A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION,ARIZONA,COMMITTING THE CITY TO THE SUBMITTAL
OF AN ADDITIONAL CDBG APPLICATION FOR FY 1988 CDBG FUNDS TO THE
GOVERNOR'S DISCRETIONARY FUND AND ATTESTING TO COMPLIANCE WITH
OTHER REQUIREMENTS.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE
JUNCTION,ARIZONA,AS FOLLOWS:
WHEREAS,the State of Arizona is committed to securing the maximum funds
available to provide permanent housing for the handicapped homeless;and
WHEREAS,the Steward B.McKinney Homeless Assistance Act of 1987
established a special program to provide such funds to states;and
WHEREAS,the law requires that any state applying for such funds certify
that it will match the federal funds requested with state funds;and
WHEREAS,i t is anticipated that the Arizona Department of Health Services
(ADHS)will be submitting an application to the Department of Housing and Urban
Development for such funds under Title IV,Subpart C of the Act to serve the
chronically mentally ill (CMI);and
WHEREAS,Community Development Block Grants funds are considered state
funds for the purpose of such a match;and
WHEREAS,the City of Apache Junction is desirous of assisting in the
provision of permanent housing for the handicapped homeless.
NOW,THEREFORE,BE IT RESOLVED THAT the Mayor and City Council of the City
of Apache Junction hereby agree to submit an application for FY 1988 CDBG funds
to the Governor's Discretionary Fund;and
FURTHER,the City of Apache Junction agrees that should its application
for CDBG funds be approved,i t shall implement the program in compliance with
all CDBG Program requirements;and
FURTHER,the City of Apache Junction acknowledges that approval of the
CDBG application is contingent upon HUD approving the application submitted by
ADHS on behalf of the state for HUD Title IV,Subpart C funds,and should such
application not be approved,its CDBG application will be considered null and
void;and

FURTHER,the City of Apache Junction certifies that it has followed the
required CDBG competitive procurement process to identify entities interested
in being the project sponsor to implement the permanent housing for the
handicapped homeless program;and
FURTHER,due to the unique funding linkage required to enable this project
to succeed,the City of Apache Junction agrees that it has utilized the RFP
process required by Commerce,which was anticipated to be the same as that
issued by ADHS to solicit such a project sponsor,shall allow ADHS to review
and evaluate all such proposals received,and shall accept the decision
regarding such proposals made by ADHS.
