A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE
JUNCTION,ARIZOMA,A MUNICIPAL CORPORATION OF ARIZONA,PROVIDING FOR
COMPLIANCE WITH THE 1998 ARIZONA GROWING SMARTER LEGISLATION,AS
CODIFIED IN ARIZONA REVISED STATUTES §9-461.05 et seq:PROVIDING
THAT THIS RESOLUTION SHALL BE EFFECTIVE AFTER ITS PASSAGE AND
APPROVAL.
WHEREAS,pursuant to Arizona Revised Statutes Annotated ("A.R.S.")§9-461-06
(B)(1),the City of Apache Junction City Council is required to adopt written
procedures to provide effective,early and continuous public participation from
all geographic.ethnic,and economic areas of the municipality in the development
and major amendment of General Plans.Procedures must include:a)broad
dissemination of proposals and alternatives:b) opportunity for written comments:
c)public hearings after effective notice:d)open discussions,communications
programs and information services:and e)consideration of public comment:and
WHEREAS,pursuant to A.R.S.§9-461.06(B)(2).on issues pertaining to the
substance of the General Plan,the City of Apache Junction City Council must
consult and advise the school district,associations of governments,public land
management agencies,public utility companies,and other appropriate government
jurisdictions.Also,in addition to those previously listed,the City must also
submit a review copy to any person or entity who requests in writing to receive
a copy:and
WHEREAS,pursuant to A.R.S.§9-461.05(A).cities and towns are required to
coordinate production of their General Plans with creation of Arizona State Land
conceptual land use plans and cooperate with the Arizona State Land Department:
NOW THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE
JUNCTION,ARIZONA,AS FOLLOWS:
1.That the City of Apache Junction directs,on its behalf,City Staff and
Consultants to distribute the General Plan Draft document to all agencies
and jurisdictions named by statute including,but not limited to,the
Arizona Department of Commerce.the Arizona State Land Department,the
Maricopa Association of Governments,the Central Arizona Association of
Governments,the Apache.Junction Unified School District,the Bureau of
Land Management.Salt River Project.the Water Utilities Community
Facilities District (d.b.a.the Apache Junction Water Company),the

Arizona Water Company,the Superstition Mountains Community Facilities
District #1 (Sewer District),Pinal and Maricopa Counties.the Planning
Departments of Pinal and Maricopa Counties,the City of Mesa,the Town of
Queen Creek,any person or entity requesting a copy in writing and such
other recipients that the City Council shall direct:
2.That a review period of not less than sixty (60)days shall be observed
within which written comments regarding the General Plan may be provided
by any recipient or other interested person,during which period,City
Staff and Consultants shall conduct further public information and
participation efforts specified in Items 3 and 4 below;
3.That City Staff or Consultants shall consult with and advise recipients of
the above mentioned document regarding the content,goals and objectives
of the General Plan:
4.That a public workshop shall be conducted by City Staff,to which parties
or organizations indicating interest in the General Plan process shall be
invited,together with an open invitation to persons representing all
geographic,ethnic and economic areas of the City to be published in local
newspapers,the City's web site and government access channel on the local
cable television provider:
5.That special effort shall be expended mutually to coordinate the General
Plan with Arizona State Land Department conceptual plans;and
6.That on or before the completion of the review and comment period
specified in Item 2.above,the City shall conduct public hearings,as
required by A.R.S.§9-461-06,before the Apache Junction Planning and
Zoning Commission and the Apache Junction City Council for consideration
of public testimony and General Plan adoption.
