REGULAR MEETING
OCTOBER 15,1980
The regular meeting of the City Council of the City of Apache Junction was
held on October 15,1980 at the Apache Junction Council Chambers,pursuant to
the notice required by law.
CALL TO ORDER
Mayor Virginia Seeman called the meeting to order at 7:00 p.m.in the City
Council Chambers.
INVOCATION
Councilman Hill gave the invocation.

AWARDS,PRESENTATIONS,AND COMMUNICATIONS
Mayor Seeman presentedCertificates of Appreciation to Jenny Broman and Julie Lowe for their efforts
and good citizenship as evidenced by the work they are doing in collecting fundsfortheSwimming Pool Fund.
Jenny Broman and Julie Lowe
presented an additional $7.40 for the swimming pool fund.
CALL TO THE PUBLIC
Mayor Seeman recognized
Mr.Dick Rabidue.
Mr.Rabidue,575 W. 23rd
Avenue,Apache Junction,addressed the City Council on animal control.He requestedstricterenforcementoftheleashlaw and the animal control ordinance.He stated
he is very impressed with the animal control facilities, sanitation,and animal
care;he commended the animal control officer on the work he is performing and
stated i t is not possible for one man and one truck to handle the load.He addedadditionalmanpower and equipment is necessary.He requested service during the
evening hours.He further suggested that the local news media be used to explain
the animal problems to the City's residents and howthey may assist in resolving
the problems.
Mayor Seeman called upon
City Manager Ray Lee to address the budget in this area.
City Manager Ray Lee stated
the City has not budgeted for additional personnel unless the City cuts back on otherpolice activities.He stated that in its first year the City had hoped to takecare of some of the more serious problems and in the second year work on enlarging
the facilities to take care of the problems.He added that the Police Chief may
be able to come up with an alternative that could be worked with and possibly
make a recommendation to the Council.

Jan Hiller.
Jan Hiller,1435 N.IronwoodDrive,stated she was present in her capacity as Vice President of the Chamber of
Commerce.She stated her purpose was to give the expenditures of City monies usedfor Civic advertisin .She stated the total dollar amount is $13,694.15,and
without providing a gate or:accessway.He stated i f the gentleman is not going
to obey the law and provide access,the City should do something about it.
Building Official Leo
Frazier stated the department is aware of the problem and is working to rectifyit.
CITY MANAGER'S REPORT
Mayor Seeman called
upon City Manager.Ray Lee for the City Manager's Report.
City Manager Ray LeecalledupontheBuildingOfficialfor a report on the Building Fees.
Leo Frazier,BuildingOfficial,stated that when the Council passed the new fee schedule the BuildingDivision was charged with keeping track of the income derived from the fees.He
stated that as a result,effective October first, the modifier has been changed
from 60 percent to 50 percent.Mr.Frazier added that in August the Division of
Mobile and Maunufactured Housing Standards issued a bulletin raising the permit
fee for mobile homes (he stated this is discretionary on the City's part).HestatedtheCityis bound by the high limit but not bound by the low limit and
has never raised the permit fee from the old fee.He added at the present time
i t costs people more to set up a trailer in the County than it does in the City.

FILING FEES (FIRST READING)
) Mayor Seeman statedthisisthefirstreadingforfilingfees.She stated the public hearing would be
held at the next meeting of the City Council on November 5, 1980.She asked i f
any of the Council has any discussion on the item at the present time.
City Planner Joe Gero
addressed the need for the Proposed Ordinance No.70,and the rationale behind
the filing fees.

the City Clerk to read the title of proposed Ordinance No. 70 for the first reading.

AMENDING THE APACHE JUNCTION ZONING ORDINANCE BY REPEALING SECTION 2804 "FILING
FEES"AS AMENDED BY ORDINANCE NO 32,AND INSERTING IN LIEU THEREOF A NEW SECTION
Mayor Seeman called uponCityPlanner Joe Gero to address the item.
City Planner Joe Gero
emphasized that the document is simply the zoning ordinance that the Council
adopted in June 1979 retyped with all the amendments that the Council has approved
to date.He stated punctuation has been inserted and there is one change in the
entire ordinance that is spelled out in proposed Ordinance No. 71 dealing withpenalties.He stated there are no land use zoning changes on the map;a legend
has been added to the face of the map;and all the County designations (those
outside the City limits)have been removed from the map.

ON NOVEMBER 5,1980,AT 6:00 P.M. IN THE CITY MANAGER'S CONFERENCE ROOM.

INFORMATION AND REPORTS
Mayor Seeman gave the
schedule for KSTM City Hall Spotlight for the next three weeks.
REQUESTS OF COUNCIL
Councilman Burgess MOVED
THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,
ARIZONA THAT DESERT SPECIALTIES,INC.,BE,AND HEREBY IS,AWARDED THE BID FOR
MODIFICATIONS AND ADDITIONS TO ATHLETIC FACILITIES A JOINT PROJECT OF THE APACHE
Councilman Burgess statedthisproject was supposed to allow two lighted ballfields and three lighted tenniscourts.He added that the City and School District had approximately $96,000
between them for the project;$48,125 each with a matching grant of $96,250.He
stated that when the bids came back it was discovered there was enough money for
one lighted ballfield and three tennis courts.Councilman Burgess commended theindividualsinvolvedinobtainingthisgrant money for the project.

THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,
ARIZONA THAT LEO S.COOMBS BE,AND HEREBY IS,APPOINTED MAGISTRATE FOR THE CITY OF
APACHE JUNCTION PURSUANT TO SECTION 5-2-1 OF THE CITY CODE.

PVC AND ITS USE ON COMMERCIAL AND RESIDENTIAL STRUCTURES AND RETURN A RECOMMENDATION
TO THE CITY COUNCIL.
