agenda. If there is a group speaking on the same item,they should select a spokesperson.All such
remarks shall be addressed to the council as a whole and not to any member thereof. The mayor is

of the Young Child."
Mayor Wilson read the proclamation designating the week of April 5 through April 11, 2025, as
"Week of the Young Child." He presented it to Management Analyst Eli Richardson who is also
a Regional Council Member for First Things First for Pinal County. He spoke of the importance
of investing in early childhood education and thanked the Mayor and Council.

"National Library Week."
Mayor Wilson read the proclamation designating the week of April 6 through April 12, 2025, as
"National Library Week." He presented it to Library Director Pam Harrison. She stated that the
library connects the community together and highlighted several activities that the library offers.
F. REGIONAL INTERGOVERNMENTAL UPDATES
5. 25-058 Brief summary of intergovernmental updates from mayor and
councilmembers.
Mayor Wilson shared that he and City Staff toured the new condo neighborhood, Ironwood
Station. He commented on the unique aspect of the building and the facilities.
G. CITY MANAGER'S REPORT
6. 25-059 City Manager's Report
City Manager Bryant Powell shared that he and Councilmember Johnson joined the Apache
Junction Little League to celebrate their opening ceremonies. Councilmember Johnson got to
raise the flag and Mr. Powell threw the first pitch. He complimented the Parks and Recreation
department for a great job in getting the field ready for the game.
Mr. Powell also shared the history of the long time employee tradition Scrub and Grub. He
thanked the Mayor and Council for the wonderful facilities we have, that enable us to provide the
best customer service we can to the community.
7. 25-152 Update on Geographic Information System Division applications available to
the public on the City of Apache Junction website.
Geographic Information Systems (GIS)Coordinator JC Kliner presented an update on the
division. He explained what GIS means and the applications that are used on the City's website.

He went through each map that is available for the public and how to search on it. He also
stated there are several maps that staff uses for various research.
Council Members expressed their appreciation for the GIS department's work.
8. 25-151 Legislative Update
Management Analyst Rob Wisler presented an update on Senate Bill 1229/ House Bill 2371. He
explained how planning and zoning works for the city and that this bill focuses on residential
zoning. This bill would limit local government control over home design and zoning rules. The
lot sizes would be not greater than 3,000 square feet. He also gave three examples of how this
would change the density in the City and the current status of the bill.
Councilmember concerns included control over the height of residences, the purpose of the bill
and how it would negatively impact the City.
Mr. Wisler responded to concerns.
9. 25-060 Announcement of Current Events.
Management Analyst Eli Richardson shared upcoming events:
-Apache Junction Water Festival on April 24, 2025, 8:00 a.m - 1:00 p.m. at Prospector Park,
3015 N. Idaho Road. The volunteer training is on April 14, 2025, 1:00 p.m. -3:00 p.m. at Apache
Junction Multi-Generational Center, 1035 N. Idaho Road.
- Earth Day Celebration and Ladybug Release on April 5, 2025, 9:00 a.m. - 11:00 a.m. at Flatiron
Community Park, 100 N. Apache Trail.

10. 25-153 Update on Animal Control Services and Shelter with Police Chief Michael
Pooley.
Police Chief Michael Pooley presented an update on the Animal Control facility. He gave
statistics on the number of current employees, volunteers and kennels. He also spoke about
the animal intake numbers for the last 3 years and why the numbers have decreased. He
explained that the recent rat infestation has caused severe damage to the electrical lines and
the building. With Public Works assistance, they have tried many ways to resolve this issue
but they have not been successful. Animal Control will have to temporarily close, remove the
pets and take a more aggressive approach with rat poison. They have stopped intakes and are
looking for a temporary location for the animals.
Councilmember concerns included building a brand new facility, tearing down the old one,
where the animals will go, a long term fix, and where the rats could be coming from.
Chief Pooley responded to all concerns.

Dan Holand, 2341 N. Apache Trail, Apache Junction, introduced his new business that will be at
the Hitching Post. They will be doing events on Sundays for kids with the International Miniature
Riding Association.
Mehmood "Mo" Mohiuddin, 2304 N. Cortez Road, Apache Junction, explained why the bull riding
companies have changed at the Hitching Post. He also complimented the Planning and Zoning
and City Staff.
Catherine Meek, 1327 S. Belair Road, Apache Junction, shared concerns about the road work
maintenance on Tomahawk Road.
Donna Carr, 2178 W.Virginia Street, Apache Junction, commented on various topics discussed
during the meeting: Senate Bill 1229, the animal control rat issue and Tomahawk road work
maintenance.
Michael Clark, 1123 W. Windham Ave, Gilbert, introduced a benefits program for eligible
employees and the Challenger program for Little League.
Andre Meek, 1327 S. Belair Road, Apache Junction, shared concerns about Senate Bill 1229.

On October 5, 2021, the City of Apache Junction approved the Auction
Property at Superstition Vistas Master Planned Community plan.
On July 19, 2022, the Apache Junction City Council approved the
Blossom Rock Phase 1 Final Plat.

Most recently, Brookfield submitted a Replat to allow a lot split of
parcel 10 .
Staff has found the proposed Replat to be in conformance with the
preliminary plat, the Auction Property at Superstition Vistas Master
Planned Community plan and the Superstition Vistas Master
Infrastructure Reports.
PROPOSALS
Brookfield has submitted a Replat to separate the future townhome plat
from the adjoining neighborhood park. This replat will better
facilitate the transfer of ownership and maintenance responsibilities
for the park to the HOA.
The property is generally located on the northwest corner of Ray
Avenue and Blossom Rock Trail.
PLANNING DIVISION RECOMMENDATION
Staff is supportive of the proposed Replat for Blossom Rock Phase 1 -
Parcel 10 because of its conformance with the preliminary plat,
Auction Property at Superstition Vistas Master Planned Community plan
and the Superstition Vistas Master Infrastructure Reports, and
respectfully recommends that the City Council to approve such request.

APRIL 25, 2025
WHEREAS, in 1872, the Nebraska Board of Agriculture established a special day
to be set aside for the planting of trees; and
WHEREAS,, this holiday, called Arbor Day,was first observed with the planting
of more than a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the world; and
WHEREAS, trees can be a solution to combating climate change by reducing the
erosion of our precious topsoil by wind and water, cutting heating
and cooling costs,moderating the temperature, cleaning the air,
producing life-giving oxygen, and providing habitat for wildlife; and
WHEREAS,, trees are a renewable resource giving us paper, wood for our homes,
fuel for our fires, and countless other wood products, Trees —where
they are planted— are a source ofjoy and spiritual renewal.
NOW, THEREFORE, 1, Walter"Chip" Wilson, Mayor of the City of Apache Junction,

WHEREAS; the City of Apache Junction is committed to preserving the natural
beauty of the Sonoran Desert and ensuring that the clear desert night
skies remain a valuable resource for residents and visitors alike; and
WHEREAS; the Sonoran Desert is home to dozens of species that rely on
undisturbed night environments to thrive; and,
WHEREAS; the preservation of natural night-time environments is essential for
the protection of local wildlife, the health and well-being of
residents, and the reduction of light pollution; and,
WHEREAS; the City of Apache Junction recognizes the importance of dark sky
practices in supporting local tourism, enhancing the quality of life,
and contributing to the city's reputation as a desirable destination for
stargazing and outdoor recreation.; and,
WHEREAS; Dark Sky International is the globally recognized authority on light
pollution and has created International Dark-Sky Week to raise
awareness of light pollution, and provide free education, resources,
and solutions to the public to encourage the protection of and
enjoyment of dark skies.
