A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE
CITY OF APACHE JUNCTION,ARIZONA,AUTHORIZING THE
CITY TO JOIN AN ALLIANCE MADE UP OF GOVERNMENTAL
AGENCIES SERVING PINAL COUNTY WHO SHARE A MUTUAL
INTEREST IN THE PROTECTION AND PRESERVATION OF OUR
ENVIRONMENT.
WHEREAS,the future growth and development of Pinal County
depends on the availability of our water resources and a clean and
healthy environment,and;
WHEREAS,Pinal County's water rights and environment are
being threatened on many levels,and;
WHEREAS,Pinal County and the municipalities therein have the
responsibility of protecting the environment and water rights of our
constituents,and;
WHEREAS,i t is mutually beneficial and financially prudent
that the County,and the Cities and Towns join together to objectively
and collectively pursue the goal of protecting our water and environ-
ment;
NOW,THEREFORE,BE IT RESOLVED:
1.That by passage of this resolution,the City of Apache
Junction hereby agrees to participate in an intergovern-
mental agreement which forms a non-profit corporation to
be known as the Pinal County Governmental Alliance.
2.The purpose of the corporation shall be as follows:
a.To see that all member agencies are kept fully
informed and educated on all water and environmental
issues which may directly or indirectly affect its
sphere of influence.
b.To lobby at state and national levels for legisla-
tion which will protect the rights of the member
agencies and their constituents and to oppose
legislation detrimental to those rights.
c.To work with other rural counties and communities
who have mutual interests,concerns,and problems.
d.16 educate the public and public officials on water
and environmental issues and the effects such issues
have on Pinal County and the municipalities therein.

e.To carry out other functions relative to water
rights and environmental issues as directed by the
Board of Directors of the Alliance.
3.Each entity shall appoint one elected official to serve
on the Board of Directors,and one appointed official to
serve on the management advisory board.
4.The Alliance shall establish a centrally located office
and may hire staff,engage consultants,and generally
execute the necessary actions to effectively carry out
the mandates of this resolution.
5.The Management Committee shall establish a yearly budget
which shall be submitted to the Board of Directors for
approval.Prorated costs to participating agencies
shall be established and approved by the Board of
Directors.
PASSED AND ADOPTED BY the Mayor and City Council of the City
of Apache Junction,Arizona,this 6th day of March
1990.
