A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION,ARIZONA,IDENTIFYING THE AREA'S OF NEGATIVE
ECONOMIC IMPACT CAUSED BY PINAL COUNTY PROPERTY TAX RATES,
AND URGING THE REDUCTION OF CURRENT PROPERTY TAX RATES.
WHEREAS,the City of Apache Junction represents at least 16%of the
population of Pinal County and at least 16%of the Pinal County property tax
base;and
WHEREAS,the City of Apache Junction represents a 9-10%annual
population growth rate,the highest in Pinal County;and
WHEREAS,the City of Apache Junction represents at least 20%of the new
construction value added to the Pinal County tax base in 1985,and has contributed
more than 31%of all new construction value added to the Pinal County property tax
base from 1980-85;and
WHEREAS,the City of Apache Junction residents represent growth revenues
to Pinal County in the form of sales tax,vehicle license fees and other forms of
income to Pinal County;and
WHEREAS,the City of Apache Junction imposes no property tax and derives
all income for providing governmental services from sources other than property
taxes;and
WHEREAS,Pinal County has the highest tax rate among Arizona's 15
counties;and
WHEREAS,a high percentage of City of Apache Junction residents are
retired with fixed incomes and facing hardships in meeting a current pattern of
10%or more annual increases in Pinal County property taxes;and
WHEREAS,the present 44%disparity in property taxes between Pinal County
and neighboring Maricopa County places the City of Apache Junction at an economic
disadvantage in attracting development and investment capital;and
WHEREAS,the City of Apache Junction is committed to a policy of seeking
economic diversification to create new and expanded employment opportunities for
its citizens and to generate new property tax base and other forms of revenues
from economic development activities to support city and county services;and
WHEREAS,the City of Apache Junction finds the.property tax districts
in Pinal County to be a competitive disadvantage in attracting business investment
and potential employers to the City and environs;and
WHEREAS,the City of Apache Junction is empowered to speak in behalf of
its citizens and their economic well-being,
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION,ARIZONA,urging all governmental bodies and officials within
Pinal County levying taxes on real property which impact upon City of Apache
Junction property taxpayers to address the problem of increased property taxes
by reducing or containing budget requests,by curtailing assessment practices to
more fairly represent actual market values,and by embracing policies which will
encourage new and continued investment in real property being added to the tax
rolls of Pinal County taxing bodies;and
BE IT FURTHER RESOLVED that the Pinal County Board of Supervisors,the
Apache Junction Fire District Board of Trustees,the Board of the Apache Junction
Unified School District,the Trustees of the Central Arizona College,and officials
of -. other specific taxing districts be urged to coordinate more closely toward the
aim of stabilizing the effective tax rate for citizens in the City of Apache
Junction environs and in Pinal County;and

BE IT FURTHER RESOLVED that the City of Apache Junction supports and
encourages the efforts of Pinal County taxing bodies and City of Apache Junction
taxpayers to better control and reverse property tax trends in Pinal County by
every reasonable,prudent and legal means in order to gain a more competitive
economic climate; and
BE IT FURTHER RESOLVED that the City of Apache Junction hereby
requests the Arizona Department of Revenue to intercede in behalf of Apache
Junction property taxpayers to assure assessment and other regulations required
by the State of Arizona are properly enforced within Pinal County and its
property -tax levying districts.
