A. CALL TO ORDER
Mayor Wilson called the meeting to order at 7:01 p.m.
B. INVOCATION AND PLEDGE OF ALLEGIANCE
Councilmember Cross gave the invocation and Councilmember Johnson led the meeting
attendees in the Pledge of Allegiance.

Councilmember Fleck moved,seconded by Councilmember Messer that the consent agenda be
accepted and approved as presented,and authorize Presiding Magistrate Thomas McDermot to
execute the Associate Magistrate Agreements for Michael Kielsky,Liz Nguyen,Cady Weagant,
Megan Weagant and Geraldine Roll and appoint as Juvenile Nearing Officers Presiding Magistrate
Thomas McDermot,Associate Magistrates Michael Kielsky,Liz Nguyen,Cody Weagant,Megan
Weagant,and Geraldine Roll be approved.

1 25-051 Consideration of acceptance of agenda.
2. 25-052 Consideration of approval of minutes of the regular meeting of March
4, 2025.
3. 25-111 Consideration of approval of Resolution No. 25-02, a Resolution of the
Mayor and City Council of the City of Apache Junction, Arizona,
designating Angelie Hawley the Chief Fiscal Officer for officially
submitting and certifying the accuracy of fiscal year 2026 expenditure
limitation report to the Arizona Auditor General.
4. 25-116 Consideration of award of contract to Viasun Corporation for the
construction of curbing for the Apache Trail medians between Ocotillo
Drive and approximately 1/2 mile west. The work would be through
Pinal County cooperative job order contract No. 175623 in the amount
of$469,237.04 plus a 10% contingency for unforeseen change orders
in the amount of$46,923.70 for a total project cost not to exceed
$516,160,74. Work will result in curbing to facilitate roadway drainage
and protection to the next phase of median beautification
improvements. Work is planned to take place in April and May 2025.
5, 25-119 Presentation, discussion and consideration of approval of municipal
court associate magistrate agreements.
6. 25-,121 Presentation, discussion and consideration of approval of request for
juvenile hearing officer appointments.
7. 25-122 Consideration of approval of the Final Plat for Blossom Rock- Parcel
8 in order to facilitate a 575-lot residential subdivision consisting of
approximately 125-acres zoned Master Planned Community (MPC).
E. AWARDS, PRESENTATIONS AND PROCLAMATIONS
8. 25-112 Proclamation for"Teen Dating Violence Awareness Month."
Mayor Wilson read the proclamation for"Teen Dating Violence Awareness"and presented it to
Chief Pooley and School Resource Officer(SRO), Crystal Hall, Chief Pooley spoke about the
rapport the SRO's have been able to build with Apache Junction students, SRO Hall thanked
Council for their support and shared that having officers at each school has made such an
important impact.
Councilmember Soller gave his appreciation to Chief Pooley for placing a SRO in each school
in the City,

9. 25-113, Proclamation designating March 29, 2025, as "Vietnam War Veterans
Day."
Mayor Wilson read the proclamation designating March 29, 2025, as"Vietnam War Veterans
Day," He presented it to James Johnson,VFW Post 9399, Frank White,VFW Post 7968 and
Larry Renee,American Legion Post 27, Mr. Johnson thanked Council on behalf of all the
Veterans in the room and shared a story of his recent bonding with another Veteran while
golfing,
All Veterans at the meeting were called up to take a photo together with Mayor Wilson,
F. REGIONAL INTERGOVERNMENTAL UPDATES
10. 25-053 Brief summary of intergovernmental updates from mayor and
councilmembers,
Mayor Wilson attended the Pinal County Fair and spoke about the contributions from the local
4-H group in Apache Junction, He shared photos of the animals they have raised and welding
projects they have worked on. He gave a special thank you for their hard work,
G. CITY MANAGER'S REPORT
11. 25-054 City Manager's Report,
City Manager Bryant Powell announced that several members of the Citizen Leadership
Institute class of 2025 were in attendance. He also shared that staff is working on a plan for
items that were discussed at the City Council Retreat, He thanked the Mayor and Council for
their energy and effort at the retreat and also thanked the Vietnam Veterans.
12. 25-055 Announcement of Current Events,
Management Analyst Eli Richardson shared upcoming events:
-Household Hazardous Waste Day on March 22, 2025, 8:00 a,m, - 12:00 p.m. at the Public

13. 25-115 Presentation, discussion and consideration of Resolution No. 25-04, a
Resolution of the Mayor and City Council of the City of Apache
Junction,Arizona, urging the state legislature of the State of Arizona to
respect local control of municipal governments and to abstain from
adopting laws that negatively impact municipal finances.
Councilmember Soller moved,seconded by Councilmember Nesser that Resolution No.25-04,a
Resolution of the Mayor and City Council of the City of Apache Junction,Arizona,urging the state
legislature of the State of Arizona to respect local control of municipal governments and to
abstain from adopting laws that negatively impact municipal finances be approved.

City Manager Bryant Powell presented Resolution No,25-04 is urging the state legislature to
respect local control of municipal government. He stated Mayor Wilson has been working with
other Mayors in the state regarding these issues with the legislature trying to control housing
policies, like short-term rentals and the residential rental tax.
Mayor Wilson spoke of the increase in short-term rentals and the issues it is causing for
residents that need to find places to live, He also stated several zoning issues that the state
legislature is attempting to pass bills on that would violate the general plan. He emphasized
the importance of this Resolution as it protects the City and the community,
Councilmembers stated their support of this Resolution.

Mayor Wilson stated he had two Request to Speak forms, but the first one did not have a name
listed. He called out by address of 788 S. Del Rio Court,Apache Junction, but no one
approached the podium to voice any comments,
Donna Carr,2178 W. Virginia Street,Apache Junction, inquired on the amount of signatures
needed on a petition to stop the new legislative bills and offered to help gather signatures.

Mayor Wilson adjourned the meeting at 7:43 p.m.
