A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY
OF APACHE JUNCTION,ARIZONA,APPROVING THE SUBMITTAL
O F A PROPOSITION 202 EMERGENCY POLICE COMMUNICATION
EQUIPMENT GRANT APPLICATION TO THE GILA RIVER INDIAN
COMMUNITY.
WHEREAS,in 2002,Proposition 202 authorized new gaming
compacts between the State of Arizona and Arizona Indian Tribes
which included sharing of gaming revenues; and
WHEREAS,a portion of this state -shared revenue in an
amount of 12% can be retained by an Indian Tribe and distributed
to cities,towns or counties for government services that:1)
benefit the general public;2)mitigate the impacts of gaming;
and/or 3) promote commerce and economic development; and
WHEREAS, the Gila River Indian Community (the "Community")
has decided to exercise its option to retain and administer the
12% share itself; and
WHEREAS,the Community developed an expanded list of
"priority areas"for which funding will be concentrated,
including public safety,transportation,healthcare,economic
development and education.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AS FOLLOWS:
Section 1:
Staff is authorized to submit an application,on behalf of the
City of Apache Junction Police Department,to the Gila River
Indian Community for Proposition 202 funds,and the mayor is
authorized to sign the application, contract and grant documents
for receipt and distribution of the Proposition 202 funds for
emergency police communication equipment in an amount not to
exceed $96,612.00.

The mayor is authorized to take any and all actions necessary to
implement and complete the activities submitted in the

Section 3:
The city manager or his or her designee is hereby authorized to

SUBJECT:Proposition 202 State Shared Revenue Program Grant Application for
Fiscal Year 2020-2021
REQUEST
Presentation, discussion and consideration of approval of Resolution No. 20-35 approving the
submittal of an application from the City of Apache Junction to the Gila River Indian
Community State Shared Revenue Program for Fiscal Year 2020-2021.
BACKGROUND
In November 2002, the voters of Arizona approved Proposition 202 which initiated new gaming
compacts between the State of Arizona and the Native American tribes. An important provision
of Proposition 202 was the sharing of gaming revenues with the State. Henceforth, tribes would
be assessed by the State a percentage of their gross gaming revenue. Tribes had the option of
either paying all of this assessment into a State managed fund or to pay 88% of the assessment
into the State managed fund and retain 12% of the assessment for distribution as grants.
The Gila River Indian Community ("GRIC") exercised its option to retain and administer 12% of
State shared revenue. Known as the Gila River Indian Community State Shared Revenue
Program, the Program makes "Distributions to cities, towns, or counties for government services
that benefit the general public, including public safety, mitigation of the impacts of gaming, or
promotion of commerce and economic development." Gila River's policy is to generally limit
the distributions to cities, towns, and counties in Maricopa and Pinal Counties. Funding priorities
include: 1) Public Safety (police, fire, EMS); 2) Transportation; 3) Health Care Services; 4)
Economic Development; and 5) Education.
DISCUSSION
The application to GRIC was submitted in April. GRIC revised its application procedures and no
longer requires a city council resolution with the application. Rather should an application be
recommended for funding by the community office for special funding, the GRIC would then
request a resolution from the local government in support of the project.
The submitted application was recommended for funding in the amount of $96,612.00 for
emergency police communication equipment. Upon receipt of the resolution, the project will be
forwarded to the GRIC governing body for final approval.
RECOMMENDATION
Staff respectfully recommends the city council consider and approve the proposed project and
Resolution No. 20-35.

1.Briefly describe the organization's history, mission and goals.
The City of Apache Junction is a small suburban community just east of the Phoenix metropolitan area which
incorporated in 1978. Nestled at the legendary Superstition Mountains, the city remains one of the last rural suburban
areas within the central Arizona valley in population, character, and culture.
Established in 1978, the Apache Junction Police Department is a full service public safety agency, primarily carrying out
police services within the jurisdiction of the City of Apache Junction. The agency enforces state laws and city ordinances
as well as assisting in the enforcement of federal law as necessary and appropriate. The Apache Junction Police
Department is responsible for the complete investigation of all felony, misdemeanor and petty crimes which occur
within the city limits and partners with other public safety agencies to enhance effectiveness of enforcement activities in
and around the city. This partnership includes organizations and individuals within and outside of the community. This
thereby helps reduce victimization through a variety of crime prevention and community education programs.

The City of Apache Junction Police Department proposes to purchase fifteen (15) handheld radios for use by sworn
officers for all emergency police calls. The department has competitively priced the desired product and is ready to
purchase upon award. The implementation of the project would be completed within six month.
4.Describe how the proposed project satisfies one or more of the priority funding areas identified by the Gila River
Indian Community.
This project will address the public safety funding priority by providing emergency communications equipment to the
Apache Junction Police Department.
5.Identify the needs/problems to be addressed, target population and number of people to be served by the
project.
The safety and effectiveness of a police officer is compromised when reliable telecommunications are not available. The
Apache Junction Police Department uses handheld radios as their primary method of communications with the 911
Operation Center. The current equipment has become outdated and is no longer supported by the manufacturer,
therefore radios frequently breakdown and cannot be replaced. The decrease in the number of radios increases the
possibility an officer could be using communications that is no longer reliable.
In 2006, the Apache Junction Police Department transferred to the 800 MHz communication system and purchased
handheld radios for the police department, parks and recreation, public works, park rangers, and code compliance
departments. The inclusion of these essential personnel ensures proper and effective communication throughout the
community. The radios are now over ten years old and their technology is considered obsolete. The current vendor and
maintenance provider no longer supports the equipment and does not offer replacement parts should a radio need to be
repaired. Presently there are several radios which are not operable and a replacement option is at a critical stage. As
radios are decommissioned, the department risks leaving officers without adequate communication mechanisms which
ensure proper safety for the officer and the community.
The handheld radio is the department's primary method of communication with officers on the street and is used 24
hours per day, 7 days a week.In addition, the radios are used daily by other safety and essential personnel outside of the
police department during multi -agency operations.While any other agency under the Topaz Regional Wireless
Cooperative can communicate with the city, agencies such as DPS, US Marshalls, and other supporting law enforcement
agencies use Apache Junction's limited radios when assisting the department or when the department assists during

multi -agency operations. The continued ability to utilize these radios enables the department to adequately
communicate with other valley cities and organizations during these multijurisdictional efforts.
Recent incidents within the city have highlighted the need for this equipment. In December 2018, there was an active
shooter situation at an Apache Junction school. This type of incident typically brings in several outside agencies and
requires the use of secure communications. As is typical in this type of situation, the department's SWAT team was
called. Other area public safety agencies were also involved in the active shooter situation wherein communications
between agencies is vital.
Similarly, the City of Apache Junction has frequent flash flooding events during the monsoon season. These events require
the need for communications with outside agencies and their helicopters to assist in the rescue of person stranded in
flood waters. Communications with all safety personnel including department volunteers and the city's public works
department is critical for saving lives.
The Apache Junction Police Department currently needs 122 radios to outfit the essential personnel within the city.
Funding from the Gila River Indian Community will help to sustain the department's ability to safely communicate locally
and regionally in emergency services.
Between 2016-2019, each year averages nearly 49,000 priority calls for service including calls for domestic violence,
assault, domestic disputes, thefts, traffic stops and welfare checks. The graph below illustrates the calls for service
wherein the radios were used to communicate. Priority one calls include assaults, robbery, child abuse, domestic violence,
shootings, and homicides that are in progress or where someone is in immediate danger. Priority two calls include
delayed incidents or incidents that are not in progress. Priority three calls include minor incidents such as animal
complaints, abandon vehicles, neighbor disputes, and other civil matters.

The Apache Junction Police Department is seeking to enhance communications for sworn officers. If funded, the project
will enhance the department's ability to:
1) communicate with essential city personnel including law enforcement, park rangers, code compliance, public works,
and parks in order to share critical information regarding such hazards;
2) communicate with area law enforcement agencies in multijurisdictional efforts. The department is a member of the
TOPAZ regional wireless cooperative. Such affected agencies include Pinal County Sheriffs office, Maricopa County

Sheriff's office, City of Mesa Police Department, Department of Public Safety, the Federal Bureau of Investigations,
Superstition Fire and Medical District, and other Pinal County police departments. Communication with area agencies
ensures multijurisdictional cooperation during all hazard events;
3) prevent loss/limited access of communication in multijurisdictional efforts by enhancing the equipment. The
department will not have to use cell phones or other unsecured communications due to failed equipment in an all
hazard event specifically active shooters at schools;
4) prevent injury or loss of life due to delayed response times as a result of inadequate communications;
5) protect the community during situations where additional support is needed from area agencies and received
because the community was able to safely and securely contacted support;
6) protect the officer during situations where additional support is needed and received because the officer was able to
safely and securely seek support; and
7) respond to situations efficiently and armed with adequate information as a result of reliable communication.
The radios will be used by the city police department and other key public safety personnel who serve the residents
within the city of Apache Junction municipal boundaries. The City of Apache Junction is a small suburban community
just east of the Phoenix Metropolitan area.
The City of Apache Junction has an estimated population of over 41,739 with an additional 20,000 — 30,000 seasonal
residents. The city's large seasonal population directly affects the city's aging population and their needs for emergency
services. The year round residents over the age of 65 account for 31.9% of the population which dramatically increases
in the winter months. 16.8% of the population under the age of 65 is disabled, 2.1% is of American Indian heritage,
15.6% is Hispanic.17.5% of the population is below poverty with a median household income of $42,115.
6.Define the project as a new or continuing program.Has GRIC previously funded this project?
The Apache Junction Police Department has been working to replace outdated radios for a few years knowing the
current equipment is obsolete. Although this project has not been previously funded by the Gila River Indian
Community, the need for this upgraded equipment is a continual and critical need.
7.Provide a brief timeline including start and finish dates.Indicate if the timeline is flexible.
The city's budget year is July 1, 2020 —June 30, 2021 to which the funding will be applied. The timeline to start is
adjustable to the award date.

8.Identify other organizations, partners or funders participating in the project and their roles.
The city's partners include the Ak-Chin Indian Community and the Salt River Pima Maricopa Indian Community who have
provided funding totaling $145,770 to purchase 24 of the 159 radios needed by the department. The city has also
received funding from the Arizona Department of Homeland Security and Arizona State Parks to purchase a total of
thirteen radios.
9.Would you be able to implement the proposed plan if your organization received partial funding for this project?
If partial funding was provided, the city would gladly purchase fewer radios.
10. Describe your plan for project financial sustainability beyond the grant period.If this is a program/project
previously funded by the Gila River Indian Community describe efforts made towards the previously described
sustainability plan.
Although the request for funding for this project is new to the Gila River Indian Community, the need for upgraded
equipment is a continual battle for a police department with an extremely limited budget. When awarded by the Gila
River Indian Community, the department will be able to maintain and service the radio equipment for as long as the
service provider and manufacturer will support it.
This equipment is an essential need in providing professional and effective public safety to the residents of Apache
Junction as well as a safey concern for the officers who use them. Technology is constantly changing and the department
continues to seek ways to keep updated technology.

The city will demonstrate the purchase of the radios through an invoice and delivery through a packing slip and will
provide a final report.
