A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION, ARIZONA,FINDING AND DETERMINING CERTAIN
FACTS AND ADOPTING THE 2020 GENERAL PLAN,AND SUBMITTING
THE PLAN TO CITY VOTERS AT THE AUGUST 4,2020 ELECTION
FOR RATIFICATION.
WHEREAS,the City of Apache Junction ("City")is required
to update its general plan in accordance with the goals and
content requirements contained in Arizona Revised Statutes
("A.R.S.") § 9-461.06 et seq.;and
WHEREAS,the City's general plan shall consist of maps and
statements of community goals and development policies with
descriptive text covering the objectives,principles and
standards used to develop the essential elements of the plan;
and
WHEREAS,the City first adopted a general plan on July 20,
1982,updated it on June 16,1987,again updated it on November
2,1999,and lastly updated the currently in place general plan
on September 7, 2010; and
WHEREAS,pursuant to A.R.S.§9-461.06 and pertinent
subsections thereunder,the city council has consulted with,
advised and provided an opportunity for official comment by
public officials,agencies,counties,appropriate school
districts,associations of governments,public land management
agencies,other appropriate government jurisdictions,public
service corporations,civic,educational,professional and other
organizations,together with property owners and citizens,and
has located sites for public purposes on the proposed general
plan; and
WHEREAS,the general plan proposed for adoption includes
the following elements pursuant to A.R.S. § 9-461.06: land use,
circulation, growth area, downtown, environmental planning,cost
of development,recreation and open space,water resources,
public services and facilities,housing,intergovernmental
cooperation and economic development; and
WHEREAS,after a required sixty (60)day comment period
passed,the City held two general plan public hearings before
the planning and zoning commission in two different locations

with appropriate legal notice being given for each hearing on
the proposed plan; and
WHEREAS,the planning and zoning commission recommended
approval of the Apache Junction 2020 General Plan on January 28,
2020; and
WHEREAS,after receiving such recommendation and with the
appropriate legal notice being given,the city council held a
public hearing on the proposed general plan on February 4, 2020.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF APACHE JUNCTION ARIZONA, AS FOLLOWS:
Section 1:That the City desires to develop,adopt and implement
a comprehensive long-range general plan to serve as a
guideline for major land use and development issues.
Section 2:That the required legal notice for adoption of a new
general plan has been provided at every step in the
process.
Section 3:That the 14 -month long effort to update the Apache
Junction General Plan has included a series of public
hearings and meetings,study sessions,community
events,newsletters and surveys,all designed to
solicit comments and opinions regarding the general
plan,and the city council wishes to acknowledge this
effort and to ratify the efforts by the planning and
zoning commission.
Section 4:That the Apache Junction 2020 General Plan serves as
a statement of community -wide vision to help guide
the City and the community as a whole into the
future, within a long-range perspective distinct from
short-term market conditions or development trends.
Section 5:That the final draft of the Apache Junction 2020
General Plan dated February 4,2020 is hereby adopted
to replace the City's 2010 General Plan.
Section 6:That ratification of the 2020 General Plan be
considered by City voters on August 4,2020,at the
next regularly scheduled municipal election.
