A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE
JUNCTION, ARIZONA,OPPOSING THE CURRENT AHCCCS/ALTCS HEALTH PROGRAMS
FUNDING MANDATED BY ARIZONA REVISED STATUTE §11-292.
WHEREAS,Arizona Revised Statute §11-292 states that counties in Arizona SHALL
levy a property tax for the state mandated Arizona Health Care Cost Containment
System/Arizona Long Term Care System (AHCCCS/ALTCS)programs;and
WHEREAS,this one program costs the taxpayers of Pinal County more than 43% of
the Pinal County portion of their property tax bill;and
WHEREAS,Pinal County citizens pay over $71 per capita while the average across
the state is $48;and
WHEREAS,this one health care program's formula was set by statute based on
events of ten years ago;and
WHEREAS,the Board of Supervisors has no control over program costs;and
WHEREAS,the Board of Supervisors has the statutory responsibility for property
tax payments to the State;and
WHEREAS,the county has REDUCED its tax rate from $4.58 to $1.74 per $100
assessed valuation in fiscal year 1989/90 to $4.16 per $100 assessed valuation
in fiscal year 1996/97;and
WHEREAS,AHCCCS/ALTCS costs have risen from $1.32 to $1.74 per $100 assessed
valuation in this same period.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION,PINAL COUNTY,ARIZONA,that this resolution is a formal notice
to the State that we are opposed to the current AHCCCS/ALTCS Health Programs
Funding mandated by Arizona Revised Statute §11-292 and urge the State that if
the Legislature cannot remove these programs from property tax and seek
alternative funding, we hereby request the following actions:
1.Roll back county ALTCS contributions to FY 1997 level.
2.Provide an equity adjustment to those counties that contribute to
acute care and ALTCS in excess of the statewide per capita average.
3.Permanently freeze county AHCCCS and ALTCS contributions at the
modified FY 1997 level.
4.Relieve counties of a pre-AHCCCS responsibility and residual
liability for on -reservation Native Americans.
