Mayor Wilson called the city council special meeting to order at 7:00 P.M.

1. 23-250 Presentation and discussion with the mayor and city council on the Fiscal
Year 2023-2024 budget, classification and compensation plan for city
employees, and the Public Safety Personnel Retirement System
(PSPRS) Pension Funding Policy.
City Manager Bryant Powell announced a draft balanced budget is being presented tonight. He
introduced Finance Director Leslie DeReche to present the overall budget.
Finance Director Leslie DeReche shared the sales tax activity remains positive, as well as our
state shared revenues. This budget includes an employee compensation adjustment, and the
capital projects are expected to proceed as planned with use of general fund and special
revenue funds. A summary of the general fund was presented and a pie chart explaining the
general fund revenues, expenditures and special revenue funds. She also shared a breakdown
of the expected projects to be completed in Fiscal Year 2023-2024. (FY 2023-2024) A recap of
some of the completed capital projects for the current fiscal year was shared. FY 2023-2024 will
include improvements and updates for Information Technology, Public Safety equipment and
facilities, Parks and Recreation facilities and infrastructure, Public Works fleet and HVAC
upgrades, as well as maintaining a healthy control of the City's contingency funds.
Human Resource Director Anna McCray presented the Fiscal Year 2023-2024 Classification
and Compensation Plans for city employees and sworn officers. She explained the
adjustments proposed as well as some of the classification title changes.
City Manager Bryant Powell wrapped up these presentations with a reminder that this is the first
step in the budget approval process, and public hearings will be held at future meetings.

Mayor Wilson adjourned the meeting at 7:22 P.M.
