REGULAR MEETING
JUNE 4, 1980
A Regular Meeting of the City Council of the City of Apache Junction
was held on June 4, 1980, at the Apache Junction City Hall,pursuant to the
notice as required by law.
CALL TO ORDER
Mayor Virginia Seeman called the meeting to order at 7:00 P.M. at the
Apache Junction City Hall.
INVOCATION
Councilman Shanks gave the Invocation.
PLEDGE OF ALLEGIANCE
Vice -Mayor John Granillo led in the Pledge of Allegiance.
Mayor Virginia Seeman welcomed everyone to the first Council Meeting
in the City of Apache Junction's new semi -permanent quarters.She was very
pleased to announce to the public that through grants and other funding sources
the City has been able to provide the public with this new facility to carry
out the public's business in the most efficient manner.
Councilman Shanks complimented the appearance of the City Hall Complex
and commended the staff for their efforts.

Mayor Seeman presented
a Certificate of Recognition to G. Ray Lee,City Manager,to express the City's
sincere graditude for the efficient manner in which the transition into the
new City Hall Complex was accomplished with no interuptions of services to thecitizensofthe community.
Mayor Seeman presented aCertificateof Recognition to Joe Gero,Director of Planning,to express theCity's extreme pleasure by his contribution of the relocation of the new CityHallComplexindicatedbyhissuccessfuleffortsintheacquisitions of the
property from the State Land Department.
Mayor Seeman presented aCertificateof Recognition to Richard Broman,Director of Public Works,to
express sincere appreciation for his dedicated effort demonstrated in the coor-
dination of the entire relocation of City Hall Complex.

there were two petitions.
CITY MANAGER'S REPORT City Manager,Ray Lee
reported on two items: (1)The CETA Grant force is on board.At the moment,
there are four on board and the balance will be on next week.(2)The PoliceDepartment Activity Report was passed out for their information and to review
at their convenience.

thanked the City Council for the Certificate of Recognition.
PUBLIC HEARINGS
ORDINANCE NO.34,AMENDING ZONING
ORDINANCE,PARKING AND LOADING
) Mayor Seeman read therulesontheprocedureofthePublicHearings.Upon opening the Public Hearing
on Ordinance No.34, Parking and Loading,Mayor Seeman called upon the Planning
Director to brief the City Council.
Planning Director,Joe
Gero,explained the chronology of events that emcompassed Ordinance No.32,
Ordinance No.33,and Ordinance No.34.Mr.Gero futher explained that the
three Ordinances are presented as a package and the way that each ordinance
works or effects the other ordinance.
Mr.Gero,reported that
the Planning and Zoning Commission unanimously recommended the passage of the
three Ordinances.Upon recommendation that the Ordinances be passed with an
emergency clause,Mr.Gero explained the time element involved that it would
take before an applicant can finalize his application.

Lawson,Apache Junction,commented that he believed the Ordinance is too strick
for Apache Junction.

statement that the public and press has asked him how the City Council can make
decisions so quick on the agenda items.Mr.Hill explained that the agenda
packet material is handed to the Councilmembers on Friday prior to the Wednesday
Council Meeting,therefore,giving the members of the Council time to study fortheir decisions.

City Manager,Ray Lee,
explained that staff started on the budget six months ago by outlining Goals and
Objectives for each department and then went into the budgeting by alternatives
format.Mr.Lee explained that the budget is a balanced budget,and the City
did come under the 10%limitation by some three millon dollars.
Mayor Seeman read some
budget comparisons from other Cities that are the approximate size of the Cityof Apache Junction.Mayor Seeman further explained that the proposed Tentative
Budget does include a 5%cost of living adjustment for the employees.

that staff brief the public on the type of photo copy machine the City has.

explained the feasibility study,the amount of copies the city is now running,the different capabilities of the photo copy machine and its cost effectiveness
to the city.

TO EXECUTE THE PLANNING SERVICES CONTRACT BETWEEN THE CITY OF APACHE JUNCTION AND
BUELL WINTER MOUSEL AND ASSOCIATES,INC.FOR THE PURPOSE OF PROVIDING AN AIRPORT
MASTER PLAN AND SITE SELECTION STUDY FOR APACHE JUNCTION, 'ARIZONA, BE AND HEREBY

)Vice -Mayor Granillo commented
in regards with all the expenditures,City Hall Complex,equipment,etc.,is all
paid for in cash and we are still within our budget plus have an excess of $150,000.
REQUEST OF COUNCIL
) Roy Hudson,2084 W.9th
Avenue, commented that 100t a copy is not enough and explained that the cost forthe Secretary's time to find the document,copy i t and return i t to the file is
the cost of the copy.There is no way the City can sell a copy for 10t and pay
for the cost of the copy.
Mayor Seeman asked i f the
copy survey was based on the cost of the copy.
City Manager,Ray Lee,
answered no,the survey was based on the current cost for the service as provided
by local businesses and other cities.The actual cost would be very expensive.
Mayor Seeman directed the .
City Manager to report to the City Council what is the cost to produce a copy
by the City.
Mayor Seeman stated thatthe city is near the end of its Fiscal Year,and there are some positions that
the City Council is responsible for in the way of employees and due to the trafficwithinthecourtsystem and the demands upon the court system,i t has been recom-
mended that the City Council consider the Magistrate as a full-time position.
Mayor Seeman MOVED THAT
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,
ARIZONA THAT THE PART-TIME MAGISTRATE CONTRACT BE TERMINATED IN ACCORDANCE WITH
ITS PROVISIONS AND THAT THE REQUIRED TERMINATION NOTICE BE GIVEN;AND BE IT
FURTHER RESOLVED THAT NOTICE BE GIVEN THAT APPLICATIONS FOR FULL-TIME MAGISTRATE
EMPLOYMENT BE SUBMITTED FOR COUNCIL CONSIDERATION.

Mayor Seeman instructed
the City Manager to advertise for the full-time Magistrate position.
Councilman Eidson statedthathe was not present when the presentation to the Chief of Police and his two
Lieutenants was made and he would like them to know that he feels they have put
in many hours and he wants them to know he appreciates what they have done.
