A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION,ARIZONA,OPPOSING SENATE BILL 1349
PREEMPTING LOCAL AUTHORITY OVER LOCAL SALES TAX AND
URGING STATE LEGISLATORS TO DENY APPROVAL OF SENATE
BILL 1349.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION,ARIZONA,AS FOLLOWS:
WHEREAS,SB 1349 proposes to adopt state-wide uniform taxation by removing
the authority to establish local taxes by local governments;and
WHEREAS,SB 1349 is being promoted by the State and Phoenix Chambers of
Commerce as a means of simplifying the tax reporting and col-
lection required of businesses by limiting the ability of cities
and towns to adopt local sales taxes to meet local needs;and
WHEREAS,SB 1349 would remove the flexibility of local government to raise
revenue through sales tax to meet the demands of its citizens and
would limit the areas subject to sales tax assessments;and
WHEREAS,Apache 'Junction and other Arizona cities would be subject to the
restrictions and exemptions adopted annually by the state legis-
lature and would be severely limited i n the ability to provide
essential services to residents;and
WHEREAS,with the elimination of programs such as Federal Revenue Sharing,
cities and towns are already finding i t difficult to meet the
demands of increased growth;and
WHEREAS,the State Chamber of Commerce has ignored the serious impact such
legislation would have on the bonding capacity of Arizona cities
and towns because of the limitations placed upon revenue collection
and the resulting decrease i n growth through the incorporated areas
of Arizona within both the residential and business communities;
NOW,THEREFORE BE IT RESOLVED,by the Mayor and City Council of
the City of Apache Junction,Arizona,that our local elected
representatives and all other members of the Arizona State
Legislature vote to deny Senate Bill 1349 due to the negative
impact such restrictive legislation would have upon the ability
of local governments to provide essential services,and the
negative growth that would result throughout the state from
bonding limitations that would severely impact and deny streets,
schools,sewer and water facilities,community centers and
libraries,parks and recreational areas,and overall community
development and improvement.
