CALL TO ORDER Mayor Wilson called the meeting to order at 7:00 p.m. B. INVOCATION AND PLEDGE OF ALLEGIANCE Vice Mayor Rizzi gave the invocation and Councilmember Schroeder led the meeting attendees in the Pledge of Allegiance. C. City of Apache Junction,Arizona Page 1 City Council Meeting Meeting Minutes October 4,2022 3. 22-583 Consideration of approval of Resolution No. 22-39, a resolution of the mayor and city council of the City of Apache Junction, Arizona, authorizing the city to enter into an intergovernmental agreement with Pinal County and the Town of Florence to support the development of the Central Arizona Project (CAP) National Recreation Trail. 4. 22-594 Consideration of approval of a professional services agreement with Fitlogistix LLC through Mohave Cooperative Purchasing Agreement #17H-FIT-0930 to replace fitness equipment at the Multi-Generational Center(MGC) in an amount not to exceed$238,247.53. 5. 22-622 Consideration of approval of award of contract to Caliente Construction Inc. for the renovation of the Superstition Shadows Park Tennis Courts in the amount of$681,392.30, plus an additional 5% contingency of $34,069.62, for a total not to exceed amount of$715,461.92. 6. 22-612 Consideration of approval of award of contract to Sunland Asphalt for the reconstruction, new road base and pavement surface, of Lost Dutchman Boulevard from Tomahawk Road to Ironwood Drive. Construction is planned for the October and November, 2022 time-frame and procured through 1 Government Procurement Alliance Cooperative Contract No. 22-15P-04 in the amount of$1,599,931.52, plus a 10% contingency of $159,993.15, for a total not to exceed amount of$1,759,924.67. This item is part of the city's Fiscal Year 2023 Capital Improvement Plan and Street Maintenance Plan. 7. 22-613 Consideration of approval of award of contract to Sunland Asphalt for the asphalt overlay of Bixville Homes Subdivision; the area bordered by Apache Trail to the south, Superstition Boulevard to the north, San Marcos to the east, and Gold Dr. to the west. Work performed will be through 1 Government Procurement Alliance Cooperative Contract No. 22-15P-04 in the amount of$965,159.92, plus a 10% contingency of $96,515.99, for a total not to exceed amount of$1,061,675.91. This item is part of the city's Fiscal Year 2023 Capital Improvement Plan and Street Maintenance Plan. 8. 22-626 Consideration of approval of Resolution No. 22-40, a resolution of the mayor and city council of the City of Apache Junction, AZ, authorizing the city to enter into an intergovernmental agreement with Pinal County for a term of ten (10)years to allow for county resident participation and cost share in the household hazardous waste events. City of Apache Junction,Arizona Page 2 City Council Meeting Meeting Minutes October 4,2022 9. 22-627 Consideration of approval of a professional services agreement with Advanced Chemical Transport, Inc. to assist with disposal of certain hazardous materials during the city's household hazardous waste events in fiscal years 2022-2023 and 2023-2024 in an amount not to exceed $160,000. E. AWARDS, PRESENTATIONS AND PROCLAMATIONS 10. 22-625 Proclamation designating the week of October 23-31, 2022, as "Red Ribbon Week." Mayor Wilson read and presented the Red Ribbon Week Proclamation to Chief Michael Pooley and Corporal Marshall Harshman. Corporal Harshman gave an explanation for the purpose of this being a national campaign, to increase the call for drug free living, and the importance of teaching drug abuse resistance education (DARE)to our youth and school children. 11. 22-630 Proclamation designating October 8, 2022, as "Make A Difference Day." Mayor Wilson read and presented the Make A Difference Day Proclamation to members from the Community Development Corporation (CDC). F. REGIONAL INTERGOVERNMENTAL UPDATES 12. 22-619 Brief summary of intergovernmental updates from mayor and councilmembers. Councilmember Evans gave a reminder of Make A Difference Day, Saturday, October 8, 2022. You can sign up at www.apachemunctioncdc.com. This is a great way to meet your neighbors. She encouraged that everyone.attend, as all abilities are needed, and there should be a project for everyone. Some of the projects include a private property cleanup, revitalization of the Focal Point brick area, extending the mural on the wall at Flatiron Park and rock painting for kids. She thanked Walmart and Ace Hardware for donations of shovels, gloves and rakes for the project. She also recognized H & R Roofing for their services in repairing a damaged roof from a recent storm for an elderly citizen. Councilmember Heck informed that he attended his first Greater Phoenix Economic Council, (GPEC). He mentioned the great value in being involved with GPEC, as they will offer many future opportunities for growth and employment in our area. Mayor Wilson stated he and City Manager Bryant Powell attended a Pinal County meeting that regarded all the business and opportunities which have come to the county over the past couple of years-mostly in Eloy, Casa Grande, Maricopa and Phoenix Mesa Gateway Airport. Wth the anticipated growth there will be favorable business opportunities and employment for the City of Apache Junction. CITY MANAGER'S REPORT 13. 22-617 City Manager's Report. 22-635 Introduction and discussion with the city's newly hired Economic Development Director Patrick Ainsworth. City Manager Bryant Powell introduced the new Economic Development Director, Patrick Ainsworth. Mr.Ainsworth comes with several degrees in the planning background. Mr. Ainsworth stated he is ready to jump right in and is very excited to be here. 22-634 Update on the city's boards and commissions interview and appointment process scheduled for the October 17, 2022 Work Session and October 18, 2022 City Council Meeting. City Clerk Jennifer Pena gave an update regarding the recent applications sought for the Boards and Commissions. Applications were accepted from August through September 15, 2022. Interviews are scheduled for October 17, and appointments to be voted on at the October 18, 2022, regular council meeting.The same process as last year will be followed, to which praise was given by Vice Mayor Rizzi. Mr. Powell introduced Chief Crisis Officer, Maria Johnson with Horizon Health and Wellness. She shared information to the public regarding the new"988 Suicide&Crisis Lifeline",which rolled out nationwide on July 16, 2022. It was established to make access to crisis services easier for behavioral needs. When contacting this resource,the caller is connected to a trained counselor for support in a vast area of behavioral health conditions. This service is 24/7, maintains confidentiality and can offer connection with local resources. It also provides support for veterans, as well as mobile teams, if needed. As of October 1, 2022, Mercy Care has been named the Regional Behavioral Health Authority in the central region,which means larger boundaries are now covered and more timely services offered. Ms. Johnson informed the difference between 911 and the 988 Crisis Lifeline is that 988 is for behavioral and mental health focus,where 911 is for life threatening situations. Access to this service is available through texting, or chat online at 9881ifeline.ora to get connected with trained counselors or provision to support services . City Manager Bryant Powell announced that Assistant City Manager Matt Busby recently completed 15 years of service with the City of Apache Junction, and thanked him for the day-to-day efforts he has offered over these past years. 14. 22-618 Announcement of current events. M. CALL TO PUBLIC Jeremy Jackson, 1353 S. Belair Rd.,Apache Junction, brought his concerns forth regarding behavior during Call To Public. He requested more control be issued when specific calling out names of individuals and behaviors of belligerency are seen at the podium. He also thanked Council for the opportunity of Call To Public. Brenda McAllister, 724 E. Scenic St.,Apache Junction, shared her concerns of the current water shortage, the upcoming development and too many rentals in Apache Junction. Belair Rd.,Apache Junction, stated his concerns with the handling of Call To Public behavior being out of line. Vice Mayor Rizzi agreed that she has growing concerns on this subject, and possible further discussion is necessary with other Councilmembers and the Mayor. N.
