HomeMy WebLinkAbout1981-04-08 City Council Special MinutesCITY COUNCIL SPECIAL MEETING APRIL 8, 1981 A special meeting of the City Council of the City of Apache Junction, Arizona,was held on April 8,1981,at the Apache Junction Council Chambers, pursuant to notice required by law. CALL TO ORDER Mayor Seeman called the meeting to order at 7:35 p.m. INVOCATION Councilman Eidson led the invocation. PLEDGE OF ALLEGIANCE The Council and public participated in the Pledge of Allegiance. ROLL CALL Councilmembers Present:Councilman Jerry Burgess,Councilman Thomas Damiano, Councilman Jimmy Eidson, Councilman Marie Shanks,Vice Mayor JohnGranillo,and Mayor Virginia Seeman Councilmembers Absent: Councilman Norman Hill Staff Present:City Clerk/Director of Administrative Services Marlis DavisAssistantCity Attorney Susan Goodwin ACCEPTANCE OF THE AGENDA )Vice Mayor Granillo MOVED THAT BE IT RESOLVED BY THE MAYOR AND MEMBERS OF THE CITY COUNCIL THAT THE AGENDA BE ACCEPTED AS PRESENTED. Councilman Damiano seconded the motion. VOTE:Unanimous The motion carried. ACTION BY CITY COUNCIL RESULTING FROM THE EXECUTIVE SESSION )Councilman Burgess MOVED THAT BE IT RESOLVED BY THE MAYOR AND MEMBERS OF THE CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA THAT THE CITY COUNCIL DOES FIND THAT THE THREE-DAY SUS- PENSION OF LOBERTA BEACH WAS NOT JUSTIFIED AND THAT THE PERSONNEL OFFICER IS ORDERED Mayor Seeman MOVED THAT THIS ITEM BE PLACED ON THE AGENDA FOR THE NEXT REGULAR MEETING OF THE CITY COUNCIL WHEN THERE ARE SEVEN COUNCILMEMBERS IN ATTENDANCE. Councilman Eidson MOVED THAT BE IT RESOLVED BY THE MAYOR AND MEMBERS OF THE CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT THE CITY COUNCIL FINDS THAT THE THREE-DAY SUSPENSION OF LOBERTA BEACH WAS NOT JUSTIFIED,THAT THE PERSONNEL OFFICER IS ORDERED TO PAY MRS.BEACH THE WAGES ACCRUED DURING THE SUSPENSION. seconded the motion.Vice Mayor Granillo Councilman Burgessstatedhispersonalfeelingisthatinasmuch as Mrs.Beach did not feel she was doing anything criminally wrong,he (Councilman Burgess)did not feel statements should be left in :her Personnel file that she will have to live with for the rest of her life. VOTE:In favor -Councilman Damiano Councilman .Eidson Vice Mayor Granillo Mayor Seeman Opposed -Councilman Shanks Councilman Burgess The motion carried. Mayor Seeman withdrewher motion to table the item until there are seven members of the Council in attendance at a meeting. EXECUTIVE SESSION, APRIL 15,1981 )Councilman Damiano MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT AN EXECUTIVE SESSION BE HELD AT 6:00 P.M.,APRIL 15,1981 IN THE CITY MANAGER'S CONFERENCE ROOM. Vice Mayor Granillo seconded the motion. VOTE:Unanimous The motion carried. REQUESTS OF COUNCIL Councilman Burgess stated that over the past six or seven months,virtually every employee hired by the City before the current management arrived has eitherleft or been fired.He stated he did not understand what was happening,his questions have not been answered -- he stated he felt questions need to be asked concerning the reasons those people are no longer here;he felt the City needed to know i f it was that they could not get along with management, i f they were incom-petent,or whatever. Councilman Shanks stated she was in full agreement with Councilman Burgess. City Clerk Marlis stated the City is using Pinal County polling places,theCityisnotpermittedtoestablishitsownpollingplaceswithoutfirst obtaining approval from the Department of Justice,and that will not be possible during this election.
