HomeMy WebLinkAboutRES 81-10RESOLUTION NO.81-10 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,ESTABLISHING AN ACCIDENT PREVENTION PROGRAM AND SAFETY COMMITTEE,DEFINING GOALS AND OBJECTIVES AND PRESCRIBING POWERS,DUTIES,AND FUNCTIONS. WHEREAS,the Mayor and Council of the City of Apache Junction desire to reduce the incidence of accidents involving City employees,to educate City employees in safety consciousness and to provide a continuing safety program for the protection of City employees. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,COUNTY OF PINAL,ARIZONA,AS FOLLOWS: THAT there i s hereby established in the City of Apache Junction a Safety Committee composed of a Safety Officer and four (4)members who shall be appointed by the City Manager and Department Heads. BE IT FURTHER RESOLVED THAT: The Safety Committee shall have the following powers,duties,obli- gations and functions: 1.To establish a safety policy for all classes of employees of the City of Apache Junction. 2.To establish an organizational structure within the City of Apache Junction to carry out the safety policy adopted by the Safety Committee. 3.To provide a continuous program of education about safety and safety consciousness for the employees of the City of Apache Junction. 4.To prescribe and furnish to the employees of the City of Apache Junction those protective devices and personal apparel which the Safety Committee shall deem necessary for the protection of the persons of employees performing hazardous jobs for the City. 5.To embark upon a continuous program of eliminating physical hazards on City property and machinery and mechanical equipment owned and operated by the City. 6.To establish a program and procedures for investigating accidents involving City employees or which occur on City property and to compile reports and statistics to be utilized by the City Manager and Department Heads in evaluating the effectiveness of the program. 7.To initiate a program of safety education for newly hired City employees before they embark upon their duties. 8.To establish and promulgate written safety rules and procedures and to establish methods and procedures for enforcing said safety rules and regulations. 9.To establish procedures for the reporting of accidents, providing assistance in the filing of claims under the Workmen's Compensation Act,for monitoring claims filed under the Workmen's Compensation Act,and recommending to the City Manager what course of action should be taken in connection with specific workmen's compensation claims of City employees. 10.To establish procedures for advising families and relatives of City employees who are injured during the course of their employment. 11.To acquire,display and disseminate to the employees of the City of Apache Junction literature,posters,supplies,and films concerning safety and safety consciusness. 12.To perform research as to the cause of accidents,prescribe corrective measures to avoid the recurrence of accidents and to compile figures concerning the direct and indirect cost of accidents. 13.To do each and every other act reasonable necessary to carry out the intent and purpose of this resolution.
