Apache Junction,Arizona Mr.Gil Verley Apache Junction,Arizona PROPOSED RESOLUTION NO.86-43, CALL OF ELECTION ) )Councilman Baljo MOVED THAT RESOLUTION NO.86-43,A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA,DESIGNATING THE ELECTION DATE AND PURPOSE OF ELECTION; DESIGNATING THE DEADLINE FOR VOTER REGISTRATION;AND DESIGNATING THE PLACE AND THE LAST DATE FOR CANDIDATES TO FILE NOMINATION PAPERS,BE APPROVED AND ADOPTED. motion. VOTE:Unanimous The motion carried. APPROVAL OF CONTRACT TO EXPEND FUNDS TO THE GERONTOLOGY FOUNDATION ) Councilwoman Gardner seconded the SPECIAL MEETING OF THE CITY COUNCIL NOVEMBER 24,1986 PAGE 1 )City Attorney David Alexander explained that a meeting was held previously with a representative of the City, the Gerontology Foundation,and the Community Foundation with regards to the budgeted $25,000 with the purpose of providing health care and screening and testing of individuals of 55 years or more,and stated that there seems to be a misconception to the legal meaning of a budget item as opposed to the City contracting for services,and presented a brief stating why the $25,000 was budgeted and what the City anticipates to receive for that amount,and the terms and conditions under which the Gerontology Foundation can collect that $25,000. Mr.Alexander further stated that those conditions include meeting certain criteria and objectives. Councilman Baljo MOVED THAT THE SERVICE CONTRACT MEMORANDUM,CITY OF APACHE JUNCTION,ARIZONA,FISCAL YEAR 1986-1987,FOR GERONTOLOGY RESEARCH FOUNDATION,THROUGH THE COMMUNITY FOUNDATION,IN THE SUM OF $25,000,THAT THE CONTRACT READ THAT THE THIRD AND FOURTH INSTALLMENTS BE DELAYED UNTIL THE CITY COUNCIL HAVE HAD A CHANCE TO COMPLETE THE MID -YEAR CURRENT CITY BUDGET REVIEW. Councilman Eidson seconded the motion. Councilman Baljo reminded the Council and public that the City will be losing the 1 /2t sales tax to the County as of January 1987. City Attorney David Alexander expressed a concern that the budgeted funds would be utilized by this organization for "setting up"(rent,supplies,etc.),and also that the Gerontology Fundation should provide certain information. Councilman Baljo MOVED THAT THE RULES BE SUSPENDED TO ALLOW PUBLIC DISCUSSION. Councilman Eidson seconded the motion. Councilman Baljo and Councilman Eidson withdrew the motions and seconds. Mr.John Granillo,930 Desert Avenue,Apache Junction,addressed the Council on behalf of the Gerontology Research Foundation. Vice Mayor Bakkedahl discussed matching funds with Mr.Granillo. Mr.Alexander pointed out that a 7:00 p.m meeting is posted for another organization in the Council Chambers. Mayor Hill asked i f there was a consensus to continue the meeting in the Conference Room. Councilwoman Gardner MOVED THAT THE SPECIAL MEETING CONTINUE IN THE CITY COUNCIL CONFERENCE ROOM. Councilman Baljo seconded the motion. VOTE:Unanimous The motion carried. Mayor Hill reconvened the meeting at 7:15 p.m.in the City Council Conference Room. Ms Virginia Seeman,1357 W. Shiprock,Apache Junction,also representing the Gerontology Research Foundation,requested that funds be released i f services are desired. SPECIAL MEETING OF THE CITY COUNCIL NOVEMBER 24,1986 PAGE 2 Mr.John Allanson,Community Foundation,addressed the Council regarding a contract with the Gerontology Foundation. Mr.Charles Cauldwell,1449 W. Apache Junction,demanded allowing screening tests. Mr.Gil Verley,demanded not allowing screening tests. City Attorney David Alexander further advised the Council regarding a contract. City Clerk Kathleen Connelly clarified the fact that funds are not released to the Gerontology Research Foundation until the Community Foundation advises that all criteria are met. Councilman Baljo MOVED THAT THE CONTRACT BETWEEN THE CITY OF APACHE JUNCTION AND THE GERONTOLOGY RESEARCH FOUNDATION WITH THE PROVISION THAT HEALTH SERVICES BE PROVIDED,FOR $25,000 BE APPROVED AND THAT AUTHORIZATION BE GIVEN TO THE CITY CLERK/FINANCE OFFICER TO EXPEND THE FIRST TWO INSTALLMENTS OF $8,000.00 AND $5,666.00. Councilwoman Gardner seconded the motion. VOTE:In Favor:CouncilwomanGardner,Councilman Eidson,Councilwoman Taylor, ViceMayorBakkedhal ,Mayor Hill Opposed:Councilman Baljo The motion carried. ADJOURNMENT )Councilwoman Gardner MOVED THAT THE MEETING BE ADJOURNED AT 8:10 P.M. ACCEPTED THIS 3RD DAY OF FEBRUARY CITY COUNCIL OF THE CITY OF APACHE JUNCTION,ARIZONA.
