HomeMy WebLinkAboutRES 92-30RESOLUTION NO.92-30 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, REQUESTING IMMEDIATE RELIEF FUNDS TO RETAIN/MAINTAIN THE ELDERLY IN -HOME CARE PROGRAM FOR FY 1993 AND THAT FUTURE STATE STATUTE APPROPRIATIONS BE CHANGED TO REFLECT SUFFICIENT FUNDING ALLOCATIONS TO ADEQUATELY CARE FOR SENIORS. WHEREAS,it is recognized that the State Legislature has appropriated $4,422,000 for the State funded Supplemental Payment Entitlement Program (ARS 46-252)for Fiscal Year 1993;and WHEREAS, it is recognized that the State Supplemental Entitlement Payment Program provides necessary funding to assist with in -home services such as home nursing, home health and housekeeping to frail homebound individuals enabling those individuals to remain more independently in their homes and out of nursing home institutions;and WHEREAS,it is recognized that due to insufficient State funding allotments for FY 1993,Region V has been decreased by the Department of Economic Security (DES) a total amount of $201,000 from an existing $332,000 homecare budget,therefore placing over one hundred frail home bound elderly "at risk"and "at danger"of prematurely being admitted to nursing home institutions and at danger of being hospitalized due to inadequate service levels or care;and WHEREAS,it is recognized that the effects of the decrease has forced the Area Agency on Aging for Region V to terminate clients needing service as well as reduce service to inadequate levels and close client intake to all or any new client referrals;and WHEREAS,it is recognized that Region V's elderly population has had a growth increase of 61% since 1980 and continues to have a large and ever growing rural elderly population base of frail and homebound,economically and socially disadvantaged and low-income ethnic minority who need immediate service;and WHEREAS,it is recognized that the monthly cost of in -home care services at $195 compared to institutional care at $1,900, saves resources and dollars for elderly clients,families,taxpayers,state,county,and towns/cities and more importantly...SAVES HUMAN LIVES;and NOW THEREFORE BE IT RESOLVED that the Mayor and City Council of the City of Apache Junction urges the Governor of the State of Arizona to recognize the current insufficient funding level of the State Funded Entitlement SPP In -home Care Program for the elderly and issue immediate emergency relief funds to adequately retain and maintain the in -home care program for this fiscal year for Region V's elderly. RESOLUTION NO.92-30 PAGE NO.1 OF 2 THEREFORE, BE IT FURTHER RESOLVED, that due to the population increase of seniors in need of inhome care services within the State of Arizona,that the future State Statute appropriations be changed to reflect sufficient funding allocations to fully fund adequate care for seniors.
