REGULAR MEETINGApril1, 1981
The regular meeting of the City Council of the City of Apache Junction,Arizona,was held on April 1,1981, at the Apache Junction Council Chambers pur-
suant to notice required by law.
CALL TO ORDER
Vice Mayor Granillo called the meeting to order at 7:00 p.m.
INVOCATION
Councilman Shanks led the invocation.
PLEDGE OF ALLEGIANCE
The Council and public participated in the Pledge of Allegiance.

APACHE JUNCTION,THAT THE AGENDA BE AMENDED TO INCLUDE ITEM NO. 3A CITY/SCHOOLS/
AORCC PROJECT UNDER NEW BUSINESS.

CALL TO THE PUBLIC
There were no requests to speak at Call to the Public.
CITY MANAGER'S REPORT
City Manager Ray Lee stated the City received the Economic Estimates
Commission's expenditure limit which is $1,985,398 for the ensuing year.Hestatedi t is based on the Gross National Product price deflator which is theinflationfactor and is based on what was actually expended in the 1979-80 budget
along with the current population.He added there is a multiplier which will
be provided to the media in hope that the public can understand the basic
formula.
PUBLIC HEARINGS
PROPOSED ORDINANCE NO.88,PZ-2-81,
KEITH BULLOCK REZONING (FIRST READING)
)Vice Mayor Granillo
opened the public hearing to the public and called upon the applicant to address
the Council i f he wished to do so.
Mr.Keith D.Bullock,
7632 E.Sheridan Street,Scottsdale,explained his intentions for the property
and his desire to set up a new concept RV home.
Vice Mayor Granillo
asked i f there were any members of the public who wished to address the issue.
Ron Kell,646 E.Mesquite,
Apache Junction,spoke in favor of the proposed rezoning.
Mr.McCormick of S.Palo
Verde spoke in favor of the petition.
DeDe Scheff,stated shelivesaroundthe corner from the property under consideration for rezoning;she
spoke in favor of the proposed rezoning.

THAT THE PUBLIC HEARING BE REOPENED AND THAT THE PUBLIC HEARING BE CONTINUED UNTIL
APRIL 15,1981 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS.

upon the City Clerk to read the title of proposed Ordinance No. 88 for the first
reading.

read as follows:
"ORDINANCE NO.88,AN
ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,
AMENDING THE APACHE JUNCTION ZONING ORDINANCE BY AMENDING THE ZONING MAP CHANGING
THE ZONING DISTRICT CLASSIFICATION IN REZONING CASE PZ-2-81 FROM GENERAL RURAL
(GR)TO TRAILER HOMESITE-LAND DEVELOPMENT (TH/PD);REPEALING ANY CONFLICTING
PROVISIONS AND PROVIDING FOR SEVERABILITY.

THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,
ARIZONA,THAT THE CITY HEREBY ACCEPT THE WORK FOR THE LIGHTED BALLFIELD AND
TENNIS COURTS,IN REFERENCE TO THE CITY/SCHOOL/ARIZONA OUTDOOR RECREATION COORDINATING
COMMISSION PROJECT AGREEMENTS,AS SUBSTANTIALLY COMPLETE AND WILL ASSUME FULL
POSSESSION THEREOF ON THIS FIRST DAY OF APRIL,1981,AS RECOMMENDED BY THE
DIRECTOR OF PUBLIC WORKS.BE IT FURTHER RESOLVED THAT THE CITY MANAGER IS DIRECTED
TO APPROVE THE CERTIFICATE OF SUBSTANTIAL COMPLETION AND SHALL FURTHER APPROVE
FINAL PAYMENT SUBJECT TO FINAL COMPLETION.

EXECUTIVE SESSION,APRIL 8, 1981

THAT BE IT RESOLVED BY THE MAYOR AND MEMBERS OF THE CITY COUNCIL OF THE CITY OF
APACHE JUNCTION, ARIZONA,THAT AN EXECUTIVE SESSION REGARDING PERSONNEL AND LEGAL
ADVICE BE HELD ON APRIL 8, 1981, AT 6:00 P.M. IN THE CITY MANAGER'S CONFERENCE
ROOM.
Councilman Damiano
seconded the motion.
VOTE:Unanimous

REQUESTS OF COUNCIL
Vice Mayor Granillo MOVED THAT BE IT RESOLVED BY THE MAYOR AND MEMBERS OF
THE CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT THE CITY COUNCIL
DOES APPROVE THE LOCATION FOR THE DEPARTMENT OF ECONOMIC SECURITY OFFICE ON THE
GROUNDS OF THE CITY HALL COMPLEX AS SET FORTH ON THE ATTACHED SITE PLAN AND THAT
THE CITY MANAGER BE AND HEREBY IS AUTHORIZED TO COORDINATE FINAL ARRANGEMENTS
FOR SAID LOCATION ALL SUBJECT TO STATE LAND DEPARTMENT REQUIREMENTS.

The motion carried.
Councilman Damiano questioned the status on the passing out of printedmaterial.
Assistant City Attorney Susan Goodwin stated her office was researching the
problem and would have a report by next council meeting.
Councilman Hill MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT DIRECTION BE GIVEN TO THE STAFF
TO PREPARE AN ORDINANCE AMENDING THE UNIFORM PLUMBING CODE,SECTION 608 (c)
MORE SPECIFICALLY DEALING WITH THE AIR GAP IN DISHWASHERS.
Councilman Damiano seconded the motion.
VOTE:Unanimous
The motion carried.

MOVED THAT THE MEETING BE ADJOURNED AT 7:37 P.M.
