A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION.
ARIZONA,APPROVING THE CROSSROADS REDEVELOPMENT AREA PLAN.
WHEREAS,on June 4,1996,the Mayor and City council of the City of Apache
Junction adopted Resolution 96-16.which established findings of the existence
of a blighted area in the City of apache Junction and the need for
redevelopment of such area,and established the "Crossroads Revitalization and
Redevelopment District,"which encompassed such area;and
WHEREAS,on August 6,1996,the Mayor and City Council of the City of Apache
Junction adopted Resolution No.96-31.which approved the "Crossroads
Revitalization/Redevelopment District Plan dated May 1996 ,attached as
Exhibit 1;and
WHEREAS,on May 19,1998.the Mayor and City Council of the City of Apache
Junction adopted Resolution 98-14.which rescinded Resolution 96-16 relating
to the establishment of the "Crossroads Revitalization and Redevelopment
District and May 1996 Plan";and
WHEREAS,on May 19,1998,the Mayor and City Council of the City of Apache
Junction adopted Resolution 98-15,in which findings were made as to the
existence of a certain area within the corporate boundaries of the City
qualified for "Redevelopment",that such area be named the "Crossroads
Redevelopment Area Plan",and that the plan be forwarded to the Planning and
Zoning Commission for comment and review as to whether the plan is consistent
with state law and the City's General Plan:and
WHEREAS,on June 2,1998,the Mayor and City Council of the City of Apache
Junction authorized the setting of a Public Hearing on July 7,1998,for
consideration of the adoption of the "Crossroads Redevelopment Area Plan";and
WHEREAS,Arizona Revised Statutes Annotated ("A.R.S.")§36-1479(A)permits
municipalities to create redevelopment areas within its corporate boundaries;
and
WHEREAS,the legal description and map of the area are set forth in Exhibit 2
and Exhibit 3 respectively:and

WHEREAS A.R.S.§36-1479(A)requires a municipality,by resolution,to declare
an area to be a redevelopment area before it prepares a redevelopment plan for
a redevelopment project area:and
WHEREAS,A.R.S.§36-1479(A)also requires that before a municipality considers
a redevelopment plan for approval,a general plan for the development of the
municipality must first be prepared;and
WHEREAS,the General Plan for the City of Apache Junction was adopted in 1987;
and
WHEREAS,the proposed plan has been reviewed and comment has been received by
the Planning and Zoning Commission pursuant to A.R.S.§36-1479(D);and
WHEREAS,A.R.S.§36-1479(F)requires that certain findings be made by the
local governing body of the municipality before approval of a redevelopment
plan;and
WHEREAS,the Mayor and City Council finds that the "Crossroads Redevelopment
Area Plan"is feasible and is in conformity with the General Plan for the
development of the City of Apache Junction as a whole;and
WHEREAS,the Mayor and City council also find that such identified area
qualifies as a "Redevelopment Area" as defined under A.R.S.§36-1471(14)
because within such area there is a predominance of defective or inadequate
street layout,faulty lot layout in relation to size,adequacy,accessibility
or usefulness,unsanitary or unsafe conditions,deterioration of site or other
improvements,diversity of ownership,improper subdivision or obsolete
platting or the existence of conditions which endanger life or property by
fire and other causes,or any combination of these factors substantially
impairs or arrests the sound growth of the City,retards the provision of
housing accommodations or constitutes an economic or social liability and is a
menace to the public health,safety,morals or welfare in its present
condition and use;and
WHEREAS,the redevelopment of the identified area is in the interest of public
health,safety,morals,or welfare of the residents of the City of Apache
Junction.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION,ARIZONA,AS FOLLOWS:

SECTION I:THAT THE CROSSROADS REDEVELOPMENT AREA PLAN BE APPROVED AND
ADOPTED.
SECTION II:THAT THREE (3)COPIES OF EXHIBITS 1,2,AND 3 BE KEPT ON FILE FOR
PUBLIC INSPECTION AT ALL TIMES DURING BUSINESS HOURS IN THE OFFICE OF THE CITY
CLERK.
