A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION,ARIZONA,DECLARING SUPPORT OF THE
DRAFT PINAL COUNTY COMPREHENSIVE PLAN AND SUGGESTING
AMENDMENTS TO THE PLAN RELATING TO LAND USE DESIGNATIONS
WITHIN THE CORPORATE LIMITS OF THE CITY OF APACHE
JUNCTION,NORTH -SOUTH FREEWAY CORRIDOR ALIGNMENT,AND
ACCESS MANAGEMMENT POLICIES.
WHEREAS, the cities, towns, and the unincorporated areas
of Pinal County are experiencing unprecedented growth; and
WHEREAS,Pinal County is in the heart of the Sun
Corridor Megapolitan and the Sun Corridor is projected to
have 10 million people by 2040; and
WHEREAS,citizens from all over the County,in
incorporated and unincorporated areas,have gathered to
develop the Pinal Vision which has seven major values: Open
Spaces and Places,Sense of Community,Economic
Sustainability,Quality Educational Opportunities,Healthy,
Happy Residents, Mobility and Connectivity, and Environmental
Stewardship; and
WHEREAS,Pinal County and the cities and towns within
Pinal County wish to develop infrastructure in ways that
minimizes public expenditures; and
WHEREAS, it is in the best interests of Pinal County and
the cities,towns,and Indian communities to locate high
quality jobs in Pinal County,thereby avoiding excessive
commuting to neighboring counties; and
WHEREAS, the Draft Pinal County Comprehensive Plan will
form a solid foundation for all communities in the County to
build upon and address the values that Pinal County citizens
have identified; and
WHEREAS,the City Council of Apache Junction committed
staff to participate in the development of the Comprehensive
Plan; and

WHEREAS, the approval of the updated Comprehensive Plan
will not impact the sovereignty of cities and towns to plan
and zone within their incorporated boundaries; and
WHEREAS, the County's Draft Comprehensive Plan Land Use
Element is designed to represent the County as a "build out"
plan and is not consistent with the City of Apache Junction
General Plan Land Use Element; and
WHEREAS, the County's Draft Comprehensive Plan Land Use
Element identifies land use designations as Moderate Low
Density Residential (1-3.5 dwelling units per acre) in Apache
Junction south of the Superstition Freeway (US 60) while the
City's General Plan identifies the same area as Master
Planned Community allowing up to eight dwelling units per
acre in the same area; and
WHEREAS,freeway corridors are essential to the future
economic development of the City of Apache Junction; and
WHEREAS,the Draft County Mobility and Connectivity
Element identifies additional High Capacity roadways (on page
145)which are identified in other jurisdictions plans and
are incorporated by reference into the Element are not
reflective of all potential high capacity roadways; and
WHEREAS,Access Management policies need to be
determined by local community standards, particularly as they
relate to proposed Parkways and Arterial roads; and
WHEREAS,Access Management standards for Parkways and
Arterials impact properties that are adjacent to or affected
by the roadway locations throughout the City depicted on the
"Circulation Plan: Roadways" (Diagram 4-2).
NOW,THEREFORE,BE IT RESOLVED by the Mayor and City
Council of the City of Apache Junction, Arizona, as follows:
That the Mayor and City Council will supports the Draft Pinal
County Comprehensive Plan and recommends its approval by the
Pinal County Board of Supervisors,subject to the following
amendments:

1) Residential density south of the Superstition Freeway
(US 60)be designated as Medium Density Residential
(3.5-8 dwelling units per acre) which is consistent with
the City's General Plan designation of "Master Planned
Community" allowing up to eight (8) residential dwelling
units per acre.
2) Additional language be added to bullet point No.2 on
page 145 of the Plan to read "US 60 Bypass around Gold
Canyon area includes an option to connect further south
to the future east west 802 alignment."
3) A policy be added stating "Access Management policies
need to be determined by local community standards,
particularly as they relate to proposed parkways and
arterial roads depicted as traversing local
jurisdictions and planning areas including Apache
Junction."
PASSED AND ADOPTED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION, ARIZONA, THIS 19TH DAY OF MAY
2009.
