CALL ORDER Mayor Wilson called the meeting to order at 7:01 p.m. B. INVOCATION AND PLEDGE OF ALLEGIANCE Vice Mayor Rizzi gave the invocation and Councilmember Biggs led the Pledge of Allegiance. C. ROLL CALL Present: 6- Mayor Wilson Vice Mayor Rizzi Councilmember Evans Councilmember Schroeder Councilmember Nesser Councilmember Gremmei Councilmember Biggs present for Roll Call. City Staff in Attendance: Bryant Powell, City Manager Matt Busby,Assistant City Manager Joel Stern, City Attorney Jennifer Pena, City Clerk Michael Pooley, Police Chief Al Bravo, Public Information Officer Rudy Esquivias, Interim Development Services Director Janine Solley, Economic Development Director As it was Councilmember Biggs' last meeting,Mayor Wilson invited him to make a statement. Councilmember Biggs announced this was his last meeting and thanked his fellow councilmembers and city staff for their support since he was elected to the city council. City Manager Powell presented Councilmember Biggs with his name plate and picture and read a letter of thanks from Mayor Wilson. Councilmember Biggs stepped down from the dais and attended the meeting as a citizen. City of Apache Junction,Arizona page' City Council Meeting Meeting Minutes March 1,2022 D. CONSENT AGENDA Vice Mayor Rizzi moved,seconded by Councilmember Nesser that the consent agenda be accepted as presented. Yes: 6- Mayor Wilson, Vice Mayor Rizzi, Councilmember Evans, Councilmember Schroeder, Councilmember Nesser and Councilmember Grernmel No: 0 1. 22-130 Consideration of acceptance of agenda. 2. 22-131 Consideration of approval of minutes of the regular meeting of February 15, 2022. 3. 22-136 Consideration of award of contract to Cactus Asphalt for the crack sealing of select city streets. The work is planned for April/May 2022 via Pinal County cooperative job order contract No. 175923 in the amount of$122,499.03, plus a 10% contingency for unforeseen change orders in the amount of $12,249.90,for a total project cost not to exceed $134,748.93.This project is part of the Fiscal Year 2021-2022 Capital Improvement and Street Maintenance Plan and is funded by the .2%® sales tax dedicated to roadway maintenance and repairs. E. AWARDS, PRESENTATIONS AND PROCLAMATIONS F. REGIONAL INTERGOVERNMENTAL UPDATES 4. 22-132 Brief summary of intergovernmental updates from mayor and councilmembers. Councilmember Evans announced that the Apache Junction Community Development Corporation (AJ CDC) had a board meeting last week and also shared pictures of a clean up of a residential property in the city. The clean up effort took almost two months. She added that it would not have been possible without a donation from Brookfield Residential. The effort to clean the property included over 55 volunteers, over 264 hours of labor, four 40 yard clumpsters;(at $500 each),6 trailers filled with metal recycling, 101 passenger tires, 15 300 lb tractor tires, three old trucks and three old pickup bed trailers. She then announced the AJ CDC will assist those unable to take hazardous materials to the city's household hazardous waste collection event on Saturday, March 5th. She said those needing assistance can call Heather Hodgman in Public Works(480.474.8500)who will contact the AJ CDC. The hazardous waste event information is also available on the city's website, www.apachejunctionaz.gov. She announced information on ordering memorial bricks for the Focal Point can be found on the AJ CDC's website, www.apachejunctioncdc.com. She then added that AJ CDC is looking for board members if anyone would like to volunteer. Mayor Wilson said the Greater Phoenix Economic Council (GPEC) had a Meet Your Legislator Day where members were able to meet with the state legislators and discuss legislation, how they are assigned and heard, and how they affect cities and towns. Councilmember Schroeder said the visits with the legislators were short as it was their lunch break, but items such as roads are on the list but towards the bottom. City Manager Bryant Powell announced that Imagine Prep and Apache Junction High School student councils were in attendance at the meeting. 6. 22-033 Imagine Prep High School and Apache Junction High School student council introductions. Councilmember Gremmel welcomed and introduced the students. Mayor Wilson thanked the students for attending the meeting. 7. 22-134 Announcement of current events. Public Information Officer A[ Bravo said Lost Dutchman Days rodeo, carnival and parade were well attended, possibly breaking the attendance record. He also announced the city's Parks and Recreation Department's float won the Best Float award. Mr. Bravo also announced that the city's bi-annual household hazardous waste collection event is on Saturday, March 5 from 8:00 a.m,to noon at the Public Works Department located at at 575 E. Baseline Avenue in Apache Junction. Additional information can be found at the city's website-www.apachejunctionaz.gov. City Manager Powell reminded everyone that the household hazardous waste collection is free. Mayor Wilson said Lost Dutchman Days was well attended. He also thanked the Lost Dutchman Days Committee for bringing the event to the city. H. PUBLIC HEARINGS I. OLD BUSINESS 8. 22-155 Presentation and discussion of Master Planned Community( PC) Development Units 1 and 2-Project Update. Principal Planner Sidney Urias gave an update of the Master Planned Community Development Units 1 and 2. Councilmember Evans asked for updates on the Ironwood Road lane restrictions wanting there to be enough advanced noticed to the public. Mr. Urias said staff has not received any information on planned lane restrictions by the developers. City Manager Powell asked what commuters would see at the current time in the area. Mr. Urias said commuters would see the land has been graded. He added that in a few months walls will be installed and soon after the final plats will be submitted for approval, and then the amenities will be installed at this time. City of Apache Junction,Arizona Page 3 City Council Meeting Meeting Minutes March 1,2022 City Attorney Joel Stern asked when State Route 24 will be connected to ease traffic on Ironwood Drive. Mr. Urias answered that it may be July or August but those dates need to be confirmed. Mr. Stern asked what the speed limit is on Ironwood Drive. Chief Pooley said 45 mph is the limit. Mr. Stern wanted to make sure the public knows it is 45 mph as his office has seen a lot of tickets issued for over the speed limit in that area. 9. 22-154 Presentation and discussion of the city's GIS viewer for Development Projects, including a brief overview of the current and ongoing commercial and residential development projects. Interim Development Services Director Rudy Esquivias reviewed the current and ongoing commercial and residential development projects in the city. J. NEW BUSINESS K. COUNCIL DIRECTION TO STAFF L. SELECTION OF MEETING DATES, TIMES, LOCATIONS, AND PURPOSES 10. 22-135 Executive Session at 6:00 P.M.for Monday, March 14th and Executive Session at 6:00 P.M.for Tuesday, March 15th in the city council conference room located at 300 E. Superstition Boulevard in Apache Junction,Arizona and other meetings scheduled if necessary. Councilmember Evans moved,seconded by Councilmember Nesser that an executive session at 6:00 p.m.for Monday,March 14th,and Tuesday,March 15th be held in the city council conference room located at 300 E.Superstition Boulevard,Apache Junction,Arizona,and other meetings be scheduled if necessary. CALL TO PUBLIC Darryl Cross, 1018 N.Acacia Rd.,Apache Junction reminded the council the Pony Express Ride is coming through the city on Saturday, March 5 starting at 8:00 a.m. More information can be found at www.sha4u.org. He also said there is a community clean up event on Friday, March 4th.Those interested in joining the cleanup can meet at Royal Palm and Superstition Blvd at 7:00 a.m. The group will clean up an area of desert north of the meeting point. Gloves, trash bags and pickers will be supplied. Donna Carr,Apache Junction resident, asked where the horse property is going to be with all the new residential developments in the city. George Schroeder, 2444 W.Virginia Street,Apache Junction, said opposition is needed. He also said his neighbor continues to break city code and has now been allowed to build a second fence on the front of her property. He said the garbage needs to be cleaned up and funds are available to use for this purpose. Vice Mayor Rizzi asked that staff work with Mr. Schroeder he understands how the complaint process works.
