HomeMy WebLinkAboutRES 21-18 RESOLUTION NO. 21-18 A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, AUTHORIZING THE SUBMISSION OF GRANT APPLICATIONS FOR THE LAND AND WATER CONSERVATION FUND AND THE RECREATIONAL TRAILS PROGRAM. WHEREAS, in 1964, the United States Congress passed Public Law 88-578, wherein it created the Land and Water Conservation Fund ("LWCF") which established financial resources in the form of matching grants for, among other things, state and local government recreational area planning, acquisition and development; and WHEREAS, in 1991, the United States Congress passed Public Law 102-240, wherein it created the Recreational Trails Program ("RTP"} which provides funding to states to develop and maintain recreational trails and trail-related facilities for motorized and non-motorized trail uses; and WHEREAS, Arizona State Parks (**`Parks") is responsible for the administration of the Statewide LWCF and RTP Projects ("Projects") and adoption and enforcement of rules and procedures governing applications submitted by eligible Project sponsors; and WHEREAS, the rules and procedures established by Parks require a Project sponsor to certify by resolution the approval of applications, signature authorization, availability of local matching funds and authorization to sign Project-related documents . NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION AS FOLLOWS : SECTION I: Staff is authorized to submit applications to the Arizona State Parks and Trails for LWCF and RTP funds, and the mayor is authorized to sign the applications, contracts and other related documents for receipt and use of grant funds for the following two Projects : RESOLUTION NO. 21-18 PAGE 1 OF 3 1) LWCF - Renovations to include tennis/pickleball court resurfacing, restrooms, ADA walkway improvements, parking lot recoating, skatepark and tennis court lighting upgrades, fitness circuit enhancements and skatepark fence replacement at Superstition Shadows Park in the amount of $922, 000 . 2) RTP - Renovations to include restroom and ramada enhancements and security fencing at Silly Mountain Park in the amount of $88, 350 . SECTION II: The City of Apache Junction agrees to comply with all pertinent grant submittal procedures, guidelines, policies and requirements . SECTION III : The City of Apache Junction appoints the director of the City of Apache Junction parks and recreation department or her designee as its agent to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments, billing statements and other related materials which may be necessary for the completion of the Projects .
