11 22-248 Discussion and consideration of Resolution No. 22-10, declaring as a public
record and adopting certain documents filed with the city clerk entitled "City of
Apache Junction Classification Plan for Fiscal Year 2022-2023°, "City of
Apache Junction Civilian Compensation Plan for fiscal Year 2022-2023°, and
"City of Apache Junction Recruit and Sworn Compensation Plan for Fiscal
Year 2022-2023"° and "City of Apache Junction Flat and Hourly Salary
Schedule for Fiscal Year 2022-2023°; and declaring an emergency.
Councilmember Evans moved,seconded by Vice Mayor Rizzi that Resolution No.22-10,declaring
as a public record and adopting certain documents filed with the city clerk entitled"City of
Apache Junction Classification Plan for Fiscal Year 2022-2023","City of Apache Junction Civilian
Compensation Plan for Fiscal Year 2022-2023",and "City of Apache Junction Recruit and Sworn

Assistant City Manager Matt Busby announced this is the first step in adopting the city°s budget,
which includes the employee compensation plan and employee classification plan. He stated
Finance Director Leslie DeReche would review the tentative budget again.
Finance Director Leslie DeReche stated the budget was presented to council on May 2nd and
announced the tentative budget was available on the city website. She announced the city would
do a revenue obligation bond to pay down the Public Safety retirement unfunded liability. This
bond will save the city thousands of dollars. She reviewed revenues, expenditures, and capital
projects.
Vice Mayor Rizzi announced council had seen and had individual budget presentations from
staff several times.They were very familiar with the budget.
Mayor Wilson announced he would combine item 22-248 and 22-249 as they both relate to the
city budget, and then opened the public hearing.
George Schroeder, 2444 W.Virginia St., spoke on the development fees and stated they should
be higher and continued to state the city needs to bring in more revenue.
Mayor Wilson Closed the public hearing.
. 22-249 Discussion, consideration and public hearing of approval of Resolution No.
22-11, adoption of tentative budget for Fiscal Year 2022-2023. This resolution
adopts the tentative budget for Fiscal Year 2022-2023 and sets the date, time
and location for a public hearing on final budget adoption and declares an
emergency.
Councilmember Evans moved,seconded by Vice Mayor Rizzi that Resolution No.22-11,for the
adoption of the tentative budget for Fiscal Year 2022-2023,setting forth the tentative estimates for
the monies necessary for the public expenses of the City of Apache Junction,AZ and giving
notice of the time and place for hearing taxpayers for the adoption of the final budget and
declaring an emergency be approved. Exhibit A-Budget Summary
