A. CALL TO ORDER
Mayor Wilson called the meeting to order at 7:03 p.m.
B. INVOCATION AND PLEDGE OF ALLEGIANCE
Vice Mayor Rizzi gave the invocation and Councilmember Evans led the meeting attendees in
the Pledge of Allegiance.

D. CONSENT AGENDA
Vice Mayor Rizzi moved,seconded by Councilmember Nesser to approve the Consent Agenda.

1. 22-803 Consideration of acceptance of agenda.
2. 22-804 Consideration of approval of minutes of the regular meeting of
December 6, 2022.

3. 22-809 Consideration of approval to enter into an agreement with Southern
Counties Oil Company, DBA SC Fuels in the amount of$800,000.00 for
one year, with the option to renew for up to four additional one-year
periods.
E. AWARDS, PRESENTATIONS AND PROCLAMATIONS
Mayor Wilson announced Item F., "Regional Intergovernmental Updates"would be moved up on
the agenda at this time, and asked if any councilmembers had any updates to provide. No
comments were given from councilmembers. Mayor Wilson had an announcement, which is
noted below under Item F., "Regional Intergovernmental Updates".
Mayor Wilson returned to the"Awards, Presentations and Proclamations"on the agenda by
stating at this time he would like to acknowledge the outgoing council members.
4. 22-762 Presentation of plaque to Vice Mayor Rizzi acknowledging her years of
service to the City of Apache Junction.
Mayor Wilson requested Vice Mayor Rizzi meet him in front of the dais. He presented Vice
Mayor Rizzi with her name plate, portrait and plaque, and thanked her for her many years of
service to the City.
Councilmembers thanked Ms. Rizzi for her encouragement to each of them, and for her time
and services on the various boards, commissions and city council.
Vice Mayor Rizzi thanked the community who elected her. She expressed her appreciation and
gratitude to staff, and the honor and privilege it has been to serve. She also gave a special
acknowledgment and thank you to her husband, as her"biggest supporter and fan!"
Ms. Rizzi took a seat in the audience.
5. 22-761 Presentation of plaque to Councilmember Evans acknowledging her
years of service to the City of Apache Junction.
Mayor Wilson requested Councilmember Evans meet him in front of the dais. He presented her
with her name plate, portrait, and plaque. He acknowledged and thanked her for her support and
dedication to the community and citizens.
Councilmembers thanked Ms. Evans for her knowledge and the sharing of it with each of them,
as well as her many years of serving on the city's boards, commissions and council.
Councilmember Evans thanked the community that elected and supported her over the years.
She thanked the staff for their support and friendships. She also expressed the gratitude she
has for such educated individuals that fill the positions on city staff.
City Manager Bryant Powell shared his appreciation to both Vice Mayor Rizzi and
Councilmember Evans, and their families. He mentioned the many accomplishments they
brought to the community, as well as a multitude of programs and amazing projects. A slide
was presented with numerous events they had both participated in over the years. He listed the
various commissions they each held a seat on prior to serving on Council, and gave attention to
the specific heart felt topics they each enhanced by their involvement.

Mayor Wilson expressed his appreciation to each of the outgoing members, and thanked them
for the support they gave him to lead the council.
Ms. Evans took a seat in the audience.
6. 22-763 Oath of Office and seating of newly elected mayor and councilmembers.
As required by law, the city clerk will administer the oaths of office to
Mayor-elect Wilson and Councilmembers-elect Cross, Schroeder and
Soller.
Mayor Wilson explained at this time the Oaths of Office and seating of the newely elected Mayor
and city council members would be conducted. He called upon City Clerk, Jennifer Pena.
Mayor Elect Wilson took his Oath of Office, was presented with a Certificate of Election and
obtained a seat at the dais.
Councilmember Elect Cross took his Oath of Office,was presented with a Certificate of
Election and obtained a seat at the dais.
Councilmember Elect Schroeder took his Oath of Office,was presented with a Certificate of
Election and obtained a seat at the dais.
Councilmember Elect Soller took his Oath of Office,was presented with a Certificate of Election
and obtained a seat at the dais.
Councilmember Cross thanked all those who supported him through the election process and
who put their faith in him to lead the City in a positive way.
Councilmember Schroeder thanked everyone for their support of his re-election and he is
looking forward to the next 4 (four)years.
Councilmember Soller thanked everyone that voted for him and looks forward to the next 4 (four)
years. He thanked his family for their support.
F. REGIONAL INTERGOVERNMENTAL UPDATES
Mayor Wilson informed that on December 16, 2022, he attended the inaugural ceremony of new
members for the Salt River Pima-Maricopa Indian Community, (SRPMIC).At this ceremony
recognition was also given to the outgoing members for their service. This was a very
impressive ceremony, as they sang the National Anthem in their native language. He mentioned
this election brought forth many young individuals that ran for office and were elected.Also in
attendance at the event was the newly elected Arizona Governor, Katie Hobbs.
G. CITY MANAGER'S REPORT
City Manager Bryant Powell announced the retirement of Public Works Director Mike Wever.
The new Public Works Director, Ted Wolff,will be starting soon and will be introduced at the
next council meeting.

7. 22-764 Consideration of nomination and selection of vice mayor as required by
City Code § 2-2-2.
Mayor Wilson called upon City Clerk Jennifer Pena,who explained the process of nominating
and selecting the vice mayor as required by city code.
Mayor Wilson asked for a motion to open nominations for the office of vice mayor.
Councilmember Soller moved,seconded by Councilmember Nesser that nominations for the
office of vice mayor be opened.
Motion passed 7 - 0
Mayor Wilson asked for nominations for vice mayor.
Councilmember Heck nominated Councilmember Schroeder for the office of vice mayor.
Mayor Wilson asked if there are any other nominations.

Councilmember Nesser moved,seconded by Councilmember Heck to close nominations for the
office of vice mayor.
Motion passed 7 - 0
City Clerk Jennifer Pena informed a motion is now necessary for the nomination of
Councilmember Schroeder as vice mayor along with a second.
Councilmember Soller moved,seconded by Councilmember Nesser to select Councilmember
Schroeder as vice mayor.

8. 22-765 Discussion and designation of acting mayor in accordance with Apache
Junction City Code Section 2-2-3 Acting Mayor. This item allows the
council to designate one of its members to be acting mayor during the
absence of both the mayor and vice mayor. The person will be able to
conduct meetings and act in the event of emergency situations.
City Clerk Jennifer Pena introduced the process of designating an acting mayor.She also
explained the purpose and duties of acting mayor.
Mayor Wilson asked for a motion for acting mayor.
Vice Mayor Schroeder moved,seconded by Councilmember Johnson that Councilmember Nesser
be designated as acting mayor according to Apache Junction City Code section 2-2-3 for the time
period beginning January 3,2023 and ending January 7,2026.
Motion passed 7 - 0
9. 22-766 Discussion and designation of city council check signatories. City checks
require the signature of a city council member in addition to that of the
city clerk.
City Clerk Jennifer Pena informed that city code requires all city checks have 2 signatories in
addition to the City Clerk.
Mayor Wilson asked for a motion.
Councilmember Soller moved,seconded by Councilmember Nesser that Mayor Wilson and Vice
Mayor Schroder be designated as city check signers in addition to the city clerk.
Motion passed 7 - 0
K. COUNCIL DIRECTION TO STAFF
L. CALL TO PUBLIC
Catherine Meek, 1327 S. Belair Road,Apache Junction shared upcoming events to be offered at
the Superstition Mountain Museum. She encouraged attendance on January 28th and 29th for
the Native American Festival,which will include hoop dancers and other Native American
presenters. There is a fee of$ 10.00 for this event.
George Schroeder, 2444 W.Virginia Street,Apache Junction commented on fencing materials,
trash behind fences, and the current garbage contract.

Mayor Wilson adjourned the meeting at 7:46 p.m.
