Mayor Wilson called the meeting to order at 7:03 p.m.
B. INVOCATION AND PLEDGE OF ALLEGIANCE
Councilmember Heck gave the invocation and Councilmember Schroeder led the meeting
attendees in the Pledge of Allegiance.

2. 22-389 Consideration of approval of minutes of the regular meeting of June 21,2022.
3. 22-349 Acknowledge receipt of the Annual Report of the Apache Junction Public
Library Board of Trustees for 2021-2022 Fiscal Year.
4. 22-361 Discussion and consideration for approval of Fiscal Year 2022-2023 Health
and Human Services funding contracts between the City of Apache Junction
and the Superstition Community Food Bank in the amount of$30,000, the
Boys and Girls Club of the Valley in the amount of$11,580, the Genesis
Project in the amount of$22,800, A New Leaf in the amount of$5,760,
Apache Junction Community Development Corporation in the amount of
$6,260 and the Salvation Army in the amount of$3,600.
E. AWARDS, PRESENTATIONS AND PROCLAMATIONS
5. 22-396 Presentation of proclamation declaring the month of July, "Parks and
Recreation Month."
Mayor Wilson presented Liz Langenbach and other Parks and Recreation staff with a
proclamation recognizing July as Parks and Recreation Month.
F. REGIONAL INTERGOVERNMENTAL UPDATES
Mayor and Council updates:
Councilmember Schroeder announced the recent Central Arizona Government(CAG) meeting
he attended. He stated they passed the budget and announced there is$15 million for State
Route 24 expansion and$15 million for the North South corridor assessment. The Pinal County
road tax will be on the fall ballot as Proposition 469. CAG also just completed a 2018 audit which
was very positive.
Councilmember Heck expressed his thanks and appreciation for Monday's 4th of July event that
the Parks and Recreation staff worked so diligently on and to Chief Pooley for the organizations
that participated and the presence of public safety officers.
G. CITY MANAGER'S REPORT
6. 22-391 City Manager's Report.
City Manager Bryant Powell commented briefly on the public safety and economic development
items on the agenda. He also commented on the city's long history of believing in recreation
over incarceration. By providing quality and numerous events through the Parks and Recreation
Department, which has been supported by the city council, has provided several opportunities
for the city's youth to find career paths, show a variety of opportunities that are available to them,
and help them achieve their goals.
He announced the recent retirement notices given by the Economic Development Director
Janine Solley and Human Resource Director Liz Riley.
7. 22-390 Announcement of current events.
Public Information Officer Al Bravo commented on the successful 4th of July fireworks show

sponsored by Republic Services along with Arizona Water Company, Superstition Mountain
Community Facilities District, and Superstition Fire and Medical District.
The community garden will host an event at Horizon Health and Wellness on Saturday, July 9,
2022 from 10:00am to Noon.
There will be a public meeting on the Weekes Wash Detention Facility on Thursday, July 7,
2022, at 4:00pm at the Multi-Generational Center.
Chief Pooley made a brief announcement on the city's police patch for their uniforms.
Councilmember Johnson announced Pinal County will be hosting a career fair from 10:00am to
1:00pm July 16, 2022.
H. PUBLIC HEARINGS
8. 22-367 Presentation, discussion and public hearing on Resolution 22-02, declaring as
a public record that certain document filed with the city clerk entitled"2022
Apache Junction City Code, Vol. 11, Land Development Code, Chapter 7:
Development Fees."
Planner Kelsey Schattnik provided an update on item 22-367 and 22-369; changes to the
Apache Junction City Code Vol. II Land Development Code, Chapter 7: Development Fees. The
process started several months ago and the city contracted with TischlerBise to document land
use assumptions, prepare the Infrastructure Improvements Plan (hereinafter referred to as the
"IIP"), and update development fees pursuant to Arizona Revised Statutes("ARS") § 9-436.05
(hereafter referred to as the"Enabling Legislation"). Municipalities in Arizona may assess
development fees to offset infrastructure costs to a municipality for necessary public services.
The development fees must be based on an Infrastructure Improvements Plan and Land Use
Assumptions.
The proposed development fees are displayed in the Development Fee Report. Development
fees are one-time payments used to construct system improvements needed to accommodate
new development.The fee represents future development's proportionate share of infrastructure
costs. Development fees may be used for infrastructure improvements or debt service for
growth related infrastructure. In contrast to general taxes, development fees may not be used
for operations, maintenance, replacement, or correcting existing deficiencies.This update of
Apache Junction's Infrastructure Improvements Plan and associated update to its development
fees includes the following necessary public services:
1. Library Facilities
2. Parks and Recreational Facilities
3. Police Facilities
4. Street Facilities
This plan includes all necessary elements required to be in full compliance with SB 1525.
Mayor Wilson opened the public hearing, receiving no comments, he closed the public hearing.
9. 22-369 Presentation, discussion and public hearing on Ordinance No. 1521,
amending the Apache Junction City Code, Vol. II, Land Development Code, by
repealing Chapter 7: Development Fees in its entirety; and adopting by
reference a new Chapter 7: Development Fees; establishing an effective date
and revolving sixty month review period; repealing any conflicting provisions;

and providing for severability.
Discussion was conducted under item No. 8, 22-367.

J. NEW BUSINESS
10. 22-386 Presentation and discussion on the Public Works' Fiscal Year 2022-2023
Capital Improvement and Street Maintenance Plan.
Public Works Manager Shane Kiesow and Public Works Director Mike Wever presented the
2023 Street Capital Improvement Maintenance Plan. The plan provided an updated 2022 street
inventory, remaining service life of the various streets, capital maintenance projects and new
capital construction, along with other projects such as curb installations, sidewalks, storm drain
extensions and time frames for those projects.
This item will be on the July 19, 2022, council agenda for consideration.
11. 22-387 Presentation and discussion of agreement with Roadway Electric, LLC for
traffic signal repair services through the City of Mesa Cooperative Contract
#2022146,for one(1)year in an amount not to exceed$400,000.00 with an
option to renew annually and not to exceed five (5) years.
Public Works Manager Shane Kiesow and Public Works Director Mike Wever presented
information on the Roadway Electric agreement for material and services for
emergency/unplanned repairs of the city's traffic signals and street lighting.This agreement
utilizes the Mesa's cooperative contract number 2022146 and is for one year with an optional
one(1)year renewal, not to exceed a total of five(5)years.The maximum annual amount over
the life of this agreement is not to exceed$400,000 with no minimum, or maximum number of
purchases guaranteed being made by the city.
The item will be on the July 19, 2022, council consent agenda for consideration.
K. COUNCIL DIRECTION TO STAFF
L. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES
12. 22-392 Executive Session at 6:00 P.M.for Monday, July 18, and Executive Session at
6:00 P.M.for Tuesday, July 19, in the city council conference room located at
300 E. Superstition Boulevard in Apache Junction,Arizona and other meetings
scheduled if necessary.
Councilmember Evans moved,seconded by Councilmember Nesser that an Executive Session at
6:OOpm for Monday,July 18,and Executive Session at 6:OOpm for Tuesday,July 19,2022 be held
in the city council conference room located at 300 E.Superstition Boulevard in Apache Junction,
Arizona and other meetings scheduled if necessary.
