A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION,ARIZONA,OPPOSING THE PROPOSED
EXPANSION OF THE MARICOPA NONATTAINMENT AREA OR
INCLUSION OF IIIE CITY OF APACHE JUNCTION IN THE PLAN A
MAP AREA.
WHEREAS,the Arizona Ozone Strategies Task Force is considering a
measure that would expand the Maricopa Nonattainment Area to include
within its boundaries the Pinal County portion of Apache Junction,
including the Gold Canyon Ranch area;and
WHEREAS,A.R.S.§49-405 prescribes procedures for changing the
boundaries of nonattainment areas,and said rules also describe
provisions for review of and public comment on the proposed changes;
and
WHEREAS,the effect of expansion of the ozone nonattainment area or
inclusion in the Plan A Map Area would have the effect of requiring
auto emission testing for the residents of the City of Apache
Junction;and
WHEREAS,during the "ozone season",the winds in the area tend to
blow in from Phoenix during the morning and early afternoon,and
then shift back toward Phoenix in the afternoon.As a result,
emissions from Phoenix have the opportunity to "cook"into ozone as
they travel to the east before the wind direction shifts and blows
them back to the west.Therefore,the problem of emissions
effecting ozone are a problem coming from the Phoenix metropolitan
area,rather than a problem coming from the Apache Junction area;
and
WHEREAS,under any reasonable analysis,the minimal existing
industrial development and relatively light summertime traffic in
Apache Junction do not currently contribute to the problem in any
meaningful way;and
WHEREAS,the majority of automobiles in the winter months in the
Apache Junction area are out of state vehicles and,therefore, will
not be affected by any currently existing enforcement program,even
with expansion of the Maricopa Nonattainment area 'and,thus,will
have no impact upon any problem which might exist coming from the
Apache Junction area;and
WHEREAS,predictions of impact based upon future expected growth are
speculative in nature;

NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF APACHE JUNCTION,ARIZONA,AS FOLLOWS:
That the City of Apache Junction is opposed to any expansion
of the Maricopa Nonattainment Area or inclusion of the City of
Apache Junction i n the Plan A Map Area that would extend auto
emission testing to Apache Junction.
