CALL TO ORDER Mayor Clarke called the meeting to order at 7:00 p.m. INVOCATION Councilman Shanks led the invocation. PLEDGE OF ALLEGIANCE Councilman Hudson led the Pledge of Allegiance. AWARDS,PRESENTATIONS,AND COMMUNICATIONS Mayor Clarke read a letter addressed to the Director of Public Works, Rich Broman,from Senator Barry Goldwater,stating his supportforthe airport project. CALL TO THE PUBLIC Mr.George Coleman addressed the Council with comments on the Cable TV proposal. CITY MANAGER'S REPORT Ray Lee stated that the Department of Revenue will be conducting an audit on businesses in the City of Apache Junction because some businesses are delinquent in reporting of sales tax. PUBLIC HEARINGS None. APPOINTMENT TO THE AIRPORT COMMISSION )Mayor Clarke stated that the Airport Commission recommended that Mr.Richard Oltman be reappointed, and that Dr.Howard Downs be reappointed as an ex officio member. Councilman Damiano MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,THAT MR.BEN HONOR BE,AND HEREBY IS,APPOINTED TO THE AIRPORT COMMISSION,SAID TERM TO EXPIRE JULY 15,1984. BE IT FURTHER RESOLVED THAT DR.HOWARD DOWNS BE,AND HEREBY IS,REAPPOINTED AS EX OFFICIO MEMBER TO THE AIRPORT COMMISSION,SAID TERM TO EXPIRE JULY 15,1982. Councilman Hudson seconded the motion. RESOLUTION OF INTENT, CABLE TV Councilman Shanks MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT DIRECTION BE GIVEN TO THE CITY MANAGER TO THOROUGHLY STUDY CABLE TV CONTRACTS AROUND THE STATE OF ARIZONA AND COLLECT PERTINENT DATA AND RECOMMEND A COURSE OF ACTION TO THIS COUNCIL WITHIN 90 DAYS. Councilman Steel smith seconded the motion. VOTE:Unanimous The motion carried. PROPOSED ORDINANCE NO.108,AMENDING ORDINANCE NO.37,AIRPORT COMMISSION MEMBERSHIP )Mayor Clarke called upon theCityClerktoreadOrdinance No.108,by title only for the first reading. City Clerk,Marlis Davis read as follows: ORDINANCE NO.108,AN ORDINANCE OF THE CITY OF APACHE JUNCTION,ARIZONA,AMENDING ORDINANCE NO.37,AND THE CITY CODE,SECTIONS 29-2A, 29-2B,29-2C,REPEALING ANY CONFLICTING PROVISIONS,AND PROVIDING FOR SEVERABILITY. Councilman Damiano requested abriefexplanationofthe above ordinance. City Manager,Ray Lee,requestedthatDirector of Public Works, Rich Broman,give that explanation. Director of Public Works, Rich Broman,addressed the Council and public explaining that the Airport Commission would like to have an increase in membership,due to the difficulty maintaining a quorum over the last meetings.There are two options:(1)To expand the Commission by two members,all members within the City limits,(2)To expand the Commission from five to seven members, some members being outside the City limits. EXECUTIVE SESSION JULY 29,1981 ) Councilman Damiano MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT AN EXECUTIVE SESSION BE HELD IN THE CITY MANAGER'S OFFICE ON JULY 29,1981, AT 6:00 P.M.FOR THE PURPOSE OF DISCUSSING PERSONNEL AND LEGAL MATTERS. Vice Mayor Hill seconded the motion. VOTE:Unanimous The motion carried. EXECUTIVE SESSION JULY 20,1981 REQUESTS OF COUNCIL Councilman Shanks stated her concern regarding President Reagan Social Security cuts with benefits.She felt that it was her duty as a public servant to bring this issue to the people.The SocialSecurityprogram is basically sound,but "we don't want to let the Reagan administration and it's conservative allies dismantle SocialSecurity."Her proposal was to fill out the provided form to the Senator and Representative requesting that Social Security andbenefitsnotbe cut. Councilman Hudson stated that Airport Commission members shouldbe citizens of the City of Apache Junction.He did not feel i t necessary to vote on the issue,as it was not passed previously when it was presented to the Council. Mayor Clarke stated that "having observed City activities over the past three weeks,I have come to the conclusion that there appears to be a lack of communication between the various appointed boards and commissions and this legislative body."It was,therefore,his recommendation that a Council member be appointed as a liaison person to each board or commission to attend each meeting in order to become familiar with the proceedings and report back to the Council at the "Requests of Council" with abrief account of the respective activities. Mayor Clarke further stated that ,"in my opinion,a closerrelationship will develop as a result of this program and also provide Council members with an area of responsibility.It must be clearly understood that Council members, in thisliaisonrelationship,are observers only and their primary obligation would be a brief report in their own words to the City Council duly convened. We cannot tax our already overburdened staff with formal, typed reports.I am asking for simple reports,in your own words.For your perusal,I have instructed the City Manager to include copies of the formal minutes of Boards and Commissions in the information sectionof your packet."
