SPECIAL MEETING
JANUARY 21,1982
The special meeting of the City Council of the City of ApacheJunction,Arizona,was held on January 21,1982,at the Apache
Junction Council Chambers pursuant to the notice required by law.
CALL TO ORDER
Mayor Clarke called the meeting to order at 7:00 p.m.

GENERAL PLAN
Mayor Clarke stated that the Planning and Zoning Commission voted
on the proposed General Plan,with the result of four in favor and two
opposed.Mayor Clarke charged all members of Boards and Commissions to
conduct themselves in a business -like and professional manner.
City Attorney,David Alexander,informed the Council of therequirementsforthe General Plan:

1)There must be a circulation (map)showing where the streets are and
where the proposed streets are located.
(2)A land use element:what the distribution of housing will be,industry,agriculture,public buildings,public grounds, thepopulationincertainareas.This should be a map which will
be used as a standard for subsequent zoning ordinances andsubdivisionordinances.I f a zoning ordinance does not followthe General Plan,i t is in violation of the General Plan,and thefirststep would be to amend the General Plan.
Mr.Alexander stated that the City of Apache Junction has never
been required to sign a subdivision plan.One is now necessary.
Mr.Alexander stated that the State law requires the City to have
a subdivision regulation and suggested that a temporary subdivision
ordinance be drawn up until the adoption of a General Plan.
Mayor Clarke MOVED THAT BE IT RESOLVED
should not be abandoned.
Mr.Alexander informed the Council that citizens are being told thatHighway 88 will be abandoned,and their access being changed.
Councilman Steelsmith stated that possibly there was another solution
to the problem,instead of abandoning Highway 88.
Acting City Manager,Bill McDaniel,stated that people had been
requesting approval for development along Highway 88 and they have beentoldthat Highway 88 may be abandoned.Mr.McDaniel informed the
Department of Public Works that this will be controversial and should
defer mentioning the possibility to citizens.
Mr.McDaniel stated that anyone wishing to develop in the area of
Highway 88 should be able to continue with the present guidelines and
requirements.
Mr.Alexander stated that he had spoken with Mr.Dave Naugle
regarding the Palm Springs Water Company rates and was advised by
Mr.Naugle that if a rehearing is requested and granted, there is abigchancethatthe water rates will be increased,as the chance isthat they will be lowered.
Acting City Manager,Bill McDaniel,stated that a copy of a
conversation with Mr.Naugle and a letter from him was provided to
Mr.Richard Taylor.The cost to obtain a rehearing would be extensive
and citizens may object to City funds being used for one group of people.
Councilman Hudson stated that the City Attorney could be working
on this one matter for possibly six months.
Councilman Damiano stated that the Council has to do something
regarding this matter.
Vice Mayor Hill MOVED THAT BE IT
RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,
ARIZONA,THAT DIRECTION BE GIVEN TO THE CITY MANAGER TO CONTACT THE
PUBLIC WORKS AND PLANNING DEPARTMENTS TO INFORM THEM TO NOT ADVISE
PEOPLE ON CLOSING OF HIGHWAY 88 AND NOT LET IT MAR REZONINGS.
Councilman Hudson seconded the motion.
VOTE:Unanimous
The motion carried.
Mayor Clarke adjourned the meeting at 8:50 p.m.
