HomeMy WebLinkAboutRES 02-24RESOLUTION NO.02-24 A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,AUTHORIZING THE SUBMISSION OF AN AMENDED LOCAL TRANSPORTATION ASSISTANCE FUND I I PROGRAM GRANT APPLICATION TO THE ARIZONA DEPARTMENT OF TRANSPORTATION. WHEREAS,grant monies have been made available through the Arizona Department of Transportation ("ADOT")to the City of Apache Junction ("City")for transportation needs of senior citizens pursuant to Arizona Revised Statutes Annotated Section 28-81 0 1,et seq.,which creates the Local Transportation Assistance Fund II ("LTAF II")Program;and WHEREAS,in October 2000,the Mayor and City Council authorized staff to utilize LTAF II funds for the development of a Transit Implementation Study ("TIS");and WHEREAS,in February 2001,ADOT advised the City that the TIS could not be completed until the City's Small Area Transportation Study ("SATS")was completed;and WHEREAS,on October 2, 2001,the Mayor and City Council passed Resolution No.01- 19,which authorized the submission of the Fiscal Year 2002 LTAF I I Grant Application,wherein the City was to receive $61,388 from ADOT;and WHEREAS,Resolution No.01-19 further authorized financial support for the transportation program offered by Mesa Senior Services,Inc.,in the amount of $15,000,and authorized implementation of the recommendations contained in the TIS at a cost of $46,388;and WHEREAS,in December 2001,ADOT allocated Mesa Senior Services Inc. the funds for a staff position until the end of December 2002;and WHEREAS,in mid -October, City staff was notified by ADOT that due to a state-wide revenue shortfall,the City would only be receiving $30,694 in Fiscal Year 2002 rather than the $61,388 originally allocated;and WHEREAS,the State also reduced the funding for the implementation for the TIS recommendations to $15,694;and RESOLUTION NO.02-24 PAGE 1 OF 3 WHEREAS,in September 2002,Mesa Senior Services,Inc.advised the City that it was in need of additional financial support for its transportation program;and WHEREAS,City staff has determined that the remaining available funds of $15,694 could not pay for any meaningful transit implementation under the TIS;and WHEREAS,because the transportation program offered by Mesa Senior Services Inc. is consistent with the City's General Plan goals and objectives,City staff believes additional funds should be provided to Mesa Senior Services Inc. NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,AS FOLLOWS: 1)The Mayor and City Council authorize submission of an amended LTAF II application which: i)withdraws the City's financial support of $15,694 for activities associated with implementation of the TIS;ii)increases the City's support for Mesa Senior Services,Inc.'s transportation program from $15,000 to $30,694;and iii)allows any surpluses in other projects to be allocated to Mesa Senior Services,Inc.in furthence of its transportation program. 2)The Mayor and/or his designee may sign the amended application and other grant documents and may take all other actions necessary to implement the activities in the amended application. 3)The amended application for State LTAF I I funds shall meet the program requirements for addressing local transit issues:and 4)The City shall comply with all LTAF I I guidelines,federal statutes and regulations applicable to the LATF II Program.
