HomeMy WebLinkAboutRES 99-10RESOLUTION NO.99-10 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,PERTAINING TO THE SUBMISSION OF PROJECTS FOR CONSIDERATION IN ARIZONA'S 1999 HIGHWAY SAFETY PLAN. WHEREAS,the Governor's Officer of Highway Safety is seeking proposals from state and local jurisdictions for projects relating to all aspects of highway safety and WHEREAS,the City of Apache Junction,through the police department,has submitted projects being considered for funding in the form of reimbursable grants from the Nation Highway Traffic Safety Administration and the Federal Highway Administration. SECTION 1:APPROVAL THAT approval of the filing of projects for consideration in Arizona's 1999 Highway Safety Plan is granted. SECTION 2:DESIGNATION OF AGENT THAT Chief Robert J.Warner,Chief of Police,is appointed agent for the City of Apache Junction,to conduct all negotiations,execute and submit all documents and any other necessary or desirable instruments in connection with such grant. Attachments included with this submission are explained as follows: In lieu of an approved resolution, as directed by Ms. La Retta LeHan, a copy of the submitted agenda item transmittal has been attached. Information systems currently employed by both the Apache Junction Police Department and the Apache Junction City Magistrate Court were unable to retrieve traffic data as requested. The City Magistrate Court, under the direction of the Superior Court, implemented a system in 1997 which was unable to provide conviction data, when requested. Available information for the year 1996 has been provided. The Apache Junction Police Department is in the process of replacing an obsolete Computer Aided Dispatch system, and will be capable of retrieving data, by the end of this calendar year. We recognize the need for accessing this data, and have taken interim action to ensure that this data is recorded and retrievable. Thank you for the opportunity of consideration for this proposal. Arizona M5219 • Phone (602) 982-8260 • Fa K (602)983-6532 • TDD (602)542-3323 BACKGROUNDRROBLEM The City of Apache Junction is in the easternmost geographical region of the Phoenix metropolitan area. The City's jurisdictional boundaries encompass 36.00 square miles of service area. This service area has increased from 34.04 square miles in 1998 to present and is scheduled to increase to 50+ by the year 2005 The City is in the southeast portion of the growth corridor for the East Valley. The growth patterns affecting Chandler and Gilbert are becoming very evident in and around Apache Junction.Directly affecting traffic in Apache Junction is the development of the "Foothills" area of the Superstition Mountains and the Gold Canyon area.Additionally, (two) hotel chains have introduced an additional amount of tourism traffic to the service area, and a third hotel chain is currently in the development stages.In the past year, three single-family housing tracts have been developed with approximately 1,000 units.Seven more housing developments are in various stages of completion, and will ultimately add an additional 1,939 units. Annexation has introduced another estimated 850 units and a new middle school is now completed, bringing an additional 1,000 students into the school population. This brings the current number of schools to six. The current population is estimated at 25,000 full-time residents. The population increases by approximately 60,000 seasonal residents each year, during the months of November through April. There are 167.69 + (figures have recently increased with an annexation which occurred during this past month) miles of streets within Apache Junction. State Route 88, the major route to the Tonto National Forest and the Salt River Lakes, adds six mile of heavily -traveled highway. The Apache Junction Police Department has jurisdiction for both traffic enforcement and criminal incidents on State Route 88. US 60 runs through and within the southern part of the City Limits and increases the miles of roadway by approximately eight miles. There are five major exits off US 60 that route into Apache Junction. The growth of Apache Junction and the surrounding areas is increasing traffic on the highways and streets.The annexations as they have occurred and continue to be scheduled, largely involve undeveloped areas located to the south of current jurisdiction which lack any traffic control devices and serve as a "back road" route through the service area.Along with this comes an increase in impaired drivers and drivers exceeding the posted speed limit; Patrol coverage of the service has been complemented with the introduction of overlapping shifts, there by affording the possibility of up to eight units covering the service area, from a previous maximum of four. At this time, there is not enough equipment available to adequately enforce speed limits and other errant driver habits. With the growing "remote" areas of patrol, an issue of officer safety is encountered, when dealing with the offender. As outlined in the Collision Traffic Data Summary, there has been a 66% increase in alcohol- related traffic fatalities from 1997 to 1998. ATTEMPTS TO SOLVE PROBLEM The Apache Junction Police Department has recently (04/13/98) undergone a change in leadership. A re -emphasis in Traffic Enforcement is currently underway. The inception of one unit, with concentrated efforts of selective traffic enforcement, specifically speed, DUI, seat belt and child restraint violations, although successful, is insufficient keeping pace with the scheduled growth of the service area. pROJECT OBJECTIVE The Governor's Office of Highway Safety (GOHS) will provide funding through the National Highway Traffic Safety Administration (NHTSA) and the Federal Highway Administration (FHWA), funding for the following equipment: 8 In Car Video packages *@$4,000.00 each 32,000.00 8 Speed Detection Devices*@$2,145.00 each 17,160.00 8 Pre Breath Testing Devices*@ $700.00 each 5,600.00 2 Police Package solo motorcycles @ $15,000 each 30,000.00 This equipment will enhance the enforcement of Arizona's speed, DUI, seat belt and child restraint laws, as well as the enforcement of the recently enacted aggressive driving statute. It is further expected that the conviction rate of citations issued will be significantly increased by the use of requested equipment. The Apache Junction Police Department will assume all administrative, maintenance, and operational costs relating to the Police Package solo motorcycle and equipment. It is believed that the availability of speed detection devices for all vehicles on patrol will increase the enforcement of speed violations, measurably. The Apache Junction Police Department will ensure that all operators who are not currently, will in fact, be certified in a NHTSA operator training program and the department will implement a comprehensive radar operator and equipment certification program with periodic re -certification every two years. *Although the request is for a specific number of items, any amount awarded would enhance enforcement. METHOD OF PROCEDURE The Apache Junction Police Department is currently placing a re -emphasis in Traffic Enforcement to include complimenting the service provided by dedicating four full time positions to Traffic Enforcement.A Traffic Unit consisting of 4 Motor Officers (to include one Sergeant) Will be re-established within the Patrol Division. Statistical information detailing collisions reported, traffic enforcement action taken, along with , conviction rates will be recorded and readily available for monthly review and analysis.
