HomeMy WebLinkAboutRES 92-27RESOLUTION NO.92-27 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION ENDORSING THE APPLICATION OF APACHE JUNCTION CLEAN & BEAUTIFUL,INC.FOR AN ARIZONA DEPARTMENT OF ENVIRONMENTAL QUALITY PUBLIC EDUCATION GRANT; DESIGNATING THE CITY GRANT ALLOCATION IN THE AMOUNT OF $548.12 TO BE APPLIED TO THE PROJECT;AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A GRANT CONTRACT WITH ADEQ. WHEREAS,the Arizona Department of Environmental Quality 1992 Solid Waste Reduction Education Grant Program has been established by the Arizona Solid Waste Recycling Act of 1990;and WHEREAS,this program annually allocates funds to cities and counties to provide assistance in litter control,recycling,and source reduction;and WHEREAS,the City of Apache Junction supports such efforts and encourages local citizens to become better informed on waste reduction issues and methods;and WHEREAS,the City of Apache Junction pro rata share of available grant funds is $548.12;and WHEREAS, Apache Junction Clean & Beautiful,Inc.is recognized by the City of Apache Junction as an entity of local citizens committed to addressing waste reduction and community beautification issues;and WHEREAS,the proposed project in the grant application of Apache Junction Clean & Beautiful,Inc to ADEQ serves common purposes and objectives with the City; NOW,THEREFORE BE IT RESOLVED that the Mayor and City Council of the City of Apache Junction supports the ADEQ grant application of the Apache Junction Clean & Beautiful,Inc.and directs that the City grant allocation of $548.12 be designated for the project described in said application;and hereby authorizes the City Manager to enter into a grant contract with ADEQ. By providing information to the general public through distribution of a newsletter in the City of Apache Junction quarterly publication. "The Citizen"— reaching 16,000 households in the Apache Junction area --•on how to Participate in Programs to reduce litter and solid waste. and to encourage behavior contributing to a clean and beautiful city through individual, group and neighborhood imvolvement projects and activities. Projects . sponsored by Apache Junction Clean & Beautiful. Inc., and the City of Apache Junction will be included. A supplemental phase of the project is to update a slide Presentation for community use. 2.How will the project meet the goal of preventing, reusing or recycling solid waste? The newsletter will identify local programs and Projects: present the value of such objectives to the community: explain proper methods of reusing or recycling solid waste and enlist citizens in these efforts. The newsletter is designed to raise public awareness of waste management problems and offer opportunities for action. The updating of the slide presentation will enable continuing promotion of waste reduction concepts to community groups. Page2 3.Provide a brief summary of the qualifications of the individuals and or organization that will carry out the project. Apache Junction Clean & Beautiful, Inc. has been operating since January, 1990. as a citizen -driven effort in cooperation with the City to reduce litter, to enhance community appearance through solid waste management and to promote beautif1c4t1on. It is certified by the Keep America Beautiful System. A.J. Clean and Beautiful, Inc. is incorporated as a non-profit organization by the State of Arizona and functions with a Board of Directors. More than 2,500 hours of volunteer effort have been invested by more than 402 individuals and and organizations in projects and activities to date. Directors and officers represent a cross-section of civic and business leadership. A.J. Clean & Beautiful, Inc. is an officially IRS approved 501 (c) 3 tax-exempt corporation and contracts with the City of Apache Junction to provide services described in exchange for certain City administrative support services. Apache Junction Clean & Beautiful, Inc. operates under an exchange of services agreement with the City of Apache Junction. 4.What consideration has been given to how well the project serves the needs of the Native American populations in the jurisdiction? There are no established Native American population centers within the Apache Junction jurisdiction; but the interests and involvement of any Native American population or individuals would be welcomed in these efforts. Page 3 5.Provide a concise, written description of the planned use of the monies.Include a time line for development,implementation and completion, an estimate of the number of persons receiving the education, the status of the program (if established) and any other relevant information. Note:Publications funded through this program must be produced on recycledpapa and should display theStateRecyclingLogo withappropriate verbiage indicating the funding source as the Arizona Department of Environmental Quality, Solid Waste Reducton Education Program. This would be a 4 page, 8x11 newsletter insertion on recycled paper in the City of Apache Junction quarterly publication "The Citizen." reachinz 16.000 area households with an additional 9.000 conies available through_ other distribution channels such as the library, local newspaper', schools and businesses.A proposal, (Attachment "C"),is attached with a proposed layout, and examples of topics to be included (Attachments "4-G" - This includes a budget plan. Distribution:16,000 area households plus 9,000 additional distribution. Plus:Updating of Audio-visual slide presentation for community bookings,as funds will permit.
