JULY 20,1982
The regular meeting of the City Council of the City of Apache Junction,
Arizona,was held on July 20,1982, at the Apache Junction Council Chambers
pursuant to the notice required by law.
CALL TO ORDER
Mayor Clarke called the meeting to order at 7:00 p.m..

Councilman Eidson MOVED THAT BE IT RESOLVED
BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT
THE CITY COUNCIL HOLD A SPECIAL MEETING ON FRIDAY,JULY 23,1982, AT 6:00 P.M..
Councilman Damiano seconded the motion.

PROPOSED ORDINANCE NO.129,
MATOUSEK (Second Reading)
)Director of Planning Joe Gero informed the
Council that the Development Coordinating Committee recommends that the
rezoning application be amended from CB -2 to CB -1 zone.
Councilman Shanks MOVED THAT BE IT RESOLVED
BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT
ORDINANCE NO.129 BE AMENDED TO DELETE ALL REFERENCE TO "CB -2 GENERAL BUSINESS
ZONE"AND INSERT IN LIEU THEREOF IN ALL SUCH PLACES THE TITLE "CB -1 LOCAL
BUSINESS ZONE."
Councilman Damiano disagreed,stating that
no one would wish to build a home that close to Apache Trail,and that the
area is not appropriate for anything but businesses.
Councilman Hudson commented that there had
been no objections from the residents in the surrounding area.
Councilman Steelsmith stated that he did
not object to commercial use in the area,only uncontrolled uses which CB -1
and CB -2 allows without planned development.

ENTIRE ORDINANCE BE WAIVED.

LIBRARY BOARD (First Reading)
public.Mayor Clarke opened the hearing to the
City Manager J.James Tuvell reminded
the Council and public that in February of 1982,the City of Apache Junctionobtainedthe Apache Junction Library,which has been in existence for 20
years in Apache Junction.Mr. Tuvell stated that two ordinances will be
presented to the City Council,one to establish the Library Board and the
second to establish the Office of the Library.
Mayor Clarke asked i f there was anyone
who wished to speak in favor of or in opposition to the application.There
being no one wishing to address the Council,Mayor Clarke closed the hearing
to the public.

City Manager James Tuvell explained that
a "Consent Agenda"is a tool whereby the Council can dispose of routine
business in a quick manner,still giving the Councilmembers the opportunity
to pull any item they wish to discuss separately.Mr.Tuvell informed the
Council that this form of agenda is used successfully by many cities.
Mayor Clarke asked i f there was anyone
who wished to speak in favor of or in opposition to the application.There
being no one wishing to address the Council,Mayor Clarke closed the hearing
to the public.

ADOPTION OF GENERAL PLAN )
)Director ofPlanning Joe Gero,informed thepublicthatin September 1981,the Coundil directed the staff to draft a GeneralPlan,which was accomplished through many processes.Mr.Gero further stated
Mr.Dick Hogue,Jr.,2223 N. Al Sieber,
Apache Junction,representing the Superstition Horseman's Association,requested
that the Council accept the General Plan as presented.
Mr.Mike Kovacs,710 S.Lawson, ApacheJunction,expressed his approval of the overall proposed General Plan,but
that a few minor changes may be necessary.
Councilman Steelsmith MOVED THAT BE IT
RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,
THAT RESOLUTION NO.82-01,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE
CITY OF APACHE JUNCTION, ARIZONA,ADOPTING THE APACHE JUNCTION, ARIZONA,GENERAL
PLAN,ENTITLED "APACHE JUNCTION:2001,APACHE JUNCTION, ARIZONA,GENERAL PLAN,"
WHICH INCLUDES,BUT IS NOT LIMITED TO, A LAND USE ELEMENT,INCLUDING THE LAND USE

Councilman Shanks seconded the motion.
Councilman Hudson expressed his feeling that
the proposed General Plan presents,in some ways, too many changes for theCity of Apache Junction too quickly and may not make the best use of the land
or make i t difficult for people to use their land as they desire.
Councilman Damiano agreed.
Councilman Eidson asked the City Manager
and Director of Planning how imperative i t is for the General Plan to go intoeffect at this time.
City Manager James Tuvell stated that forthe correct growth of the City,a General Plan is very important and should not
be postponed.He also explained that i t is required by State law.
Councilman Steelsmith stated that the General
Plan is a necessity for the City of Apache Junction in order to resolve our many
problems.
VOTE:Unanimous
The motion carried.
Mayor Clark recessed the meeting.
Mayor Clarke reconvened the meeting at 8:35 p.m..

the Council that several companies were contacted,and in addition an ad was
published in the Mesa Tribune and Arizona Business Gazette inviting bidproposals.,Mr.Broman stated that one bid was submitted from R.R.& R.R.Evans.

BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT THE
PROPOSAL BY R.R & R.R.EVANS AS RECEIVED ON JULY 12,1982,FOR THE CITY OF
APACHE JUNCTION,PROJECT NO.PW-82-5 (BIDS FOR FUEL)IN THE AMOUNT OF .949ct A
GALLON FOR 10,000 GALLONS OF #2 DIESEL,AND $1.269 A GALLON OF UNLEADED FUEL, BE

INFORMATION AND REPORTS
(COUNCIL LIAISON REPORTS)
Councilman Steelsmith welcomed the newly appointed Planning and Zoning
Commission members on board.
Councilman Damiano informed the Council that the Airport meeting has been
cancelled.
Councilman Eidson reported on the Board of Adjustment meeting.
Mayor Clarke welcomed the new Librarian to Apache Junction.
City Manager Tuvell informed the Council that the new Library sign is
presently being designed and will be similar to the other signs presently
located on City property.
Councilman Steelsmith MOVED THAT BE IT
RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,
THAT DIRECTION BE GIVEN TO THE CITY MANAGER AND STAFF TO RESEARCH "PERFORMANCE
ZONING"AND TO PRESENT THEIR FINDINGS TO THE COUNCIL WITHIN 60 DAYS.
Councilman Shanks seconded the motion.
VOTE:Unanimous
The motion carried.
REQUESTS OF COUNCIL
Councilman Shanks requested that action be taken on the appointment of the
City Board of Health.
Vice Mayor Hill MOVED THAT BE IT RESOLVED BY
THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT THE CITY
MANAGER BE GIVEN DIRECTION TO CHECK INTO A TIME CLOCK SYSTEM FOR EMPLOYEES.
Councilman Eidson seconded the motion.
