HomeMy WebLinkAboutRES 82-69RESOLUTION NO. 82-69 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA REQUESTING APPROVAL FROM THE STATE OF ARIZONA AND THE U.S. ENVIRONMENTAL PROTEC- TION AGENCY FOR FUNDING OF A COOPERATIVE PROJECT TO BE UNDERTAKEN BY THE CENTRAL ARIZONA ASSOCIATION OF GOVERNMENTS AND CITY OF APACHE JUNCTION, ARIZONA AS PROVIDED FOR IN SECTION 205 (j) OF THE CLEAN WATER ACT IN AN AMOUNT ESTIMATED TO BE $10,000.00 TOTAL, SAID CITY PROVIDING A MATCH OF TWENTY-FIVE (25%) PERCENT ESTIMATED TO BE $2,500.00 FROM ACCOUNT #001-106-522- 07-68, DECLARING THAT THE CITY BELIEVES THAT THERE IS AN IMPORTANT WATER QUALITY PROBLEM AND WILL TRY TO IMPLEMENT MEASURES TO ALLEVIATE OR AVOID WATER QUALITY PROBLEMS, AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A COOPERATIVE AGREEMENT WITH THE CENTRAL ARIZONA ASSOCIATION OF GOVERNMENTS TO CARRY OUT THIS PROJECT. WHEREAS, the City of Apache Junction is desirous of providing and insuring its citizens the highest quality water possible; and .WHEREAS, the City derives its water supply from groundwater sources; and WHEREAS, the City is aware of past and present surface activi- ties that may be impacting the quality of groundwater; and WHEREAS, the Central Arizona Association of Governments is designated as the Areawide Water Quality Management Planning Agency for Central Arizona Association of Governments region by the Governor of the State of Arizona; and WHEREAS, the State of Arizona and the U.S. Environmental Protection Agency may approve through said Central Arizona Associa- tion of Governments funding for projects as provided for in Section 205 (j) of the Clean Water Act; and WHEREAS, the City of Apache Junction has been investigating water quality and services and has caused a report entitled "Sewage Disposal Alternatives; Apache Junction, Arizona" to be prepared, said report identifying future steps to insure water quality in the Apache Junction area; and WHEREAS, the City of Apache Junction has a year-round population of 11,197, as of 1982, within the City and an additional 2,000 persons residing adjacent to the city limits, and a long-term seasonal population in excess of 30,000 additional persons, many residing from September through March of the following year; and WHEREAS, during the summer months, the City has a density of about 2,000 persons per square mile and during the winter months a density of about 4,100 persons per square mile, densities comparable to the cities in the Phoenix Standard Metropolitan Statistical Area; and WHEREAS, the population of Apache Junction disposes of its sewage almost entirely by septic system, except for several package treatment plants serving small areas; and WHEREAS, the City of Apache Junction does not know what effect long-term septic use may be having on local groundwater of surface water, and contamination of either or both would be harmful to the public health, safety, and welfare; and , WHEREAS, the City has been and desires to continue to investigate the effects from septic sewage disposal to avoid any potential public health problem; and RESOLUTION NO. 82-69 Page Two •. tWHEREAS, the City believes that long range planning is necess ary to avoid any potential health problems associated with ground- waterwor surface water contamination; and WHEREAS, the City believes that a long-term problem may or may develop due to substantial reliance on septic sewage disposal; and WHEREAS, the City is studying measures to decide a course Of action to be taken, and it is predictable that certain measures may be taken to correct the concerns that would be identified by the study; and WHEREAS, the City believes that a further benefit of the study may be to develop a model .method to be used in the region to analyze septic disposal to identify other similar potential water quality problems; and WHEREAS, the Central Arizona Association of Governments does have staff, capability to perform certain to all of the tasks in the proposed work program; and WHEREAS, the City of Apache Junction, does have other staff capablef..tO*Tetfora.CertaintoHall.:Of±he'fa8ks in:the -:_proPosed..- work program. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of Apache Junction, Arizona that: 1.The City dOes hereby request funding by the State of Arizona and the Environmental Protection Agency to the Central Arizona Association of Governments of a Section 205 (j), Clean Water Act Project in an amount estimated to be $7,500.00; and 2.Does provide a twenty-five (25%) percent match estimated to be $2,500.00 from account 1/001-106-522- 07-68; and 3.Does declare that the City believes that there is an important water quality problem; and 4.Will try to implement identified measures to alleviate or avoid water quality problems. BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute such documents and perform such duties as may be necessary to obtain this funding, including providing certified copies of this Resolution as needed. BE IT FURTHER RESOLVED that the City Manager is hereby authorized to enter into a cooperative agreement with Central Arizona Associa- tion of Governments to perform some to all work associated with this project and to provide for payment of the twenty-five (25%) percent match.
