CALL TO ORDER Mayor Clarke called the meeting to order at 7:00 p.m. INVOCATION Councilman Eidson led the Invocation. PLEDGE OF ALLEGIANCE Councilman Damiano led the Pledge of Allegiance. Councilman Steelsmith seconded the motion. VOTE:Unanimous The motion carried. AWARDS,PRESENTATIONS,AND COMMUNICATIONS None CALL TO THE PUBLIC Mr.John Paskell urged the City Council to proclaim the month of October as "Fire"month.The theme of the month would be fire prevention. CITY MANAGER'S REPORT Acting City Manager,Bill McDaniel,called on the Director of Public Works,Rich Broman,for a presentation on street improvements,and areportonthestreetevaluation. Director of Public Works, Rich Broman,stated that when the evaluation on the City streets is completed,an improvement plan will need to be adopted by the City Council.Mr.Broman presented a slide presentation on the different systems available for street improvement.Mr.Broman also stated that the pavement rating system results were that the streets of Apache Junction are about 47%in good or fairly good condition,and 53% are in poor or very poor condition.The Public Works department hopes toreporttothe City Council soon on the program for maintenance. The Mayor requested that the Director of Public Works estimate the amount available for street improvement.Director of Public Works, Rich Broman,stated that the approximate Public Works budget is $220,000.00 forstreet maintenance.The up coming lottery will provide an additional $10,000.00,some of which will hopefully be used for road maintenance. Councilman Steelsmith commended the Department of Public Works andthe City Engineer on their good performance. Bill McDaniel called upon the Director of Planning for a report on Resolution 81-11,regarding the Arizona Groundwater Management Act. Director of Planning,Joe Gero,reported on the response from theDirector of the Department of Water Resources,Mr.Steiner, stating that he was not aware of any discrimination between private and municipal water companies. Acting City Manager,Bill McDaniel,called attention to the sales tax report in the Information and Reports section of the packet. PUBLIC HEARINGS APPLICATION FOR LIQUOR LICENSE FOR ANGEL'S PLACE the public.)Mayor Clarke opened the hearing to Mayor Clarke asked i f there was anyone who wished to speak in favor of or in opposition to the application.There being no one wishing to address the Council, Mayor Clarke closed the hearing to the public. the motion. Councilman Eidson MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, THAT THE APPLICATION FOR SMALL GAME BINGO LICENSE,SUBMITTED BY ROUNDUP MOBILE HOME RANCH,BE AND HEREBY IS,RECOMMENDED FOR APPROVAL TO THE ARIZONA DEPARTMENT OF REVENUE, BINGO LICENSING AUTHORITY. Councilman Damiano seconded the motion. Councilman Steelsmith wished to know i f the minor problems,that were noted by the Fire Department,were resolved. Mayor Clarke stated that a letter had been received from the manager of the mobile home park,Jacquelyn Schmoldt,stating that the problems had been resolved. VOTE:Unanimous The motion carried. OLD BUSINESS APPOINTMENT OF PERMANENT PERSONNEL BOARD )Councilman Damiano MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT THE ITEM PERTAINING TO THE APPOINTMENT OF THE PERSONNEL BOARD BE AND HEREBY IS,REMOVED FROM THE TABLE. NEW BUSINESS INTERGOVERNMENTAL AGREEMENT APACHE JUNCTION SCHOOL DISTRICT- CITY OF APACHE JUNCTION outline on the agreement. )) Councilman Steelsmith seconded the Councilman Damiano requested a brief Director of Public Works, Rich Borman,explained that this agreement is a joint responsibility between the Schools of Apache Junction,and the City for the maintenance and use of the recreational facilities. Councilman Damiano MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT THE INTERGOVERNMENTAL AGREEMENT BETWEEN1HE APACHE JUNCTION UNIFIED SCHOOL DISTRICT AND THE CITY OF APACHE JUNCTION PERTAINING TO RECREATIONAL SERVICES BE AND HEREBY IS,APPROVED. APPOINTMENT OF PARKS AND RECREATION COMMISSION MEMBER EXECUTIVE SESSION, OCTOBER 21,1981 )Councilman Eidson MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT AN EXECUTIVE SESSION BE HELD AT CITY HALL ON OCTOBER 21, 1981,AT 6:00 P.M.FOR THE PURPOSE OF DISCUSSING PERSONNEL AND LEGAL MATTERS. Councilman Steelsmith seconded the motion. VOTE:Unanimous The motion carried. INFORMATION AND REPORTS Councilman Steelsmith gave a report on the Planning and Zoning Commission, and the Land Use Committee meeting.He also read a memorandum from the Superintendent of Community Services,Jeff Bell, regarding the recreational plan for the Bureau of Land Managementapplication. Director of Planning,Joe Gero,briefed the Council on the recreational plan for the Bureau of Land Management application.Communities such as Apache Junction can obtain a lease and then a patent on land for $2.50 per acre,provided the community submits a valid plan under the 1926 Recreation and Public Purposes Actfortheselands provided they agree and commit, themselves to develop these lands for recreational purposes. Councilman Steelsmith MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT THE PARKS AND RECREATION COMMISSION IS HEREBY REQUESTED AND DIRECTED TO PREPARE A DRAFT PARKS PLAN FOR CERTAIN ACREAGE IN SECTION 9,TOWNSHIP 1 NORTH,RANGE 8 EAST,CONTAINING 276 ACRES,MORE OR LESS, SAID DRAFT PLAN TO BE COMPLETED BY NOVEMBER 30,1981.FURTHER THAT UPON COMPLETION OF THE DRAFT PLAN,THAT THE PARKS AND RECREATION COMMISSION SHALL CONSULT WITH THE PLANNING AND ZONING COMMISSION,fND BOTH COMMISSIONS SHALL REPORT THEIR RECOMMENDATIONS,IN WRITING,WITH APPROPRIATE MAPS TO THE CITY COUNCIL BY JANUARY 20,1981. AS PART OF THE REPORT,SUBMIT A PROPOSED SCHEDULE FOR DEVELOPMENT OF CAPITAL IMPROVEMENTS BY ANNUAL INCREMENT FOR FIVE YEARS AND A PROPOSED BUDGET IN 1981 DOLLARS FOR THE FIVE-YEAR PERIOD. THE CITY MANAGER IS HEREBY AUTHORIZED TO EXECUTE A CONTRACT FOR RECREATIONAL PLAN FOR THE ABOVE- REFERENCED PARK FROM ACCOUNT NUMBER 005-111-522-12-78,FEDERAL REVENUE SHARING CITY RECREATION,IN COMPLIANCE WITH ORDINANCE NUMBER 12. Councilman Eidson corrected the motion to 'January 20,1982',instead of January 20,1981. Councilman Eidson seconded the motion. VOTE:Unanimous The motion carried. Mayor Clarke stated that there are better and easier ways to raise money for community funds,than boxing,therefore,he is hanging up his gloves,and retire undefeated.
