REGULAR MEETING
JUNE 3, 1981
The regular meeting of the City Council of the City Apache Junction,
Arizona,was held on June 3, 1981, at the Apache Junction Council Chamberspursuanttothenoticerequiredbylaw.
CALL TO ORDER
Mayor Seeman called the meeting to order at 7:00 p.m.
INVOCATION
Councilman Eidson led the invocation.
PLEDGE OF ALLEGIANCE
The Council and public participated in the Pledge of Allegiance.

AWARDS, PRESENTATIONS,AND COMMUNICATIONS
Mayor Seeman recommended that Henry Steelsmith's resignation from thePlanningand Zoning Commission be accepted,due to his being elected to theCityCounciloftheCityof Apache Junction,Arizona.She congratulated him
on his election.
Vice Mayor Granillo MOVED
THAT DUE TO MR.HANK STEELSMITH BEING ELECTED TO THE CITY COUNCIL,HIS
RESIGNATION BE ACCEPTED WITH CONGRATULATIONS.
Councilman Hill seconded

The motion carried.
Mayor Seeman presented each of the City Councilmembers with a plaque,
in recognition and appreciation for their dedicated service to the citizens
of the City of Apache Junction,Arizona,during their tenure as members of
the first elected council of the City of Apache Junction,Arizona.
Mayor Seeman presented a plaque to the law firm of Martinez, Curtis,
Goodwin,Karasek,and Haddy for their outstanding service to the Mayor
and City Council for the City of Apache Junction.Mr. Michael Curtis
accepted the award from Mayor Seeman with gratitude.
Ajce Mayor Grani110,• presented a plaque to Mayor Seeman in recognition
and appreciation for her dedicated service to the citizens of the community
during her tenure as a member of the first elected City Council of theCity of Apache Junction,Arizona.
Councilman Damiano presented flowers to Mayor Seeman,from the CityCouncil,in appreciation for her loyal,dedicated service to the citizens
of the community.
CALL TO THE PUBLIC
Mayor Seeman stated that this meeting is very special,as i t is atransitionbetweencouncils,and.it would be preferred to not take upany business except with the new Council at the next scheduled regular
meeting.
Mr.Ray Heraldson communicated that the City of Apache Junction is
CITY MANAGER'S REPORT
City Manager,Ray Lee read a letter from Mr.James J. Sossaman, House
of Representatives,which stated he appreciates the invitation to the City
Council meeting,but is unable to attend.
City Manager Ray Lee read a letter from Final County District 2
Supervisor,saying that he appreciated the invitation to the City Council
meeting,but had an earlier committment.He regretfully cannot attend.
Ray Lee,City Manager,presented Mayor Seeman with the One Year Pin.
He also presented her with a picture,from the Department Heads, as a
token of their appreciation.Mayor Seeman was presented with Volume I ofthe Budget for the City of Apache Junction,Arizona,from the staff.
Planning Director,Joe Gero presented Mayor Seeman with a corsage.
Ray Lee called on the Director of Public Works,Mr.Richard Broman to
thank the City Council for their help in the past.He also read a poem
by the A.J.Shadow,entitled "Goodbye,Your Honor."
OUR HEARTS ARE HEAVY, AND TEARS ARE NEAR,
AS WE LEARN YOU WILL BE GONE NEXT YEAR.
FEW PEOPLE KNOW HOW HARD YOU TRIED
TO MAKE THE JUNCTION A PLACE OF PRIDE.
BEFORE YOU LEAVE, WE WISH TO SAY,
ADIEU, GOOD LUCK IN EVERY WAY.
WITHIN OUR HEARTS, AND IN OUR MINDS,
WE'LL ALWAYS HEAR A LINGERING RHYME;
SHE'S TALL, DARK, AND VERY PRETTY.
SHE WAS THE MAYOR OF A.J. CITY.
Ray Lee called upon the City Clerk, Marlis J.Davis to read a speciallettertothe Mayor,prepared by the Department Heads. The letter was
presented to Mayor Seeman in plaque form.
HER HONOR - MAYOR VIRGINIA SEEMAN
SEVERAL YEARS AGO, THE CITIZENS OF APACHE JUNCTION MADE THE
DECISION TO INCORPORATE. WITH THAT DECISION WOULD COME THE
AGONY AND THE REWARD OF HELPING TO CREATE A CITY THAT ALREADY
EXISTED.THE ISSUES WERE AND WILL CONTINUE TO BE COMPLEX,
PARTICULARLY BECAUSE THE CITIZENS OF APACHE JUNCTION REPRESENT
AN EXTREMELY WIDE SPECTRUM OF THE AMERICAN TRADITION AND OF
DIFFERING LIFESTYLES.
VIRGINIA SEEMAN ANSWERED THE CHALLENGE AND WAS ELECTED TO THE
FIRST CITY COUNCIL AND SERVED AS MAYOR. LITTLE DID SHE OR
HER FELLOW COUNCIL MEMBERS, NAIVE TO THE LOCAL GOVERNMENT
PROCESS, KNOW WHAT WOULD FOLLOW. WHERE WERE WE TO GET A
COMPETENT STAFF? HOW COULD WE PROVIDE BASIC SERVICES WITHOUT
BEING FORCED TO IMPOSE A PROPERTY TAX? HOW COULD THE COUNCIL
SATISFY THE WIDE RANGE OF NEEDS AND ISSUES DIVIDING THE COMMUNITY?
HOW DO WE RESOLVE LOCAL PROBLEMS TO THE SATISFACTION OF OUR
CITIZENS AND STILL MEET THE REQUIREMENTS IMPOSED BY HIGHER
LEVELS OF GOVERNMENT? FINALLY, HOW DO WE AS COUNCIL MEMBERS
SERVE IN THE PUBLIC INTEREST? ANSWERING THESE QUESTIONS HAS
BEEN A LEARNING PROCESS FOR ALL - THE COUNCIL, THE STAFF, AND
THE CITIZENS OF APACHE JUNCTION. THE ISSUES EXTREME --- THE
SOLUTIONS TOUGH.
WE SEE THE MAYOR THIS WAY: SHE SACRIFICED HER FAMILY AND
MARLIS J. DAVIS
YOUR HONOR, THE STAFF IS PROUD TO
HAVE SERVED WITH YOU AS WELL AS THE
OTHER MEMBERS OF THE CITY COUNCIL.
WE THANK YOU, YOUR HONOR, FOR YOUR
SUPPORT, YOUR PATIENCE, YOUR UNDERSTANDING,
AND YOUR COMMITMENT TO APACHE JUNCTION.

Ray Lee recognized Ren'ee Conflitti,who presented Mayor Seeman
with a charm as a token of the City employees appreciation of her service.
Ray Lee recognized Director of Public Safety,Mr.Bill McDaniels,
who presented Mayor Seeman with flowers on behalf of the departmentiheads.
Ray Lee recognized City Attorney,Mr. Michael Curtis,who expressedhisappreciationto Mayor Seeman.
NEW BUSINESS
Mayor Seeman addressed the Citizens of Apache Junction,and her family
in the following manner:
"BEFORE PROCEEDING WITH THE OATH OF OFFICE, I WOULD LIKE TO
TAKE THIS OPPORTUNITY TO EXPRESS MY GRATITUDE AND SINCERE
"THANK YOU". CITIZENS OF APACHE JUNCTION WHO HAVE ALLOWED ME
THE PRIVILEGE OF REPRESENTING YOU AS YOUR ELECTED PUBLIC SERVANT
FOR THE PAST TWO AND ONE HALF YEARS.
TO MY HUSBAND, DR. SEEMAN, AND DAUGHTERS,JODI, CINDY, AND
WENDY, WHO HAVE SACRAFICED MANY HOURS OF FAMILY TIME DUE TO
THE NECESSARY DUTIES OF MY ELECTED OFFICE. LAST WEEK, MY
HUSBAND SAID, "DON'T KNOW WHETHER I HAVE TOLD YOU, BUT IT'S
SURE BEEN NICE TO HAVE YOU HOME." THEIR LOVE AND CONCERN HAS
BEEN MY SUPPORT THIS PAST TWO AND ONE HALF YEARS. AFTER ALL IS
SAID AND DONE, WHAT'S LEFT? YOUR FAMILY.
TO MY FELLOW COUNCILMEMBERS, SOME FOR TWO AND ONE HALF YEARS.
I CONVEY TO EACH OF YOU A MOST SINCERE VOTE OF "THANKS" FOR YOUR
CONTRIBUTION TO OUR CITY OF APACHE JUNCTION. YOUR UNSELFISH
MANNER OF SERVICE AND YOUR ABILITY TO GIVE OF YOUR TIME AND
ENERGIES IS ADMIRABLE. AT THIS POINT WE CAN PROBABLY ALL AGREE
THE POLITICS OF THESE PAST TWO YEARS HAS TESTED OUR STAMINA,
OUR SENSE OF HUMOR, OUR DIGESTION AND OUR MARRIAGE (QUOTE DECONCINI).
TO THOSE RE-ELECTED, I DO HOPE THE CITIZENS OF APACHE JUNCTION
REALIZE HOW MUCH YOU HAVE GIVEN THEM AND WILL APPRECIATE YOUR
CONTINUED DESIRE AND DEDICATION TO SERVE OF THEIR BEHALF.
TO THE NEW COUNCIL- ELECTS, I COMMEND YOU ON YOUR DESIRE TO
SERVE ON THE CITY COUNCIL AND WILL BE ABLE TO EMPATHIZE WITH
YOU AS YOU PERFORM YOUR ELECTED DUTIES IN AN UNSELFISH MANNER,
FOR THE CITIZENS OF APACHE JUNCTION.
TO THE CITY STAFF, THERE IS NOTHING SO VALUABLE TO THE ELECTED
OFFICIALS AS GOOD STAFF EXPERTISE. I KNOW THE STAFF MEMBERS
HAVE SERVED ABOVE AND BEYOND THEIR REGULAR WORK HOURS.THEIR
JOB OF EDUCATING AND INFORMING THE CITY COUNCIL OF THEIR ELECTED
TO CONDLUDE, I'VE ALWAYS ADMIRED SENATOR STAN TURLEY FOR
HIS OPINIONS ON ATTITUDE AND HIS ABILITY TO CONVEY AND TO
BE A "GENUINE PERSON." I BELIEVE IN ATTITUDE AS A POSITIVE
MEASURE IN WHICH WE ALL CAN, FIRST OF ALL "LIVE WITH OURSELVES"
- BE ABLE TO LOOK IN THE MIRROR EACH MORNING AND LIKE WHAT
YOU SEE. NEXT BE ABLE TO FACE EACH OPPORTUNITY OF THE DAY,
REGARDLESS OF THE CONTENT, WITH A "GOOD" FEELING.
PLEASE, CITIZENS OF APACHE JUNCTION - COMMUNICATE WITH ALL
MEMBERS OF YOUR NEW CITY COUNCIL - THEY CANNOT RESPOND TO
YOUR NEEDS AND DESIRES WITHOUT YOUR INPUT.
