FURTHER RESOLVED,that the City Clerk i s authorized and directed
to forward certified copies of the resolution to the Arizona Department of
Water Resources,the Secretary of the Department of the Interior of the
United. States of America,the Governor of the State of Arizona,the Arizona
Congressional delegation,Arizona State Legislative Delegation from this area,
the Pinal County Board of Supervisors,and other appropriate officials.
