A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION.
ARIZONA,APPROVING THE PROCESS FOR AND USE OF CRITERIA IN MAKING RECOMMENDATIONS
TO THE STATE OF ARIZONA DEPARTMENT OF COMMERCE ON LOW-INCOME HOUSING TAX CREDIT
PROPOSALS WITHIN THE CITY OF APACHE JUNCTION.
WHEREAS,the State of Arizona Department of Commerce ("DOC")is,pursuant
to Arizona Revised Statutes Annotated §35-728(B),designated the housing credit
agency for the State of Arizona for purposes of complying with Title 23 United
States Code Annotated Section 42 (the "IRS Code"),and is responsible for
allocating the Federal low income housing tax credits available to the State;and
WHEREAS,pursuant to the IRS Code,the process for approval for low-income
housing tax credit proposals by DOC requires soliciting support of local
governments;and
WHEREAS,the Mayor and City Council adopted the 1999 Apache Junction
General Plan (the "General Plan")on November 2,1999,and said General Plan
became effective on December 2.1999:and
WHEREAS,in making future recommendations on housing developments within
the City,the Mayor and City Council desire to implement the Goals of the General
Plan,including those in which prospective developers request low-income tax
credits from DOC;and
WHEREAS,the Mayor and City Council desire to be consistent in making
recommendations to DOC on referred low-income housing tax credit proposals;and
WHEREAS,the Mayor and City Council desire prospective developers to make a
formal presentation of their proposal at a regular Council public hearing prior
to making a recommendation;and
WHEREAS.on March 7,2000 the Mayor and City Council directed staff to
prepare a rating plan and criteria for said proposals using the Goals of the
General Plan,neighborhood acceptance,and additional mechanisms to assure that
the subsequent development of the project is consistent with what was originally
presented to the mayor and City Council;and
WHEREAS,at the work session of May 1,2000,the Mayor and City Council
reviewed said criteria.

NOW,THEREFORE,BE IT RESOLVED by the Mayor and City Council of the City of
Apache Junction.Arizona,that:
1.Recommendations to DOC on low-income housing tax credit proposals
located within the City of Apache Junction must be preceded by the
Developer making a presentation at a public hearing at a regular City
Council meeting utilizing graphic plans (24 X 36 inch)that best
communicates the quality of the proposal.
2.The City Council will use the criteria set forth in attached Exhibit
A for low-income housing tax credit proposals.
3.For each proposal.staff is directed to provide written responses to
DOC reflecting the Mayor and City Council's position on the proposal
based on the criteria relied upon in Exhibit A.

City of Apache Junction Rating Criteria for Arizona Tax Credit Housing Projects

1 Does the proposal provide high -density housing toward the center of the City?
2 Does the proposal direct pedestrian oriented multi -family housing to the downtown area?
3 Does the proposal provide market rate multi -family housing opportunities?
4 Does the project utilize natural materials such as adobe and southwestern masonry and
environmental construction methods.
5 Does the site plan indicate at least twenty percent of the multi -family complex as open space?
6 Are the recreation facilities "high and dry", that is, out of retention areas?
7 Are land use compatability transistions, or open space buffers provided between the multi -family
project and existing residential and/or commercial uses?
8 The multi -family project does not subtract targeted commercial land from the US 60 corridor,
Apache Trail or Old West Highway.
9 Does the project utilize natural drainage solutions?
10 Is the site in an infill location and will it add to the variety of housing types within the City?
11 Is the land use compatible with the Development Plan? (yes=10 no= -5)
GENERAL CRITERIA
12 Is there a Development Agreement or PD overlay to assure development in conformance with
presented plans? (yes=10 no=0)
13 Was there substantial affected community involvement and input in the design of the project?
14 Is there acceptance of the project by neighboring property owners?
