HomeMy WebLinkAbout1982-10-19 City Council Regular MinutesCITY COUNCIL REGULAR MEETING OCTOBER 19,1982 The regular meeting of the City Council of the City of Apache Junction, Arizona,was held on October 19,1982, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Clarke called the meeting to order at 7:00 p.m. INVOCATION Councilman Shanks led the Invocation. PLEDGE OF ALLEGIANCE Councilman Hudson led the Pledge of Allegiance. BE IT FURTHER RESOLVED THAT THE CONSENT AND REGULAR AGENDA BE ACCEPTED AS AMENDED. Vice Mayor Hill seconded the motion. AWARDS,PRESENTATIONS,AND COMMUNICATIONS Mayor Clarke stated the following: "The Arizona Automobile Association has awarded the City of Apache Junction a Pedestrian Safety Citation in the 1982 AAA Pedestrian Protection Program. AAA evaluated 2,791 cities nationwide and judged those cities with others of comparable size and characteristics.The AAA judges a community's pedestriansafetyprograms in the areas of maintenance of accident records,safetylegislation,enforcement,traffic engineering,traffic safety organization,along with public information and education programs to name a few. The Pedestrian Safety Citation is awarded to those cities which reported no pedestrian traffic fatalities during the previous year.Apache.Junction was one of nine Arizona cities to win this award in this year's judging." Mayor Clarke then presented the Citation to the Apache Junction Police Department. CALL TO THE PUBLIC None. CITY MANAGER'S REPORT ActingCity Manager Bill McDaniel,called upon Director of Public Works Rich Broman, to give a report on the Governor's Aviation Task Force Ad Hoc Committee. Mr.Broman reported on the meeting,stating that the presentation given by the consultant is available for review by any interested persons,which also included a tour of the actual airport site. PUBLIC HEARINGS None. OLD BUSINESS APPOINTMENT TO PARKS AND RECREATION COMMISSION )Councilman Eidson MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, THAT LEWIS W.FITZWATER,BE APPOINTED TO THE PARKS AND RECREATION COMMISSION, FILLING THE VACANCY CREATED BY THE RESIGNATION OF RONALD STAPLES,SAID UNEXPIRED TERM TO END APRIL 30,1985. Councilman Damiano seconded the motion. VOTE:Unanimous The motion carried. PROPOSED ORDINANCE NO.159, The motion carried. Mayor Clarke called upon the City Clerk to read Ordinance No.159,by title only for the second reading. City Clerk Kathleen Connelly,read asfollows: ORDINANCE NO.159,AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,AMENDING THE ZONING ORDINANCE BY AMENDING THE ZONING MAP CHANGING THE ZONING DISTRICT CLASSIFICATION IN REZONING CASE PZ-16-82 FROM GR GENERAL RURAL TO CB -2 GENERAL BUSINESS ZONE;REPEALING ANY CONFLICTING PROVISIONS;PROVIDING FOR SEVERABILITY; AND PROVIDING FOR PENALTIES. Councilman Steelsmith MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, THAT ORDINANCE NO.159,AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,AMENDING THE ZONING ORDINANCE BY AMENDING THE ZONING MAP CHANGING THE ZONING DISTIRCT CLASSIFICATION IN REZONING CASE PZ-16-82 FROM GR GENERAL RURAL TO CB -2 GENERAL BUSINESS ZONE;REPEALING ANY CONFLICTING PROVISIONS;PROVIDING FOR SEVERABILITY;AND PROVIDING FOR PENALTIES, BE AND HEREBY IS,APPROVED AND ADOPTED FOR THE FOLLOWING REASONS: A."THOSE REASONS AS SET FORTH BY THE PLANNING AND ZONING COMMISSION WHICH ARE HEREBY ADOPTED BY REFERENCE." BE IT FURTHER RESOLVED THAT THIS ORDINANCE SHALL NOT BECOME EFFECTIVE UNTIL AFTER THIRTY (30)DAYS FOLLOWING THE APPROVAL BY THE CITY COUNCIL AND AFTER THE APPLICANTS HAVE DELIVERED TO THE CITY EXECUTED QUIT CLAIM DEEDS FOR THE SUBJECT PROPERTY RIGHT-OF-WAY FRONTAGE IN ACCORDANCE WITH THE CITY STREET CLASSIFICATION PLAN. NEW BUSINESS ACCEPTANCE OF OFFSITE IMPROVEMENTS- SAFEWAY PROJECT )Director of Public Works Rich Broman,briefed the Council on these improvements on Meridian Road, and the next item which pertains to offsite street improvements on the west side of Ironwood Drive and horth of Superstition Boulevard,both of which have been approved by the City Engineer in compliance with the City Street System. Councilman Eidson MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT THE STREET IMPROVEMENTS FOR THE EAST HALF OF MERIDIAN DRIVE EXTENDING FROM HIGHWAY 60/70 TO 635 FEET SOUTH ARE HEREBY ACCEPTED AND APPROVED,BEING FOUND BY THE CITY ENGINEER TO BE IN COMPLIANCE WITH THE APPROVED PLANS AND SPECIFICATIONS,AND ARE ACCEPTED IN TO THE. CITY STREET SYSTEM. Vice Mayor Hill seconded the motion. BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT THOSE STREET IMPROVEMENTS FOR THE WEST SIDE OF IRONWOOD DRIVE RUNNING FROM 205 FEET TO 330 FEET NORTH OF THE MONUMENT LINE OF SUPERSTITION BOULEVARD ARE HREBY ACCEPTED AND APPROVED,BEING FOUND BY THE CITY ENGINEER TO BE IN COMPLIANCE WITH THE APPROVED PLANS AND SPECIFICATIONS,AND ARE ACCEPTED IN TO THE CITY STREET SYSTEM. Councilman Damiano seconded the motion. VOTE:Unanimous The motion carried. PROPOSED RESOLUTION NO.82-62, SOIL STUDY )Director of Planning Joe Gero,briefed the Council,stating that the Associate Planner Chuck Newcomer has discovered that the Soil Conservationists have been doing soil studies, with the exceptionof certain areas south of the City.Mr.Gero explained that this resolution is a request that a sOil study be conducted in this township in the areas notpreviouslyincluded. Councilman Da\miano asked where this township is located. Mr.Gero stated that i t is one mile south of Baseline Road, and six miles wide. Councilman Damian()MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT RESOLUTION NO.82-62,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,REQUESTING THAT THE SOIL CONSERVATION SERVICE OF THE UNITED STATES DEPARTMENT OF AGRICULTURE PERFORM A SOIL SURVEY FOR CERTAIN LANDS IN THE APACHE JUNCTION AREA,BE AND HEREBY IS APPROVED AND ADOPTED. Vice Mayor Hill seconded the motion. VOTE:Unanimous The motion carried. SPECIAL MEETING FOR NOVEMBER 8,1982) )Vice Mayor Hill MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT A SPECIAL MEETING BE HELD IN THE CITY HALL COMPLEX ON NOVEMBER 8,1982, AT 7:00 P.M. Councilman Damiano seconded the motion. VOTE:Unanimous The motion carried. SPECIAL MEETING ON WORK SESSION,NOVEMBER 1, 1982 AND WORK SESSION,EXECUTIVE SESSION,NOVEMBER 2, 1982 )Councilman Hudson MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT A WORK SESSION BE HELD IN THE CITY HALL COMPLEX ON NOVEMBER 1, 1982, AT 7:00 P.M. Vice Mayor Hill seconded the motion. VOTE:Unanimous The motion carried. Councilman Eidson MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT A WORK SESSION AND AN EXECUTIVE SESSION BE HELD IN THE CITY HALL COMPLEX ON NOVEMBER 2, 1982, AT 6:00 P.M. Councilman Hudson seconded the motion. VOTE:Unanimous The motion carried. INFORMATION AND REPORTS (COUNCIL LIAISON REPORTS) Councilman Damiano announced that there will be a Veteran's Memorial Park meeting Thursday,October 21,1982, at 7:00 p.m.,in the Community Services Building. Councilman Steelsmith reported that there will be a Planning and Zoning Commission meeting to work on the new Zoning Ordinance,on Tuesday, October 26, 1982, at 7:00 p.m.,in the Council Chambers. REQUESTS OF COUNCIL Vice Mayor Hill stated that he felt that the Airport Commission is doing a good job in their work on the proposed airport. Councilman Eidson requested that Council action on the creation of a committee to work for the extension of the Superstition Freeway eastward to Apache Junction be placed on the agenda for November 2, 1982,including the appointment of individuals to serve on this committee. Councilman Eidson also expressed his support for Proposition PC210, and asked for the Council support. Vice Mayor Hill and Councilman Damiano agreed.Vice Mayor Hill also supported the need for a Freeway Committee.
