A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION,ARIZONA,ESTABLISHING AN ACCIDENT
PREVENTION PROGRAM AND SAFETY COMMITTEE;DEFINING
GOALS AND OBJECTIVES AND PRESCRIBING POWERS;DUTIES
AND FUNCTIONS.
WHEREAS,the Mayor and Council of the City of Apache
Junction desire to reduce the incidence of accidents involving
City employees,to educate City employees in safety
consciousness,decrease liability exposure,create an efficient
risk management system and provide an effective safety program.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AS FOLLOWS:
1) There is hereby established a Safety Committee composed
of a Safety Officer and representatives from various departments
as appointed by the City Manager or his or her designee.
2) The Safety Committee shall have the following powers,
duties, obligations and functions:
A. To establish a safety policy for all classes of
employees of the City of Apache Junction.
B. To establish an organizational structure within the
City of Apache Junction to carry out the safety policy
adopted by the Safety Committee.
C. To provide and assist with a continuous program of
education about safety and safety consciousness for the
employees of the City of Apache Junction.
D. To embark upon a program of eliminating physical
hazards on City property, including City -owned and operated
machinery, mechanical, electrical and technical equipment.

E. To advise and recommend a program and procedures for
investigating accidents involving City employees or which
occur on City property to be utilized by the City Manager
and Department Heads in evaluating the effectiveness of the
program.
F. To monitor,assist,advise and recommend a program of
safety education for newly -hired City employees before they
embark upon their duties.
G. To assist with, advise and recommend the establishment
and promulgation of written safety rules and procedures as
well as to establish and implement methods and procedures
for enforcing said safety rules and regulations.
H. To advise and recommend procedures for the reporting
of accidents,for monitoring claims filed under the
Worker's Compensation Act,and recommending to the City
Manager what course of action should be taken in connection
with specific City employee worker's compensation claims.
I. To assist departments with obtaining,displaying and
disseminating safety materials to City of Apache Junction
employees with the priority and importance of safety
awareness.
J. To perform research as to the cause and circumstances
of all accidents and to recommend and advise appropriate
corrective measures to prevent the recurrence of future
accidents,as well as the collection of data and
intelligence to statistically monitor and evaluate the
impact and ramifications of any and all accidents, upon the
City, directly and indirectly.
K. To implement any and all actions reasonably, logically
and prudently necessary to officially enforce and execute
within the scope of its power and authority,the upholding
and supporting of the intent and purpose of this resolution
and all of its content thereof.
