HomeMy WebLinkAbout1983-04-07 City Council Special MinutesCITY COUNCIL SPECIAL MEETING APRIL 7, 1983 The special meeting of the City Council of the City of Apache Junction,Arizona,was held on April 7, 44983, at the Apache Junction City Council Chambers pursuant to the notice required by law. CALL TO ORDER Mayor Clarke called the meeting to order at 6:32 p.m. ROLL CALL Councilmen Present Councilman Eidson,Councilman Steelsmith,Councilman Shanks, Vice Mayor Hill,Mayor Clarke Councilman Absent:Councilman Damiano Staff Present:City Manager J.James Tuvell,Jr. Deputy City Clerk Lori V.Clark PROPOSED RESOLUTION NO.83-13, REQUESTING DEFEAT OF SB1072 ) )City Manager James Tuvell stated that asthisis an emergency special meeting,without the required 24 hours postednotice,the Council needs to read a motion declaring this a special meeting on an emergency basis. Councilman Steelsmith MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA, THAT A SPECIAL MEETING BE HELD APRIL 7, 1983, AT 6:30 P.M.,IN THE CITY COUNCIL CHAMBERS,ON AN EMERGENCY BASIS, AS ACTION MUST BE TAKEN BY THE COUNCIL BEFORE THE LEGISLATURE TAKES ACTION ON SENATE BILL #1072. Vice Mayor Hill seconded the motion. VOTE:Unanimous The motion carried. Mr.Tuvell explained that this resolution is requesting the defeat of Senate Bill 1072 in the Legislature. Mayor Clarke stated that the Bill sets a bad precedence by violating local control,and is unconstitutional,and that i teffectsnotonly Apache Junction but other cities also. Vice Mayor Hill felt that the public should have been notified of this situation earlier. Ma or Clarke informed the Council that Mayor Clarke read letters from the Department of Transportation,Aeronatics Division,and Barry Goldwater, both endorsing the proposed airport prior to the controversy. Vice Mayor Hill suggested that theseletterbepublicized. Mayor Clarke asked the City Manger i f there was a document submitted by the State, giving the City a grant for the proposed airport. City Manager Tuvell stated that there was a document to that affect. Councilman Eidson MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION, ARIZONA,THAT RESOLUTION NO.83-13,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF TH CITY OF APACHE JUNCTION, PINAL COUNTY,ARIZONA,OPPOSING SB1072 AND CALLING FOR THE LEGISLATURE OF THE STATE OF ARIZONA TO DEFEAT SB1072, BE AND HEREBY IS ADOPTED AND APPROVED. VOTE:Unanimous The motion carried. Vice Mayor Hill seconded the motion. 'ADJOURNMENT )Vice Mayor Hill MOVED THAT BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,THAT THE MEETING BE ADJOURNED AT 6:50 P.M.
