CALL TO ORDER Mayor called the meeting to order at 7:03 p.m. B. INVOCATION L ALLEGIANCE Vice Mayor Rizzi gave the invocation and Councilmember Heck led the meeting attendees in the Pledge of Allegiance. C. E. AWARDS, PRESENTATIONS AND PROCLAMATIONS F. REGIONAL INTERGOVERNMENTAL UPDATES 3. 22-461 Brief summary of intergovernmental updates from mayor and councilmembers. City Council had no updates for the evening. G. CITY MANAGER'S REPORT 4. 22-462 City Manager's Report. City Manager Bryant Powell commented briefly on his trip to Ecuador. He announced the city clerk did visit all of the city's polling locations to check on the election. He announced August is the kick-off for the Board and Commission application process. Mr. Powell introduced Chief Pooley who then introduced Johnny John,the new Commander for the Apache Junction Police Department. 5. 22-477 Presentation and discussion with Chief Michael Pooley introducing Police Commander Johnny John. Police Chief Michael Pooley introduced Johnny John,the new Commander for the Apache Junction Police Department. He stated Commander John is from Pima Arizona and spent the last 24 years in the Tempe Police Department. 6. 22-460 Announcement of current events. Public Information Officer Al Bravo provided the following announcements: -Apache Junction was severely hit with a monsoon Thursday, July 28th.The city received aid from the city of Mesa and Tempe Fire Departments, Superstition Mountain Fire and Medical along with the city's police department were on several scenes managing rescues as well.A brief video was presented of a major rescue by the Apache Junction Police Department with a woman trapped in her car which was stuck in a wash with water rushing and burying the car. She was rescued with no injuries. -Free Dump Week is August 8th through the 13th for city residents. H. PUBLIC HEARINGS I. OLD BUSINESS J. NEW BUSINESS City of Apache Junction,Arizona Page 2 City Council Meeting Meeting Minutes August 2,2022 7. 22-464 Presentation and discussion of a professional services agreement with DFDG Architecture to perform a comprehensive space needs assessment in an amount of$176,300.00, plus a contingency of $20,000.00, for a total amount not to exceed $196,300.00. Assistant City Manager Matt Busby introduced Sue Billings with Elevated Design Studio. She is the project manager for this study, she will address what the study is for, and how this will benefit the city as it moves forward the next several years. Ms. Billings stated It has been over 20 years since the last campus master plan effort and 20 years since the last significant capital projects(AJ Multi-generational Recreation Center and City Hall). Currently,the city has facilities that are past their useful life and pressing space needs in specific departments.The population boom that is anticipated in the next 2-10 years with the addition of 10,500 households will have a further impact on city services, facilities, and staffing. The space needs analysis shall consider not only the organizational growth that has already occurred over the past 20 years, but the anticipated growth in the next 5, 10, and 20+years. It is necessary for the City to understand these space needs so the city can proactively create an informed Master Plan and associated capital plan moving forward. City staff have chosen DFDG Architects to conduct a comprehensive space needs analysis that will serve as the business case and guiding document for a subsequent Master Plan effort.The City will utilize the Arizona Department of Administration (AA)Annual Professional Services List for these services;thus,fulfilling procurement procedures. Staff is recommending a professional services agreement be awarded to DFDG Architecture in an amount not to exceed$176,300, plus a city-controlled contingency of$20,000 to provide for future unforeseen change orders to the contract for a grand total not to exceed$196,300. 8. 22-467 Presentation and discussion on proposed Resolution No.22-28, authorizing the City of Apache Junction to enter into an intergovernmental agreement with Arizona Department of Transportation for federal funds in the amount of$2,436,000.00 for street light improvements on Apache Trail from Palo Verde Drive to State Route 88 and on Superstition Boulevard from Meridian Drive to State Route 88. Project Engineer Raquel Schatz provided a summary of the project, a timeline, and funding sources. The city requested funds from Maricopa Association of Governments WAG".The Highway Safety Improvement Program ( SIP) is a program that is focused on improving road safety.The MAG region has submitted successful project applications for projects utilizing HSIP an average of$12 million in each fiscal year.All state and local projects are selected on the same funding levels with priority going to the projects with the highest benefit to cost ratios. This project includes installation of streetlights in the areas where there are no street lights in the area of Apache Trail from Palo Verde Drive to SR88 and on Superstition Boulevard from Meridian Drive to SR88.The city's financial contribution is$30,000 with the federal contribution at$2,436,000. Parks and Recreation Director Liz Langenbach provided information on the Superstition Shadows Aquatic Center pool slide deck and repairs. The pool slides and play features at the Superstition Shadows Aquatic Center are 20 year old amenities.The top deck of the slide and the slide stairs need to be replaced and structurally fabricated/installed by a qualified contractor. City staff have selected Shasta Industries Inc. ("Shasta")to perform the necessary work.The City will utilize Cooperative City of Scottsdale Job Order Contract No. 2018-136-COS-A2; thus fulfilling procurement and open market procedures. Staff is recommending a professional services agreement be awarded to Shasta in an amount not to exceed$109,000. K. COUNCIL DIRECTION TO STAFF L. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES 11. 22-463 Executive Session at 6:00 P.M. for Monday, August 15, and Executive Session at 6:00 P.M. for Tuesday, August 16, in the city council conference room located at 300 E. Superstition Boulevard in Apache Junction, Arizona and other meetings scheduled if necessary. Vice Mayor Rizzi moved,seconded by Councilmember Evans that an executive Session at 6:00pm for Monday August 15,2022 and an Executive Session at 6:00prn for Tuesday,August 16, 2022 be held in the city council conference room located at 300 E.Superstition Boulevard in Apache Junction,Arizona and other meetings scheduled if necessary. Lawson Dr., requested the city council consider signage for the Veterans Memorial Park located at the northeast corner of Idaho Rd. and Superstition Blvd.The new dog park as a very noticeable sign and yet the veterans park does not. Ms.Timbes also requested the engraved rock at that location be corrected and turned 180 degrees. N.
