A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,
ARIZONA,RECOGNIZING THE IMPORTANCE OF STATE SHARED REVENUES TO CITIES
AND CALLING UPON THE ARIZONA STATE LEGISLATURE AND THE GOVERNOR TO OPPOSE
ANY REDUCTION OR CAP UPON THE DISTRIBUTION OF SUCH REVENUES.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE
JUNCTION,ARIZONA,THAT:
WHEREAS,the people of the State of Arizona through a series of popular
initiatives have voted to require a portion of certain state tax dollars be
returned to cities and towns;and
WHEREAS,state shared revenues are an important element of the fiscal
health of the City of Apache Junction;and
WHEREAS,Apache Junction anticipates receiving approximately $2,965,000
in shared revenues for FY/90-91,which represents approximately 38%of the
City's total revenues;and
WHEREAS,any reduction would have very severe impacts on the City's
ability to pay for essential services provided to citizens and to local
businesses;and
WHEREAS,the City of Apache Junction will once again be reducing its
expenditures in order t o balance its budget;and
WHEREAS,cities have constitutional and statutory restrictions on their
ability to raise revenues to replace the loss of state shared funds;and
WHEREAS,service reductions to the community or local tax increases could
be the direct result of the state not returning taxpayer dollars to cities;
and
WHEREAS,the State,cities and towns serve the same citizens of Arizona;
and
WHEREAS,shifting the burden of increasing taxes or cutting services from
one level of government t o another is poor public policy.

NOW THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION,ARIZONA,that the City Council opposes any reduction or
cap upon the distribution of state shared revenues to cities and towns and
calls upon the Governor and State Legislature to recognize the negative impact
on municipal services and quality of life in Arizona which could result from
such a reduction.
