A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION, ARIZONA, PROMOTING THE USE OF THE
UNITED STATES GREEN BUILDING COUNCIL'S LEADERSHIP IN
ENERGY AND ENVIRONMENTAL DESIGN ("LEED") GREEN
BUILDING RATING SYSTEM STANDARDS FOR CITY -OWNED AND
CITY -OPERATED BUILDINGS.
WHEREAS,the purpose of this resolution is to enhance the
public welfare and assure that further City -owned and City-
operated development is consistent with the City's desire to
create a more sustainable community by incorporating green
building measures into the design, construction, and maintenance
of its buildings; and
WHEREAS, the United States Green Building Council ("USGBC")
has created a variety of rating systems to address multiple
areas of construction,collectively referred to as the "LEED
Rating System"that identifies a range of actions and
performance measures which define green buildings through
qualification and quantification criteria and provides a third
party certification process for such buildings; and
WHEREAS,the

WHEREAS,the Green Building philosophy and practice
conserves resources,uses recycled materials,maximizes energy
efficiency,reduces waste,prevents pollution,improves indoor
air quality,and considers lifecycle analysis to promote
environmental,economic and social benefits in the design and
construction of a building project; and
WHEREAS,the City finds that Green Building design,
construction,and operation can have a significant positive
effect on energy and resource efficiency,waste and pollution
generation,and the health and productivity of a building's
occupants over the life of the building; and
WHEREAS, the Governor of the State of Arizona by Executive
Order requires all new State funded buildings meet "Silver" LEED
standards; and

WHEREAS, the City has successfully developed and supported
sustainable building projects including the Apache Junction City
Hall and Multi -Generational Facility; and
WHEREAS,USGBC's LEED promotes high performance building
practices,energy,water and conservation,environmentally
preferred products and practices,Improvements in employee
health,comfort and productivity,and reductions in facility
operation costs and environmental Impacts; and
WHEREAS,the City reviewed the LEED rating system and
determined it to be the most suitable standard to achieve a
meaningful level of Green Building in City buildings; and
WHEREAS, the City enjoys a unique and timely opportunity to
design and construct buildings for the 21st century that will be
adequate to serve the needs of the City's residents and
employees for years to come and that will incorporate a
buildings life cycle and reduced operating costs.
NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF APACHE JUNCTION, ARIZONA, AS FOLLOWS:
1. That the City of Apache Junction promote a Green Building
Program under which all new municipal buildings of 5,000
square feet or larger shall be designed, constructed and
certified at a minimum of the USGBC's LEED Certified
level.
2. City staff shall use the most recent version of LEED
certification standards as a benchmark to achieve maximum
energy efficiency and environmental sustainability
relevant to the scope of the new construction,unless
this cannot be accomplished on a cost-effective basis,
considering construction and operating costs over the
life cycle of the building being constructed.All
facilities and buildings are encouraged to use higher
LEED rating levels, if feasible.
3. After a thorough analysis,if a specific building is
determined to be unsuitable for the LEED rating system,
it may be declared exempt from achieving LEED
certification based on the discretion of the City

Manager,if the project incorporates all feasible and
cost-effective green building strategies.
