M. CALL TO PUBLIC
At this time the public has the privilege to address the council with requests, communications, comments
or suggestions relating to city business.All speakers must have already submitted a written "Request to
Speak"form to the city clerk no later than the conclusion of the city manager's report portion of the
agenda. If there is a group speaking on the same item, they should select a spokesperson.All such
remarks shall be addressed to the council as a whole and not to any member thereof. The mayor is
authorized to ask a speaker to stop speaking and leave the podium or to adjourn the meeting if anyone
becomes disorderly, uncivil, makes personal attacks or continues to speak about items that are not
within the jurisdiction of the city after being warned such issues are beyond the jurisdiction of the city to
act. The council may not answer questions of the speaker, discuss the matter with one another, but may,
at the conclusion: 1)respond to criticism by a speaker, 2)ask the city manager to review a matter, 3)
ask the city manager to place the matter on a future agenda. Each speaker must approach the podium,
speak into the microphone,provide their name and address. There is a three(3)minute time limit per
speaker.

mayor and city council of the City of Apache Junction, Arizona,
authorizing the city to enter into an intergovernmental agreement with
Pinal County and the Town of Florence to support the development of the
Central Arizona Project (CAP) National Recreation Trail.
4. 22-594 Consideration of approval of a professional services agreement with
Fitlogistix LLC through Mohave Cooperative Purchasing Agreement
#17H-FIT-0930 to replace fitness equipment at the Multi-Generational
Center (MGC) in an amount not to exceed $238,247.53.
5. 22-622 Consideration of approval of award of contract to Caliente Construction
Inc. for the renovation of the Superstition Shadows Park Tennis Courts in
the amount of$681,392.30, plus an additional 5% contingency of
$34,069.62, for a total not to exceed amount of$715,461.92.
6. 22-612 Consideration of approval of award of contract to Sunland Asphalt for the
reconstruction, new road base and pavement surface, of Lost Dutchman
Boulevard from Tomahawk Road to Ironwood Drive. Construction is
planned for the October and November, 2022 time-frame and procured
through 1 Government Procurement Alliance Cooperative Contract No.
22-15P-04 in the amount of$1,599,931.52, plus a 10% contingency of
$159,993.15, for a total not to exceed amount of$1,759,924.67. This
item is part of the city's Fiscal Year 2023 Capital Improvement Plan and
Street Maintenance Plan.
7. 22-613 Consideration of approval of award of contract to Sunland Asphalt for the
asphalt overlay of Bixville Homes Subdivision; the area bordered by
Apache Trail to the south, Superstition Boulevard to the north, San
Marcos to the east, and Gold Dr. to the west. Work performed will be
through 1 Government Procurement Alliance Cooperative Contract No.
22-15P-04 in the amount of$965,159.92, plus a 10% contingency of
$96,515.99, for a total not to exceed amount of$1,061,675.91. This item
is part of the city's Fiscal Year 2023 Capital Improvement Plan and
Street Maintenance Plan.

Corporal Hamhman gave an explanation for the purpose of this being a national oampaiAn, to
increase the call for drug free living, and the importance of teaching drug abuse resistance
education (OARE)to our youth and school children.

Mayor Wilson read and presented the Make A 0ffnnnnoe Day Proclamation to members from
the Community Development Corporation (CDC).

Councilmember Evans gave a reminder of Make A Difference Day, Saturday, October 8, 2022.
You can sign upat This ioa great way to meet your neighbors.
She encouraged that everyone attend, as all abilities are needed, and there should be a project
for everyone. Some of the projects include a private property o|eanup, revitalization of the Focal
Point brick area, extending the mural on the wall at Flatiron Park and rock painting for kids. She
thanked Walmart and Ace Hardware for donations of shovels, gloves and rakes for the project.
She also recognized H & R Roofing for their oen/iueo in repairing o damaged roof from a recent
storm for an elderly citizen.
Councilmember Heck informed that he attended his first Greater Phoenix Economic Council,
(GPEC).
He mentioned the great value in being involved with GPEC, as they will offer many future
opportunities for growth and employment in our area.
Mayor Wilson stated he and City Manager Bryant Powell attended a Pina| County meeting that
regarded all the business and opportunities which have come to the county over the past couple
of years' mostly in Boy. Casa Grande, K4ahoopa and Phoenix PWaoa Gateway Airport. With the
anticipated growth there will be favorable business opportunities and employment for the City of
Apache Junction.

G. CITY MANAGER'S REPORT
13. 22-6r17 City Manager's Report.
22-635 Introduction and discussion with the oitv'm newly hired Economic
Development Director Patrick Ainsworth.
City Manager Bryant Powell introduced the new Economic Development Direotor, Patrick
Ainsworth. Mr. Ainsworth comes with oevenal degrees in the planning background. Mr.
Ainsworth stated he is ready tujump right in and in very excited to be here.
22-634� Update on the city's boards and commissions interview and appointment
process scheduled for the October 17. 2022 Work Session and October
1O. 2022 City Council Meeting.
City Clerk Jennifer Pena gave an update regarding the recent applications sought for the Boards
and Commissions. Applications were accepted from August through September 15. 2O22.
Interviews are scheduled for October 17, and appointments to be voted on at the October 18,
2022. regular council meeting. The same pnomaao as last year will be followed, to which praise
was given by Vice Mayor Rizzi.
Mr. Powell introduced Chief Crisis [)Mioer. Maria Johnson with Horizon Health and Wellness.
She shared information tothe public regarding the new"088 Suicide&Crisis Ufa|ine", which
rolled out nationwide on July 18. 2022. |t was established to make access to crisis services
easier for behavioral needs. When contacting this nosouroo, the oo||er is connected to a trained
counselor for support ina vast area of behavioral health conditions. This service ia24/7.
maintains confidentiality and can offer connection with local resources. It also provides support
for veterans, as well as mobile b*ama. if needed. As of October 1. 2022, Mercy Cane has been
named the Regional Behavioral Health Authority in the central region, which means larger
boundaries are now covered and more timely services offered.
Ms. Johnson informed the difference between 911 and the 988 Crisis Lifeline is that 988 is for
behavioral and mental health focus, where 911 is for life threatening situations. Access hothis
service is available through texting, or chat online at 9881ifeline.org to get connected with
trained counselors ur provision to support services .
City Manager Bryant Powell announced that Assistant City Manager Matt Busby recently
completed 15 years of service with the City of Apache Junction, and thanked him for the
duy-ko-duy efforts ha has offered over these past years.

Jeremy Jackson, 1353 S. Belair Rd., Apache Junction, brought his concerns forth regarding
behavior during Call To Public. He requested more control be issued when specific calling out
names of individuals and behaviors of belligerency are seen at the podium. He also thanked
Council for the opportunity of Call To Public.
Brenda McAllister, 724 E. Scenic St., Apache Junction, shared her concerns of the current
water shortage, the upcoming development and too many rentals in Apache Junction.

SUBJECT: Work Session item for October 3, 2022, discussion on proposed
Resolution No. 22-41 approving an Intergovernmental Agreement with
Salt River Pima-Maricopa Indian Community (SRPMIC) to act as a pass-
through agency and accept Proposition 202 State Shared Revenue
Program Grant Funds for Superstition Fire and Medical District in the
amount of $300,683.61. Will be presented on October 18, 2022, for
Council action.
REQUEST
Presentation and discussion on proposed Resolution No. 22-41 an Intergovernmental
Agreement with the Salt River Pima-Maricopa Indian Community (SRPMIC) for the State Shared
Revenue Program for Fiscal Year 2022-2023 for the city to act as the pass-through agency for
Superstition Fire and Medical District to receive grant funding in an amount of$300,683.61.
BACKGROUND
In November 2002, the voters of Arizona approved Proposition 202 which initiated new gaming
compacts between the State of Arizona and the Native American communities. An important
provision of Proposition 202 was the sharing of gaming revenues with the state. Henceforth,
communities would be assessed by the state a percentage of their gross gaming revenue.
Communities had the option of either paying all of this assessment into a state-managed fund
or pay 88% of the assessment into the state-managed fund and retain 12% of the assessment
for distribution as grants.
The Salt River Pima Maricopa Indian Community ("SRPMIC') exercised its option to retain and
administer 12% of state-shared revenue. The program makes "distributions to cities, towns, or
counties for government services that benefit the general public, including public safety,
mitigation of the impacts of gaming, or promotion of commerce and economic development."
The law also stipulates that local nonprofits may submit applications to tribal entities if the
nonprofit organization is "sponsored" by an appropriate municipality. In such cases, the
municipality agrees to act as a conduit for the grant funds. The municipality receives the grant
funds from the tribal entity and in turn issues a check to the nonprofit agency.
Home of the Superstition Mountains
DISCUSSION
On June 29th, the Superstition Fire & Medical District "District" submitted a letter of interest to
SRPMIC for grant funding. The SRPMIC application is by invitation only, and the District was
invited to apply for funding. On July 14, 2022, the District submitted an application and on
August 23, 2022, the District was awarded grant funding in the amount of $300,683.61 for the
following:
• One Ford F250 Battalion Chief Truck ($163,295.)
• Self-Contained Breathing Apparatus parts washer ($34,575.72)
• Virtual meeting equipment for each fire station ($12,669.19)
• Edraulic extrication equipment ($39,584.06)
• Hose and nozzle replacement ($19,011.99)
• Gas monitors ($22,223.21)
• SKA-packs ($4,093.01)
• Personal floatation devices & swift water helmets ($5,231.43)
RECOMMENDATION
Staff respectfully recommends the city council approve the proposed intergovernmental
agreement and Resolution No. 22-41.

INTERGOVERNMENTAL AGREEMENT BETWEEN THE SALT RIVER
PIMA-MARICOPA INDIAN COMMUNITY AND THE
CITY OF APACHE JUNCTION
This Intergovernmental Agreement("Agreement) is entered into by and between
the Salt River Pima-Maricopa Indian Community ("SRPMIC"), a Federally-Recognized
Indian Tribe, and the City of Apache Junction ("Apache Junction" or"City of Apache
Junction"), an Arizona municipal corporation, pursuant to Section 12 Payment of
Regulatory Costs; Tribal Contributions ("Section 12") of the SRPMIC and the State of
Arizona Gaming Compact 2002 ("Compact"), as Amended and Restated in 2021, and
Article VII, § 1(h) of the SRPMIC Constitution and A.R.S. §5-601.02.
RECITALS
1. The SRPMIC and the City of Apache Junction may enter into an agreement with
one another for the distribution of a portion of 12% of the SRPMIC annual
contribution ("Contribution")under Section 12 of the Compact to cities, towns, or
counties that benefit the general public or promote commerce and economic
development and pursuant to A.R.S. §5-601.02.
2. The SRPMIC is authorized by Article VII, Section I (h) of the Constitution of the
SRPMIC to consult, negotiate, contract and conclude and perform agreements
with Federal, state, local governments and Indian Tribes, as well as any person,
association, partnership, corporation, government or other private entity.
3. The City of Apache Junction is authorized by A.R.S. § 11-951 through § I I-
954, to enter into agreements for the purpose of accepting distributions to cities
for governmental services that benefit the general public.
4. The SRPMIC desires to convey to the City of Apache Junction a portion of its
annual 12% local revenue-sharing contribution ("Contribution")required to be paid
to local governments.
NOW THEREFORE, in consideration of the foregoing recitals, which are
incorporated herein, and the covenants and promises set forth below, the SRPMIC and
the City of Apache Junction hereby mutually agree as follows:
AGREEMENT
1. Purpose. The purpose of this Agreement is to set forth the rights and
responsibilities of the parties with respect to the payment and distribution of the
Contribution(s), as hereinafter defined.

2. Contribution. The SRPMIC shall make a one-time payment to the City of
Apache Junction to be disbursed as follows (the "Contribution"):
$ 300,683.61 to the Superstition Fire and Medical District for the purchase of:
• One Ford F250 Battalion Chief Truck($163,295.)
• Self-Contained Breathing Apparatus parts washer($34,575.72)
• Virtual meeting equipment for each fire station($1.2,669.1.9)
• Edraulic extrication equipment ($39,584.06)
• Hose and nozzle replacement($19,011.99)
• Gas monitors ($22,223.21)
• SKA-packs ($4,093.01)
• Personal floatation devices & swift water helmets ($5,231.43)
3. Payment and Use of Funds.
a. Use of Funds for Purposes Other Than to Fulfill Agreement.
The City of Apache Junction shall use the Contribution only for the
express purpose contained herein.
b. Inspection and Audit. To ensure compliance with this Agreement, the
SRPMIC hereby reserves the right to inspect any and all records
maintained by the City of Apache Junction with respect to this
transaction upon seven (7) days prior, written notice to the City of
Apache Junction. The City of Apache Junction shall allow the SRPMIC
reasonable access to the records pertaining thereto. This section shall
survive termination, cancellation, or revocations, whether whole or in part,
of this Agreement for a period of one (1)year following the date of such
termination, cancellation, or revocation.
4. Disbursement of Contribution.
a. Disbursing Contributions and Recordkeeping. City of Apache Junction
shall have responsibility for disbursing the Contributions to the recipients
in amounts consistent with this Agreement. Within a reasonable time
following receipt of the Contributions from the SRPMIC, the City of
Apache Junction shall distribute the Contributions in accordance with
applicable City of Apache Junction policies and procedures governing the
disbursement of funds. The City of Apache Junction shall keep and
maintain records relating to the disbursements and this Agreement.
b. Responsibilities of the City of Apache Junction Following Disbursement
of Contributions. The parties agree that the City of Apache Junction is
merely acting as a conduit for distribution of funds to the recipients that
are not departments, agencies or offices of the City of Apache Junction
("non-City recipients").

Upon distribution of the Contribution to the non- City recipients as
specified in Section 2 of this Agreement, the City of Apache Junction shall
have no further responsibility to the SRPMIC with respect to such funds or
the use thereof by the non-City recipients.
Therefore,upon the City of Apache Junction's payment of the
contributions to the non-City recipients as provided in Section 2, the
SRPMIC shall release the City of Apache Junction from any and all claims,
demands, debts, liabilities, or obligations that may arise in the event that
the non-City recipients fail for any reason to expend the Contributions in
accordance with Section 2. The SRPMIC further agrees that the City of
Apache Junction shall have no obligation to reimburse the SRPMIC the
amount of the Contributions for any reason after it disburses the
contributions to the non-City recipients and that the SRPMIC shall look
solely to the non-City recipients for repayment of the Contributions in the
event the contributions are not used for the intended purposes.
5. Notices. Any notice, communication or modification shall be given in writing and
shall be given by registered or certified mail or in person to the following
individuals. The date of receipt of such notices shall be the date the notice shall be
deemed to have been given.

6. Transactional Conflict of Interest. All parties hereto acknowledge that this
Agreement is subject to cancellation by City of Apache Junction pursuant to the
provisions of Section 38-511, Arizona Revised Statutes.
7. Term and Termination of Agreement.
a. Effective Date. This Agreement shall be effective on the date it is
approved by the mayor and city council and signed by the SRPMIC
authorized representative.
b. Term. This Agreement shall commence upon the Effective Date and shall
terminate when the Contribution has been received and fully disbursed by
the City of Apache Junction as specified in Section 2 of this Agreement.

C. Termination. The SRPMIC may terminate this agreement with or without
cause at any time by providing the City of Apache Junction fifteen (15)
days advance notice in writing.
In the event the SRPMIC terminates this Agreement after the City of
Apache Junction receives the Contribution but before the City of Apache
Junction has disbursed the Contribution to the recipients,the SRPMIC shall
include in the notice of termination specific instructions regarding
disposition of the Contributions.
8. Indemnification.
a. Indemnification. Each party(as "Indemnitor") shall indemnify, defend, and
hold harmless the other party(as "Indemnitee"), its governing body,
officers, departments, employees and agents from and against any and all
suits, actions, legal or administrative proceedings, claims, demands, liens,
losses, fines or penalties, damages, liability, interest, attorneys, consultants
and accountant fees or costs and expenses of whatsoever kind and nature
(collectively referred to as "Claims"),but only to the extent that such Claims
which result in vicarious/derivative liability to the Indemnitee resulting from
or arising out of the negligence or willful misconduct of the Indemnitor's
employees or agents in performing the duties set forth in this Agreement.
b. Severability. This section shall survive termination, cancellation, or
revocation whether whole or in part, of this Agreement for a period of one
(1)year from the date of such termination, cancellation or revocation unless
a timely claim is filed under A.R.S. § 12-821.01, in which case this
paragraph shall remain in effect for each claim and/or lawsuit filed
thereafter,but in no event shall this paragraph survive more than five (5)
years from the date of termination, cancellation or revocation of this
Agreement.
9. Interpretation of Agreement.
a. Entire Agreement. This Agreement constitutes the entire agreement between
the parties pertaining to the subject matter contained herein, and all prior or
contemporaneous agreements and understandings, oral or written, are hereby
superseded and merged herein.
b. Amendment. This Agreement shall not be modified, amended, altered, or
changed except by written agreement signed by both parties.
C. Construction and Interpretation. All provisions of this Agreement shall be
construed to be consistent with the intention of the parties as expressed in
the recitals contained herein.
d. Relationship of the Parties. Neither party shall be deemed to be an employee
or agent of the other party to this Agreement.

e. Days. Days shall mean calendar days.
L Severability. In the event that any provisions of this Agreement or the
application thereof is declared invalid or void by statute or judicial decision,
such action shall have no effect on other provisions and their application
which can be given effect without the invalid or void provision or
application, and to this extent the provisions of the Agreement are severable.
In the event that any provision of this Agreement is declared invalid or void,
the parties agree to meet promptly upon request of the other party in an
attempt to reach an agreement on a substitute provision.
1.0. Non-Waiver of Sovereign Immunity. Nothing in this Intergovernmental
Agreement or any associated Funding Agreements shall be construed to waive the
Sovereign Immunity of the SRPMIC.
IN WITNESS WHEREOF, the City of Apache Junction has caused this
Intergovernmental Agreement to be approved by the City of Apache Junction Council,
executed by its Mayor and attested to by its City Clerk, pursuant to the above stated
powers and authority, and the SRPMIC has caused this Intergovernmental Agreement to
be executed by the SRPMIC Council and attested to by its President.
This Agreement is effective upon signature of a duly appointed representative of
the Salt River Pima Maricopa Indian Community.

Proposed Action: Remodel/Renovation of Fire Station 261

Request:
Our current Fire Station 261 facility is at max apparatus capacity and does not accommodate for
privacy in the bunk area.
We are requesting financial support to remodel/renovate current Fire Station 261 to expand the
apparatus bay, provide for a decontamination area, separate turnout storage area and
individualized (bunk) sleeping areas.
With increasing call volumes, expanding first due areas and limited resources, the apparatus bay
at FS261 is at max capacity housing a pumper, a tanker and a medic unit.The medic unit, which
is extremely busy has to back into the apparatus bay frequently thus increasing potential risk to
employees as well as opportunity for accidents. Additionally, the current apparatus bay is also
where the turnouts are stored with no separation from the carcinogenic vehicle exhaust. Part of
the remodel/renovation would be to add an additional apparatus bay and have a separate area for
personal decontamination and turnout storage.
As we attempt to increase the diversity of our employee pool it is becoming increasingly more
valuable to provide more private accommodations for our personnel. Our current sleeping areas
are common space style and do not afford the privacy desired in modern public facilities. As a
part of the remodel/renovation plan we would modify the existing facility to accommodate
individual bunkrooms support Our future employee development and enhancements.
Proposed Action: l'urchase New Battalion Chief Truck

Disposition:
We are looking at replacing the front line battalion chief's truck for the following reasons:
1. We are in need for a bigger payload truck to pull the UTV and equipment needed for
REM's deployment. The F150 used at this time is maxed out on space and payload.
2. The F150 currently used for REM deployment would be rotated back in the fleet as a
spare.
Purchasing a new BC truck,the following plan would take place-
Once the new F250 is equipped,the current F150 BC truck would become the spare BC truck.
The current spare BC truck (an F250) and would become the REM truck, giving the deployed
team more room for equipment and higher towing capacity.
Note: Ford is estimating approximately 1 year after ordering the truck. After receiving the truck
we then have to have it implemented when all the need equipment.

Proposed Action: Procurement of a Self-Contained Breathing Apparatus (SCBA) Parts Washer
Proposed Implementation Date: October 2022
Fiscal Impact: $34,575.72
Studies show that firefighters run a significantly higher risk of being diagnosed with, and dying
from, various forms of cancer than the general U.S. population, This is due to the hazardous
chemicals and carcinogenic particles they are exposed to in the line of duty. To reduce this
exposure and the resulting cancer risk, it is essential to thoroughly, safely and efficiently clean
and decontaminate all protective equipment after every use.
Cleaning the Self-Contained Breathing Apparatus(SCBA) has proven to be challenging with
regards to the intricacies, position, and number of parts. While handling fire protective gear it is
important to reduce the time of exposure to hazardous toxins and carcinogens. Establishing
procedures to handle contaminated gear in a controlled and safe way is one way of minimizing
this risk.
The utilization of a Self-Contained Breathing Apparatus(SCBA) Parts Washer will aid in
reducing exposure and minimize risk of further exposure by thoroughly cleaning the SCBA and
its components.
Most importantly, our internal SCBA technicians work daily on these apparatus and have the
potential to be regularly exposed to dangerous carcinogens. By providing an SCBA washer, our
techs are able to clean the packs prior to putting them in the area to be worked on thus
significantly decreasing the possibility of exposure.

Proposed Action: Fire Station Common Room—Virtual Meeting Capability

With the implementation of MS Teams for SFMD office staff,we have improved communication and can reach a wider
audience. Unfortunately, fire and ambulance units cannot always be out of service for training or meetings, and it does
not always make sense to bring an entire crew to headquarters to allow one crew member to attend a meeting.
While staff members use their dedicated workstations with a camera/mic to participate in virtual meetings, it is difficult
to accomplish this at the station level. Multiple crew members crowded around a single monitor for training sessions
and meetings is not conducive 1n active participation and isn't feasible |n fire stations with multiple fire trucks and
ambulances.
Communication between staff and field personnel will onty be enhanced as more members find that they can get
involved straight from their stations. Members who have not previously been able to engage or contribute to
committees will have another avenue of connection to what's going on in the district.
This equipment will also be an excellent tool for the Training Department to connect to the membership, Hybrid training
sessions that include lectures before a practical or hands-on session can have a]I the lecture and question/answer
portions of the training completed remotely ahead of time.The training lectures can also be recorded and made
available for crews who may be called away in the middle of the session.
|n addition tn hybrid viMLua}/in'persontraining sessions with a dedicated instructor,Captains and their crews can utilize
this equipment in other ways. Crews can access SFMD's Vector Solutions learning management system to complete self-
guided training courses as a group or to assist members who are working toward completion of probationary or
promotion prep packets,
*Background:Several solutions were researched, including potentially repurposing the AVequipment cartsfrom the
regional video conferencing system SFMD acquired through grant funding several years ago, Unfortunately, the virtual
meeting software applications that have become so commonplace over the lost few years(e.g., MS Teams,Zoom, etc.)
are not compatible with that video conferencing equipment. Wefound a third-party software that would potentially
bridge the gap between MS Teams and the legacy equipment, but itwas 1D times more expensive than the costs laid out
/n this budget request.

Proposed Action: Replacement extrication tools for Ladder 263
Proposed Implementation Date: October 2022
Fiscal Impact: $39,584.06
Disposition: This request is to replace Ladder 263 (L263)extrication tools. The current
hydraulic extrication tools on L263 are over 10 years, do not deploy easily,take Lip valuable
compartment space, and off gas carcinogens. The new lithium battery extrication tools deploy
quickly, are more maneuverable, and take tip less compartment space.
The Apparatus Committee was able to recently demo a full set of HURST 3.0 Edraulic
extrication tools at the salvage yard. We cut up two complete cars on one battery charge. This
upgraded lithium toolset has 9 amp hours of battery life compared to 5 amp hours of the previous
version. The E-tools take up less compartment space and do not off-gas as the current hydraulic
power plant does. With the cancer initiatives, we are going away from gas power tools and
replacing them with lithium battery tools.
The Apparatus Committee recommends replacing 1-263's extrication tools with a complete set of
full set HURST Edraulic 3.0 extrication tools (Cutter, spreader, and ram).

Proposed Action: Replacement hose and nozzles for engines and ladders

Fiscal Impact: $19,011.99
Disposition: The purpose of this budget decision package is to prioritize our plan for hose and
nozzles replacement to make all frontline apparatus consistent. In 2021 we upgraded E261's
hoses and nozzles with the idea we would upgrade remaining apparatus with same hose and
nozzle complement each year.
The Apparatus Committee compared our current hose and nozzles with regional hose and
nozzles and had venders Out to ShOW us their products. We chose gladiator hose and low pressure
nozzles for replacement. At a minimum, the Apparatus Committee wants to replace all apparatus
but understands that is a lofty goal;. At a minimum it is a priority to get E263*s hose and nozzle
compliment the same as E261 by going with the working flow pressure nozzles and gladiator
hose on all attack lines.

Our current supply of personal flotation devices (PFD's) and swift water rescue helmets is
lacking in both quality and quantity.
Based on the geographical location of our district, in addition to the topographical layout of our
response areas, swift water rescues are commonplace in Our district.
We are requesting financial assistance to outfit all responding personnel with the personal
protective equipment necessary to safely and efficiently operate in this high-risk environment.
Our current supply of PFD's and helmets is not enough to outfit all personnel on-scene.

The Superstition Fire&Medical District is located on the eastern side of the Phoenix Metro area in
Arizona.The District encompasses approximately 71_square miles and serves the City of Apache
Junction,the unincorporated areas of Gold Canyon,Superstition Foothills, Goldfield Foothills,and
En rada del Oro inPinal County.
The Fire District's incorporated boundaries are primarily a bedroom community,with light industrial.A
popular winter visitor haven,the population fluctuates from 65,000 full-tune residents to over 95,000
residents during the winter months.
An elected five-member board of directors provides fiscal oversight of the District's budget with
administrative support functions through the Fire Chiefs office.Administrative direction for the
Emergency Services Division and ancillary programs are divided between two Assistant Chiefs and one
Deputy Chief,The District provides Advanced Life Support(ALS) and fire-related life safety functions
utilizing a three-platoon system. Each platoon has an assigned Battalion Chief that directs daily shift
operations,with station Captains providing supervision of direct service-related operations.
Dispatch activities are contracted with the Mesa Regional Dispatch Center(MRDC)through the City of
Mesa utilizing computer-aided dispatch (CAD)technology.
In 1955,the final County Board of Supervisors voted to establish the Apache Junction Volunteer Fire
District, From a humble beginning, with little more than two used fire trucks and a dozen volunteers,
that volunteer fire district grew with the community to become the Apache Junction Fire District,an all-
paid, career fire agency. In 2013,the Governing Board voted unanimously to change the District's name
to the Superstition Fire & Medical District.This new name better represents the communities we serve
and the essential life-saving services we provide.
Later, in 2015,SFIVID seized an opportunity to expand medical services by launching the Transportation
Services Division,After working tirelessly for a year to obtain a Certificate of Necessity from the Arizona
Department of Health Services, SFMD ran its first ambulance transport in January 2016.The
Transportation Services Division has grown in the seven years since its launch and has taken this
essential service, previously run in the private sector, and moved it under the authority of the District.
In March of 2021,the District successfully annexed property directly south of the previous boundaries.
The annexation increased the size of the fire district from 60.55 square miles to 70.98 square miles.This
new area of the Fire District is slated for development over the next ten years and add 17,000 homes,

Project Name:SFMD Emergency Services Essential Request
Provide a brief description of the project being submitted to the 12%SRPMIC{want program. In the
description provide a summary of the relevant experience,administrative activity,and program
development related to the grant request.
The Superstition Fire& Medical District has been experiencing budget shortfalls for several years.With
the degradation of the budget and more demands on the public safety system,acquiring necessary
equipment,has become increasingly challenging.
The 12%grant will fund much-needed equipment that directly supports our firefighters and ambulance
personnel.The items requested in this grant are essential to our day-to-day operations.The budget
shortages stemming from COVID-19,which included significant expenses in overtime and personal
protective gear, Prop 117, and Senate Bill 1421 have all contributed to our public safety personnel
having to do more with less.
SFMD has sought federal,state,and county assistance through the CARES Act,American Rescue Plan Act
of 2021 (ARPA),and the Department of Military Affairs, but no applications have been approved for
funding.
Based on the budget information above,the items listed in this request have gone unfunded but are
essential for the District to maintain high-quality emergency service delivery. Each item listed has a
significant impact on one of the following; safety and health, operations,:training,technology,and
reducing community risk.

We are looking at replacing the front line battalion chief's truck for the following reasons:
1. We are in need for a bigger payload truck to pull the UTV and equipment needed for
REM's deployment.The F150 used at this time is maxed out on space and payload,
2. The F150 Currently used for REM deployment Would be rotated back in the fleet as a
spare.
Purchasing a new BC truck, the following plan would take place-
Once the new F250 is equipped,the current F150 BC truck would become the spare BC truck.
The current spare BC truck(an F250) and would become the REM truck,giving the deployed
team more room for equipment and higher towing capacity.
Note: Ford is estimating approximately 1 year after ordering the truck. After receiving the truck
we then have to have it implemented when all the need equipment.

procedures to handle contaminated bear it) a controlled and safe way is one way of minimizing

Proposed Action: Fire Station Common Room—Virtual Meeting Capability
The proposed scope of this project includes the following to be installed in each of the fire station living rooms:
• Small format PC tower to be placed near or behind the television
• High-resolution camera/microphone/speaker combination device that will pick up sound for the entire room
• Wireless keyboard with trackpad
With the implementation of MS Teams for SFMD office staff,we have improved communication and can reach a wider
audience. Unfortunately,fire and ambulance units cannot always be out of service for training or meetings,and it(toes
not always make sense to bring an entire crew to headquarters to allow one crew nnernber to attend a meeting.
White staff members use their dedicated workstations with a camera/mic to participate in virtual meetings,it is difficult
to accomplish this at the station level. Multiple crew members crowded around a single monitor for training sessions
and meetings is not conducive to active participation and isn't feasible in fire stations with multiple fire trucks and
ambulances.
Communication between staff and field personnel will only be enhanced as more members find that they can get
involved straight frorn their stations. Members who have not previously been able to engage or contribute to
committees will have another avenue of connection to what's going on in the district.
This equipment will also be an excellent tool for the Training Department to connect to the membership, Hybrid training
sessions that include lectures before a practical or hands-on session can have all the lecture and question/answer
portions of the training completed remotely ahead of time.The training lectures can also be recorded and made
available for crews who may be called away in the middle of the session.
In addition to hybrid virtuall/in-person training sessions with a dedicated instructor,Captains and their crews can utilize
this equipment in other ways. Crews can access SFMD's Vector Solutions learning management system to complete self
guided training courses as a group or to assist members who are working toward completion of probationary or
promotion prep packets,
*Background:Several solutions were researched, including potentially repurposing the A Vequiprnent carts from the
regional video coo ferencing system SFMO acquired through grontfunding several years ago,Unfortunately, the virtual
meeting software opplicotions that have become so commonplace over the lost few years(e.g., MS Teams,Zoom, etc.)
are not compatible with that video conferencing equipment. lNe found a third-party software that would potentially
bridge the gap between MS Teams and the legacy equipment, but it was 10 times more expensive than the costs laid out
in this budget request.

Supplied Air Packs,
The Ska-Pak Supplied Air Packs are used by the Technical Rescue Team (TRT)during entry or escape from hazardous
confined spaces or toxic IDLH(immediately dangerous to life or health)environments.The air packs supply a flow of

DISCUSSION ON CITY CODE CHAPTER 3,
ADMINISTRATION; DUTIES OF THE CITY CLERK AND
FINANCE DIRECTOR
In 1987, all Arizona municipalities were required to adopt the Arizona Model City
Tax Code which created uniformity in tax code language, collections, audit
procedures and definitions while still allowing for some local options. The city
adopted the Model City Tax Code in 1987.
In July 1992 the council adopted Ordinance No. 833 allowing for supplementary
local audits. It was through these audits significant discrepancies in the collection
of sales tax between the state and city records were discovered.
In 2007, the council adopted Ordinance No. 1294, which allowed the city to adopt
a local tax code option that allowed the city to self-collect city sales tax starting
July 1, 2007.
In 2013, Governor Brewer and the state legislature went forward with a tax
simplification process which eventually required all authority for the collection of
local taxes be returned to the state.
In 2014 the position of Tax Manager within the city clerk department was vacated
and never filled since the State would collect all sales tax. The State offered to
assist the city and review the city's local audits.
In June of 2022, the Arizona Department of Revenue (ADOR) reached out and
requested the city take back the review of employer audits.

As a result, the privilege license and sales tax collection program would be more
efficiently administered if the function be moved from the city clerk's office to the
finance department.
This item is for presentation and discussion only. It will be on the October 18 th
agenda for a public hearing and possible adoption.
ORDINANCE NO. 1529
AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF
APACHE JUNCTION, ARIZONA, AMENDING THE APACHE JUNCTION CITY
CODE, VOLUME I, CHAPTER 3, ADMINISTRATION, ARTICLES 3-2 AND 3-
3, BY AMENDING SECTION 3-2-3 (H) , POWERS AND DUTIES; SECTION 3-
2-5 (A) , DIVISION WITHIN THE DEPARTMENT; AND SECTION 3-3-2 (A)
POWERS AND DUTIES, REPEALING ANY CONFLICTING PROVISIONS; AND
PROVIDING FOR SEVERABILITY.
WHEREAS, Apache Junction City Code ("A.J.C.C.") Volume I, Ordinance
No. 7, was first adopted on June 27, 1979; and
WHEREAS, On December 19, 1979, Ordinance No. 12 repealed and added
Sections 3-1-1 through 3-11-1, Administration; and
WHEREAS, in 2012, the legislature passed HB 2466 which revised the
auditing and collection processes of sales tax collections and abolished
the self-collection option of sales tax by individual cities and towns;
and
WHEREAS, this law created an online vendor portal to pay the Arizona
Department of Revenue collected sales tax instead of providing it
directly to cities and towns; and
WHEREAS, due to these state-mandated changes, it is now more
efficient to place sales tax and auditing staff (currently under the city
clerk) under the supervision of the finance director.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE
CITY OF APACHE JUNCTION, ARIZONA, AS FOLLOWS:
SECTION I IN GENERAL
1 . That the existing Apache Junction City Code, Volume 1, Chapter 3;
Administration, Article 3-2 : Department of City Clerk, Section 3-2-
3 (H) : be amended to read as follows :
(H) Licensing and taxation. The city clerk shall be responsible

the division of business and other licensing programs .

3 . That the existing Apache Junction City Code, Volume 1, Chapter 3;
Administration, Article 3-3: Department of Finance, Section 3-3-
2 (A) : be amended to read as follows :
(A) Plan, direct and control the operations of the finance
office, including department personnel, reporting, coordination of
activities and organizational and performance reviews of central
accounting systems, including pre-audit, internal audit, posting of
expenditure, accounting controls, fiscal and capital budget,
payroll, data processing, purchasing, procurement, investment
program, insurance program, bond program and sales tax collection
and auditing programs as permitted under state statutes .
SECTION II REPEALING ANY CONFLICTING PROVISIONS
All other ordinances and parts of ordinances in conflict with the
provisions of this ordinance or in conflict with any part of the code
adopted herein by reference are also hereby repealed.
SECTION III PROVIDING FOR SEVERABILITY
If any section, subsection, sentence, phrase, clause or portion of this
ordinance or any part of the code adopted herein by reference is, for any
reason, held to be invalid or unconstitutional by the decision of any
court of competent jurisdiction, such decision shall not affect the
validity of the remaining portions thereof.
SECTION IV PROVIDING FOR PENALTIES
Any violation of any of the provisions adopted herein shall be punishable
as a Class 1 Misdemeanor consistent with Apache Junction City Code,
Chapter 1 : GENERAL, Article 1-1 : GENERAL, Section 1-1-11, Penalty.

I think the main duties of the board is to hear the citizen/companies requests and/or problem and help
them resolve their problems in the best way for both the city and the safety of the citizen or citizens. Make
sure the city is following fair and proper guidelines an the citizen is also no making false claims. I think
Honesty and integrity is the utmost importance to serve on this as well as any board. Any self interest
must be left at the door, and I can promise I will and can do this. I completed the Citizens Leadership
course a little over a year ago and have been excited to serve My City, I did get appointed to the
Construction Code of Appeals Board but we all know how active that has been, I see this as a real chance
to serve my City.

I have a true passion to serve my city and I believe with my construction back ground I would make a
good fit on this board. I was a Residential Superintendent for 5 years and know allot of the building codes.
I have overseen the construction of over a 100 homes from tract homes to customs. I know Electrical,
plumbing, basic carpentry, grading and drainage,was certified by Maricopa County for Dust
control(expired now). I understand and know how to read blue prints, plots and plats.

I want to help serve my city and I think with my back ground and understand of construction this would be
a good fit and I am genuinely interested in helping the city move forward in its development.

commission to the residents of AJ is to make sure that all decisions on zoning and planning best reflect
the wishes and interests of the residents.The responsibilities of the commission members to the other
commission members is to work together and communicate with one another in making sure that the best
decisions and recommendation are being made.

As a construction business owner, zoning laws are something that I deal with quite often. Having grown
up here in town, I am 100%committed to making decisions that are in the best interest for the residents of
AJ and of preserving our rich history. Having recently ran for city council and received over 2,700 votes, I
have the backing and confidence of many of my fellow AJ residents.

I believe the board and commission members vote on recommendations sent to the City Council in
regards to what gets the go ahead and what takes a back seat for the community (due to budget,
popularity, resources, and locations). Perhaps some volunteering plus an awareness and a sense of
pride. As members I believe the goal is to make a better and brighter tomorrow for everyone here and
passing through, as well as future residents.

I enjoyed my 10 years working for the City of Apache Junction's Parks and Recreation Department
(AJPR)very much and would love to be a part of growing, helping, and bettering the community in any
way possible.

I feel that I have a vested interest in Apache Junction because although I wasn't born in Arizona, I have
been in this city since kindergarten. I worked at Kmart, Dolly Steamboat, Blockbuster, Central Arizona
College, and for the City of Apache Junction for Parks and Recreation Department. I love being a part of
something bigger than myself, but knowing I had a hand in it. Health and family leisure activities are
important for people physically, mentally, spiritually, as well as emotionally. Whether it's playing, creating,
learning, socializing or just getting the body moving AJPR is the best place to do it (Prospector Park,
Multi-Generational Center, Flatiron Park, Superstition Shadows Aquatic Center, Rodeo Grounds-We've
got you covered!).

I have a wealth of responsible public service experience. I have a long history of working cooperatively
with people from diverse socio-economic and educational backgrounds. The department I managed was
among the elite in Illinois. I was named as one of the top 10 public works directors in North America by the
27,000 member American Public Works Association. My department and I were recognized by APWA,
AWWA and other agencies with various local, regional and national awards.

I saw an article in the local AJ newspaper today(5/31/16) advising readers of the need for three board
members for this particular commission. I would imagine it's not a"gig"that elicits much interest by most,

My years of volunteer experience and employment in our community gives me an idea of what Apache
Junction is all about-and its complicated. There is a broad variety of interests. My education taught me
how to do research and draw logical conclusions. As a craftsman I learned attention to detail. As a
manager | learned leadership and communication skills. Aoa sailor | learned teamwork. Those are skills
necessary for service on Boards and Commissions. My communication with city staff has been amiable
and my presence on boards and commissions has been valued.

and values, and should be managed to balance the needs of the community as well as meeting the
values of the citizens. I have been on the Commission for almost 2 years.

Public Arts Commission -As one who is interested in the history of Apache Junction and the Superstitions
Area and an artist, I am interested in building and maintaining a strong public arts program. 1 feel public
