A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE
CITY OF APACHE JUNCTION ENDORSING THE DUAL -TRACK
APPROACH TO PLANNING FOR A REGIONAL AIRPORT TO
MEET STATE AND REGIONAL AVIATION NEEDS,AND TO
JOIN IN SUPPORTING MARICOPA COUNTY INITIATION OF A
REQUEST AND APPLICATION TO THE FEDERAL GOVERNMENT
FOR FUNDING OF A STATE-WIDE FEASIBILITY STUDY.
WHEREAS,the Arizona Partnership for Air Transportation (APAT)
has been formed to enhance economic development and international
trade in the State of Arizona through the development of an effective
air transportation system;
WHEREAS,Sky Harbor International Airport is a vital link to the
economic growth and prosperity of the Phoenix metropolitan region and
the State of Arizona;
WHEREAS,demand for air transportation services in the region has
grown dramatically in the recent past and forecasts of the recently
completed Master Plan Update for Sky Harbor suggests that this trend
will continue;
WHEREAS,Sky Harbor International Airport has been successful in
providing aviation services and as a catalyst for regional economic
growth;however,there is evidence and concern that without additional
capacity at Sky Harbor,i t will not be adequate to meet the aviation
demands and needs in the near future and long term;
WHEREAS,Sky Harbor expansion to its maximum appears to be
necessary for short-term demand,i t does not appear to be adequate to
meet the future long term demand for aviation services in the region;
WHEREAS,recent studies have predicted that without adding signi-
ficant new airport capacity,Central Arizona could lose more than $5
billion a year in regional income by the turn of the century;
WHEREAS,it is prudent and wise to begin now to continue improve-
ments at existing Sky Harbor Airport i f environmental concerns can be
satisfactorily solved and to develop a reasonable long-term proposal
for constructing a new airport for central Arizona;
WHEREAS,other metropolitan areas with similar problems of air-
field capacity such as Minneapolis -St.Paul have embraced a
"dual -track"approach to work on both of these aviation expansion
efforts simulultaneously;

NOW,THEREFORE,BE IT RESOLVED that the City of Apache Junction
endorses the dual -track approach to encourage Sky Harbor International
Airport to make improvements to the existing facility in the short
term and simultaneously to make plans for a new airport to accommodate
the long-term needs of the Phoenix metropolitan area and the State of
Arizona.
BE IT FURTHER RESOLVED that we urge the Governor,the
Legislature,and all Arizona local governments to endorse this dual-
track approach to meeting the State and regional aviation needs.
BE IT FURTHER RESOLVED that we encourage all Arizona Counties,
Cities,and Towns to joint us in supporting Maricopa County as they
initiate a request and application to the federal government for
funding of a state-wide aviation feasibility study including latent
demand as it applies to economic development.
