3.18-475 Consideration of approval of the proposed professional services agreement
with TischlerBise, for the preparation of the five (5) year update of the
Development Fee Study; Land Use Assumptions, Infrastructure
Improvements Plan, and Development Fees as well as an update to Volume
II, Chapter 7 Development Fee Ordinance in an amount not to exceed
$68,600.00.
The proposed professional services agreement with TischlerBise was approved.

4.18-470 Consideration of rejection of bid responses for the Winchester Road Sidewalk
Improvements Project from Southern Avenue to 16th Avenue. Staff
recommends city council reject all submitted bids since they all exceed
budgeted funds for the project.

Avenue to 16th Avenue was approved.

5.18-479 Consideration of approval of award of contract to Sunland Asphalt for the
reconstruction of Idaho Road from Lost Dutchman Boulevard to McKellips
Road. The work would be through the Government Procurement Alliance
cooperative contract No.17-16P-05 in the amount of $515,378.27, plus a 10%
contingency for unforeseen change orders in the amount of $51,537.82 and
for a total not to exceed $566,916.09.
The award of contract to Sunland Asphalt for reconstruction of Idaho Road from Lost Dutchman
Boulevard to McKellips Road was approved.

E.AWARDS, PRESENTATIONS AND PROCLAMATIONS
6.18-472 Proclamation designating November 8th, 2018 as "Law Enforcement Records
Personnel Appreciation Day".
Mayor Serdy read the proclamation. Apache Junction Police Chief Thomas Kelly was present to
accept the proclamation.
F.ANNOUNCEMENT OF CURRENT EVENTS
7.18-464 Announcement of current events from mayor and councilmembers.
Councilmember Barker reported that she attended CAAFA's open house. She also attended the
1st ever Genesis Tea Party and they had over 100 women attend. She attended the Youth Matters
Conference. She attended the Halloween Festival and gave thanks to Parks and Recreation for
doing another fabulous job. She also reported that she attended Pinal County Town Hall, the
Farmers Market and the Open Mic Night.
Councilmember Waldron reminded all that this weekend is the Festival of the Superstitions.
Sunday morning is the annual parade and car show.
Councilmember Rizzi thanked CAAFA for all they do in the community. She praised Parks and
Recreation for another awesome Halloween Festival. She reminded all that there will be a
Thanksgiving Dinner at the Boys and Girls Club on November 14th at 5:00pm. She also reminded
all that the 2nd Annual Light the Trail competition is happening again and it is open to all
business and organizations to participate.
Councilmember Wilson shared that he helped arrange and attended The Arizona Horse Council's
Sharing the Trails Conference this past weekend and that it was very well attended. He shared
that Al Barvo assisted him in getting the information out to the media so they put a thank you to
the City of Apache Junction in their newsletter
Councilmember Evans shared that she has recently attended two neighborhood and that both
neighborhoods had the same problem regarding parking on the streets. She also attended the
Pinal County Town Hall and it was really interesting to learn, thanks to the youth there, that only
old people use Facebook.An employer spoke at the Town Hall that they were recently hiring
and he went to social media sites to see who he wanted to hire, rather then looking at their
resumes. She stated that five members of the Community Development Corporation recently
helped out a resident who needed help at his property. They painted and cleaned up at the
property.
Councilmember Struble shared that he attended the CAAFA open house and it was amazing. At
the open house he discovered Bikers Against Child Abuse. It is an amazing program and he
wants other adults to be aware about it.He also attended the Mayor's Breakfast and loved to
hear all about what the local organizations are doing to make Apache Junction a great place to
live. He shared that November 14th and 16th are the final auditions for AJ Kids Idol and that any
child in Kindergarten to 12th grade can audition. The final show is on January 27th at Barleens
and will raise money for the schools. The first Open Mic Night had 3 participants and 15-20
observers. They are looking to build more participants. The next date is November 17th at
6:00pm.
Mayor Serdy shared what a privilege it is to have the Zao Theatre in town performing the

Hunchback of Notre Dame at Centerstage Church. He encouraged people to stay after the
Veterans Day Parade to watch the honoring of the veterans. He shared that voting is over today
so tell people to please take down their campaign signs.
G.CITY MANAGER'S REPORT
8.18-465 City manager's report.
City Manager Bryant Powell introduced Sharon Stinard, a board member of Community Alliance
Against Family Abuse.
9.18-455 Sharon Stinard to introduce Community Alliance Against Family Abuse
(CAAFA)'s new Executive Director, Ray Villa.
Sharon stinard introduced Ray Villa, Community Alliance Against Family Abuse's (CAAFA) new
executive director. Ray comes to CAAFA with a host of talents, specifically in building
relationships and callobaration and skills from his career in law enforcement. He spent 21 years
on the Chandler Police Department in which 18 of those years he was a crisis negotiator so he
has a deep undertsanding of what domestic violence can do to a family. He is recently retired
from the Mesa Police Department. She is excited about CAAFA's future under the leadership of
Ray.
Ray says its been a pleasure coming to CAAFA. In his 28 years of law enforcement in Chandler
and Mesa he has had the opportunity to work with different groups of people and build
relationships. He is privelaged to be apart of CAAFA and thinks Apache Junction is so lucky to
have such a gem, as CAAFA, in their city. He is looking forward to being a part of this wonderful
community and would love to work with anyone willing to work with CAAFA. He says they are
going to make a difference.

10.18-338 Presentation, discussion and update from the Bureau of Land Management.
Leon Thomas, Phoenix District Manager, Edward Kender, Lower Sonoran
Field Manager and Darrel Monger, Lower Sonoran Desert Monument
Manager, will be in attendance to introduce themselves and provide updates
on their current work in our area, including recreation and public purpose
projects.
Leone Thomas, Phoenix District Manager, introduced his staff with him today, Wayne Monger, Ed
Kender and Mariela Castaneda. He wants to ensure that his office and staff is available and
willing to listen to what Apache Junction has to say regarding their goals and that they have a
voice when it comes to BLM. He then introduced Ed Kender to talk about the projects related to
Apache Junction.
Ed stated that some of the projects they are working on with the City of Apache Junction include
applications for expired permits. One is for the Equestrial Trail System and they currently just
renewed it for 25 more years. For Prospector Park and the Rodeo Grounds they are working to
update the Plan of Developments, amend the leases to remove about 90 acres of the parking area
at Prospector Park and move it to the Rodeo Grounds Plan of Development and to begin the
patent process. The last is Peralta Park, 480 acres, in which they are working with Pinal County to
create a Plan of Development to include hiking trails, non motarized trails, camping and more.

Councilmember Barker asked for more clarification on the parking area at Prospector Park that is
being moved to the Rodeo Grounds. Liz Langenbach clarified that when she went back to review
the renewal application that it was noticed that we were not using the leases properly so to
amend everything properly we need to pull that area from Prosepctor Park and attach it to Rodeo
Grounds.
Councilmember Waldron asked for the advantages of the patent process. Ed stated that a patent
will never expire like a lease would.
Mayor Serdy thanked BLM for taking the time to come out and for always being accessible. Vice
Mayor Wilson thanked BLM as well.
Ed says its been a good relationship and they want to keep that moving forward.

M.CALL TO PUBLIC
Resident, Mikel VanderMolen, who lives on Vista, North of Junction and East of Tomahawk would
like to see horse crossing signs put up on the crossover trails throughout the city. She would also
like a notice to be placed on the marquee for residents to slow down and watch for horses.

approval as to form by the city attorney; and
That the second amendment to the Intergovernmental Agreement with Topaz Regional Wireless
Cooperative, be approved and that the mayor be authorized to sign the agreement subject to
approval as to form by the city attorney.

E.AWARDS, PRESENTATIONS AND PROCLAMATIONS
F.ANNOUNCEMENT OF CURRENT EVENTS
7.18-500 Announcement of current events from mayor and councilmembers.
Councilmember Struble attended FOTS and Veteran's Day parade.Both were great events.
November is National Adoption Month, over 15,000 young people in foster program and if anyone
has the ability and desire to foster or adopt a child urge them to pursue.
Vice Mayor Wilson attended the Boys and Girls Club Thanksgiving Dinner which was wonderful.
He provided use of his miniature pony at FOTS and did over 60 rides for the kids.He attended the
State of the County and it was small but informative.
Councilmember Barker attended the Veteran's Day Parade and it was great. Health and Wellness
was fantastic.FOTS had another successful year. She reminded all that Saturday, December 1st

is the holiday program and light parade.
Councilmember Waldron gave kudos to the chamber staff for the FOTS efforts.
Councilmember Rizzi thanked VFW for their tribute to veterans and to Tess Nesser for organizing
the Boys and Girls Thanksgiving dinner.She reminded all that the Annual Tree lighting is on
December 1st Focal Point Committee is doing a lighting competition, open to all businesses and
churches and the contact information is located on the flyer.A Rotating plaque up for grabs to
the winner. Shopping local is important but also encouraged donating local, she doesn't think it is
wrong to ask local businesses if the donations received stay local.Her and her husband's
business has a toy drive which will be donated to CAAFA this year.
Mayor Serdy commented that the Light the Trail is not limited to only businesses on the trail. The
AZ winters visitor association welcome back bash, open to all, $5 for nonmembers at Barleens is
on December 3rd.Big event season starting.Earthheart Park is hosting superstition music
festival on March 9th.CLI begins in January 2019, free eight session class. Register with the city.
Preferred prerequisite for boards and commissions appointment.
G.CITY MANAGER'S REPORT
8.18-501 City manager's report.
City Manager Bryant Powell elaborated on the Citizen's Leadership Institute.Memorial service of
Carol Kramner, longtime AJ resident and school district employee.New a/v equipment and
monitors paid for through our PEG fees, longtime coming.Commended Anna McCray for taking
on the role of city clerk at this week's meeting.Read a letter from a participant at the Household
Hazardous Waste event commending staff with the navigation of the event.Thanked public
works staff. Thanked united way employees of Pinal County United Way for their enhancement of
programs and services.
9.18-380 Presentation and discussion on the monthly financial update.
Assistant City Manager Matt Busby provided a monthly report on the city finances.
Arizona Department of Revenue is taking over tax collections, not always sure on when they
remit it and report it so we are optimistic that revenues are trending well.Highway User Revenue
Fund is similar to years prior with slight increase in revenues.
H.PUBLIC HEARINGS
10.18-452 Public hearing on proposed Ordinance No. 1466 amending the Apache
Junction City Code, Vol. 1, Chapter 5: Municipal Court, Article 5-1, Municipal
Court, by adding Section 5-1-11, Home Detention Continous Alcohol
Monitoring Program, repealing any conflicting provisions; providing for
severability; and establishing an effective date.
City Magistrate James Hazel and Court Community Service Coordinator Brittany Kimball were
present to provide an overview of the proposed electronic monitoring home detention program.
Follow up to a question posed at the previous work session on how many offenders were in jail
on city charges at any given time was responded to this evening with the judge reporting that
number was an average 24 people per day.The cost is $40 per person per day in jail versus an
estimated cost of $17 per person per day on the proposed monitoring.Judge Hazel stated the
county sets the price on jail fees noting they are a sole service provider.
Councilmember Rizzi wished to have clarification that not all types of offenders would be

qualified for the program based on types of charges would only be qualified. Judge Hazel
responded that not all offenders would participate and stated each offender has to be eligible per
state law requirements, then screened by the court, and that offender history is also taken into
account.
Councilmember Waldron moved and Councilmember Rizzi seconded that Ordinance No. 1466 be
read by title only and the reading of the entire ordinance be waived. Acting City Clerk Anna
McCray read the title of Ordinance No. 1466.The motion passed unanimously by a 6-0 vote with
Mayor Serdy, Vice Mayor Wilson, Councilmember Barker, Councilmember Rizzi, Councilmember
Struble, and Councilmember Waldron all voting yes (Absent: Councilmember Evans).
Councilmember Waldron moved that Ordinance No. 1466 as read by the acting city clerk be
approved and with a second by Vice Mayor Wilson.The motion passed unanimously by a 6-0
vote with Mayor Serdy, Vice Mayor Wilson, Councilmember Barker, Councilmember Rizzi,
Councilmember Struble, and Councilmember Waldron all voting yes (Absent: Councilmember
Evans).
11.18-507 Presentation, discussion, public hearing and consideration of Ordinance No.
1463 (case PZ-2-18), by Amerco Real Estate Company and U -Haul
International LLC, represented by David Pollock, proposing to rezone 50 acres
of a 78 -acre property located at the southeast corner of US60 and S. Idaho
Road, from B-1/PD (General Commercial by Planned Development) to
B-5/PD (Light Industrial/Business Park by Planned Development); and
amending the development plan for the remaining 28 acres, also zoned
B-1/PD.
Senior Planner Rudy Esquivias provided an overview of Ordinance No. 1466, request by U -Haul
for continuance of their project from the council meeting on November 20, 2018 to the council

Councilmember Rizzi, Councilmember Struble and Councilmember Waldron voting yes (Absent:
Councilmember Evans).
