HomeMy WebLinkAboutRES 85-48RESOLUTION NO.85-48 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA ESTABLISHING A POLICY TO BE USED AS A GUIDELINE FOR DEVELOPING NEW DIRT ROADS AND REALIGNING EXISTING DIRT ROADS. WHEREAS,the City's current street network contains a large amount of dirt roads;and and WHEREAS,existing dirt roads may occasionally need to be realigned; WHEREAS,new dirt roads may occasionally be required to be developed. NOW,THEREFORE,BE IT RESOLVED by the Mayor and City Council of the City of Apache Junction,Arizona as follows: NEW DIRT ROADS New dirt roads may be developed under the following conditions: I .A building permit i s approved which requires access from a Federally Patented Easement or dedicated right—of—way. A.A lot adjacent to an existing developed roadway will be considered to have adequate access. B.Upon issuance of a building permit of one lot removed from an existing roadway,a public roadway will not be developed as the access will be considered as a private driveway. C.Upon the issuance of two or more building permits not abutting an existing road,public access may be provided within the Federally Patented Easement or right—of—way areas. II.Required to develop a good traffic circulation pattern. III.When included i n a street development program. IV.When determined by the Department of Public Works traffic safety would be enhanced. V.All new dirt roads will be center—lined except when topography, drainage,traffic safety,landscaping,existing utilities,or other factors would dictate otherwise as determined by the Department of Public Works. REALIGNMENT OF EXISTING DIRT ROADS I .Dirt roads may be realigned when the following determinations are made by the Department of Public Works: A.Traffic safety would be enhanced. B.Topography and drainage dictates reconstruction. C.New construction is anticipated. II.Generally,existing dirt roads will not be realigned for the following reasons: A.Traffic patterns have been established and would not be enhanced. B.Desert vegetation and landscaping would be destroyed. C.More dust would be created. D.Drainage might be altered. E.Property owners would be discommoded. F.Higher street maintenance and construction priorities exist. RESOLUTION NO.85-48 PAGE TWO G.Prohibitive Cost of utility relocations.
