A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION, ARIZONA, APPROVING THE SUBMITTAL OF
A GRANT APPLICATION TO THE DEPARTMENT OF HEALTH AND
HUMAN SERVICES ADMINISTRATION FOR CHILDREN AND FAMILIES
FOR AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009
STRENGTHENING COMMUNITIES FUND - STATE, LOCAL AND
TRIBAL GOVERNMENT CAPACITY BUILDING PROGRAM.
WHEREAS, the City of Apache Junction is desirous of meeting
the needs of its local non -profits; and
WHEREAS, pursuant to the American Recovery and Reinvestment
Act of 2009 (hereinafter "Act"), the United States Department of
Health and Human Services Administration for Children and
Families is administering the Strengthening Communities Fund -
State, Local, and Tribal Government capacity Building Program;
and
WHEREAS, the grant application addresses identified capacity
building needs of local non -profits; and
WHEREAS, a grantee of Act funds is required to comply with
the program guidelines, federal statutes and regulations.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF APACHE JUNCTION, ARIZONA, AS FOLLOWS:
Section 1:
Staff is authorized to submit an application to the Department of
Health and Human Services Administration for Children and
Families for Strengthening Communities Fund - State, Local, and
Tribal Government Capacity Building Program, and the Mayor is
authorized to sign an application for receipt and use of funds in
an amount not to exceed $250,000.
Section 2:
The Mayor is authorized to take any and all actions necessary to
implement and complete the activities subitted in the
application.

Section 3:
The City Manager or his designee is hereby authorized to take
whatever steps necessary to administer and procure the funding.
Section 4:
This application for Federal Act funds meets the program
requirements as contained in the Act and the program guidelines.
The City of Apache Junction retaining the role as Authorized
Entity shall be responsible for: 1) conducting programmatic and
financial oversight of the program grant award; 2) implementing
the approved work plan; 3) participating in national evaluation
studies; and 4) sending two key staff persons to an annual
grantee conference in Washington D.C.
Section 5:
The City of Apache Junction shall comply with all Act guidelines,
federal statutes and regulations applicable to the American
Recovery and Reinvestment Act Of 2009.
Section 6:
The City of Apache Junction shall commit 20% of the total
approved project cost in the form of in -kind contributions to the
administration of the program.
