Mayor Serdy called the meeting to order at 7:01 pm.

Councilmember Waldron gave the invocation and Councilmember Struble led the meeting
attendees in the Pledge of Allegiance.

D.CONSENT AGENDA
A motion was made by Councilmember Waldron and seconded by Councilmember Evans that the
consent agenda be accepted as presented and that the approval of Resolution No. 18-29, a
resolution of the Mayor and City Council of the City of Apache Junction, Arizona, approving and
adopting the updated Pinal County Community Wildfire Protection Plan, be approved. The
motion passed unanimously by a 6-0 vote with Mayor Serdy, Vice Mayor Wilson, Councilmember
Evans, Councilmember Rizzi, Councilmember Struble and Councilmember Waldron voting yes.
Councilmember Barker was absent. Vice Mayor Wilson attended telephonically.

Consideration of approval of Resolution No. 18-29 on the approval and
adoption of the 2018 Pinal County Community Wildfire Prevention Plan as an
official planning document for the city.
The Resolution was approved.
E.AWARDS, PRESENTATIONS AND PROCLAMATIONS
5.Proclamation designating the month of October as "Domestic Violence
Awareness Month."
Mayor Serdy read the proclamation. The Community Alliance Against Family Abuse Board
Member Braden Biggs was present to accept the proclamation.
Mayor Serdy mentioned in addition to the proclamation the city council is wearing purple to
recognize Domestic Violence Awareness month, that the Focal Point is lit up in purple lighting for
the month of October, and that city employees will be asked to wear purple on Domestic Violence
Awareness Day later in the month.

Saturday".
Mayor Serdy read the proclamation. Superstition Region Chamber of Commerce CEO Michael
Eastwood and Board of Directors Chair Steve Byfield were present to accept the proclamation.
F.ANNOUNCEMENT OF CURRENT EVENTS
7.Announcement of current events from mayor and councilmembers.
Councilmember Struble announced AJ Kids Idol would be held at Barleens on January 27th and
any children in school from Kindergarten to high school seniors are encouraged to register during
auditions that were being held in October and December. Councilmember Struble also reminded
the community of open mic night at Earthheart Park occurs every other Thursday beginning
November for youth ages 14 and older to showcase their musical talent (vocal or instrumental).
Councilmember Evans announced the first farmer's market will be held this coming Saturday at
Earthheart Park. Councilmember Evans reported attending a health and human services meeting
at the Maricopa Association of Governments where several children's programs that other
communities, and in particular the City of Tempe, are utilizing. They included the Barrow's Brain
Book which all athletes are required to read and sign for brain injury awareness and how opiod
use affects the brain, RX360 a more modern version of the Drug Awareness Resistance Education
program, waste water testing and GIS to find hot spots of opiod use, and the Angels Program
which works with the police department and allows addicts to show up at a police station where
they will not be arrested but instead transported to a treatment facility.
Mayor Serdy spoke on the recent passing of Tom Kollenborn.
G.CITY MANAGER'S REPORT
8.City manager's report.
City Manager Bryant Powell expressed condolences over the community of Apache Junction
losing an irreplaceable historian by the recent passing of Tom Kollenborn.
Mr. Powell welcomed new city employee Fox Young in the development services department
who will work on grants as well as revenue development Mr. Powell encouraged council to stop
in to introduce themselves when on city hall campus.
Mr. Powell reported he and Human Resources Director Liz Riley attended the Arizona
Metropolitan Trust Conference which is the health pool city employees belong to.

9.Consideration of annual appointments and reappointments to Board of
Adjustment, Library Board, Parks and Recreation Commission and Planning
and Zoning Commission. Council interviewed applicants for these positions at
the October 1 work session and may take this opportunity to fill the positions.
City council interviewed boards and commissions applicants at last night's Work Session. Mayor
Serdy inquired about the process after Councilmember Elect Schroeder resigns from the Planning
and Zoning Commission which will leave another position vacant and expressed he did not want

the candidates to have to return for another interview. City Attorney Joel Stern stated that city
council is not required to hold another round of interviews and that they can use the existing list
to fill that vacancy when it occurs.
A. Board of Adjustment (2 vacancies)
Councilmember Rizzi moved to nominate Walker Waldie and Councilmember Evans seconded
that Walker Waldie be appointed for a term to expire October 31, 2021. The motion passed
unanimously 6-0 with Mayor Serdy, Vice Mayor Wilson, Councilmember Evans, Councilmember
Rizzi, Councilmember Struble and Council!member Waldron all voting yes. Councilmember
Barker was absent.
Councilmember Waldron moved and Councilmember Rizzi seconded that Jesse Gage be
reappointed for a term to expire October 31, 2021. The motion passed unanimously 6-0 with
Mayor Serdy, Vice Mayor Wilson, Councilmember Evans, Councilmember Rizzi, Councilmember
Struble and Council!member Waldron all voting yes. Councilmember Barker was absent.
B. Library Board (2 vacancies)
Councilmember Evans moved and Councilmember Struble seconded that Samuel Graves be
reappointed for a term to expire October 31, 2021. The motion passed unanimously 6-0 with
Mayor Serdy, Vice Mayor Wilson, Councilmember Evans, Councilmember Rizzi, Councilmember
Struble and Council!member Waldron all voting yes. Councilmember Barker was absent
Councilmember Evans moved and Councilmember Rizzi seconded that Vera Walters be
appointed for a term to expire October 31, 2021. The motion passed unanimously 6-0 with Mayor

C. Parks and Recreation Commission (3 vacancies)
Councilmember Waldron moved and Vice Mayor Wilson seconded that Wayne Standage be
reappointed for a term to expire October 31, 2021. The motion passed unanimously 6-0 with
Mayor Serdy, Vice Mayor Wilson, Councilmember Evans, Councilmember Rizzi, Councilmember
Struble and Council!member Waldron all voting yes. Councilmember Barker was absent
Councilmember Rizzi moved and Councilmember Evans seconded that Walker Waldie be
appointed for a term to expire October 31, 2021. The motion passed 6-1 with Mayor Serdy, Vice

Councilmember Rizzi moved and Vice Mayor Wilson seconded that Colleen Shipman be
appointed for a term to expire October 31, 2021. The motion failed 3-3 with Mayor Serdy, Vice
Mayor Wilson, and Councilmember Rizzi voting yes and Councilmember Evans, Councilmember
Struble, and Councilmember Waldron voting no. Councilmember Barker was absent.
Councilmember Waldron moved and Councilmember Evans seconded that James Duncan be
appointed for a term to expire October 31, 2021. The motion failed 3-3 with Vice Mayor Wilson,

be appointed for a term to expire October 31, 2021. The motion failed 3-3 with Councilmember
Evans, Councilmember Struble, and Councilmember Waldron voting yes and Mayor Serdy, Vice
Mayor Wilson, and Councilmember Rizzi voting no. Councilmember Barker was absent.
Councilmember Evans moved and Vice Mayor Wilson seconded that Theresa Nesser be
reappointed for a term to expire October 31, 2021. The motion passed unanimously 6-0 with
Mayor Serdy, Vice Mayor Wilson, Councilmember Evans, Councilmember Rizzi, Councilmember
Struble and Council!member Waldron all voting yes. Councilmember Barker was absent.
Councilmember Rizzi moved and Councilmember Struble seconded that Shirley Ooley be
appointed for a term to expire October 31, 2021. The motion passed 5-1 with Mayor Serdy,
Councilmember Evans, Councilmember Rizzi, Councilmember Struble, and Councilmember
Waldron voting yes. Vice Mayor Wilson voted no. Councilmember Barker was absent.

M.CALL TO PUBLIC
Charles Beal, block 21 of San Marcos Crossing, explained that the HOA quit taking care of the
common tracts as the common property was sold to Driller Development. He wanted them to be
held accountable as city council is holding Santa Fe subdivison accountable, where common
area was addressed two weeks ago.

E.AWARDS, PRESENTATIONS AND PROCLAMATIONS
3.18-385 Proclamation designating the week of October 23, 2018 through October 31,
2018 as "Red Ribbon Week".
Mayor Serdy read the proclamation. Apache Junction Police Chief Thomas Kelly was present to
accept the proclamation.
4.18-448 Proclamation designating November 1, 2018 as "Extra Mile Day".
Mayor Serdy read the proclamation.
F.ANNOUNCEMENT OF CURRENT EVENTS
5.18-440 Announcement of current events from mayor and councilmembers.
•Councilmember Rizzi announced the focal point committee competiton called Light the Trail
where local businesses can decorate their establishments during the Christmas holiday season
will be recurring this year and commented that the competition is open to businesses in Gold
Canyon as well.
Councilmember Struble announced the 2nd annual AJ Idol will be held on January 27, 2019 at
Barleens and that auditions for school age children will be held this week and next
Councilmember Struble also announced open mic night is starting up on November 2nd from
6:00p.m.-9:00p.m. at Earthheart Park and is open to anyone who wishes to show off their talent
singing or playing musical instruments.
Vice Mayor Wilson announced that Apache Junction Rodeo Queen Isaacs is putting on a
fundraising event at the rodeo grounds on October 21st to raise funds for breast cancer survivors
by riding 50 or more pink horses.
Mayor Serdy recognized an eagle scout who was in attendance at tonight's council meeting to
earn his civics badge. Mayor Serdy reported that he and Councilmember Rizzi attended local
historian Tom Kollenborn's memorial last Saturday. Mayor Serdy also announced President
Trump will be visiting Phoenix -Mesa Gateway airport on Friday.
G.CITY MANAGER'S REPORT
6.18-441 City manager's report.
City Manager Bryant Powell reported on staffs efforts to expand and increase the
communications on police department sponsored events.

7.18-444 Presentation, discussion and update on the .2% sales tax dedicated to fund
roadway maintenance and repairs.
Assistant City Manager Matt Busby provided a report on the revenues collected and expenditures
for roads and streets made possible by the .2% tax dedicated to road maintenance and
construction. Mr. Busby showed pictures of street projects throughout the city that were
completed with the use of the street sales tax funds.
H.PUBLIC HEARINGS
8.18-447 Consideration of applications for a bingo license for Weaver's Needle RV
Resort, 250 S. Tomahawk Road, Apache Junction, Arizona. Representatives
of Weaver's Needle are requesting council's approval of these applications so
they can hold bingo games within the park for the benefit of its residents. City
Council recommendations will be forwarded to the Arizona Department of
Revenue for their final action.
City Clerk Kathy Connelly provided information on the event and reported no department had
issue with the event. One of the applicants, Floyd Ogden, spoke regarding their wish to continue
bingo for their residents. A motion was made by Councilmember Rizzi and seconded by Vice
Mayor Wilson that the applications for a Class A bingo license for Weaver's Needle RV Resort, 250
S. Tomahawk Road, Apache Junction, Arizona, submitted by Linda Guetzskow and Floyd Ogden
be recommended for approval to the Arizona Department of Revenue.
Councilmember Struble asked if the bingo was open to residents outside the park to which Mr.
Ogden replied with yes, all are welcome and they get 100-150 people each Wednesday an event
is held.

9.18-433 Consideration of annual appointments and reappointments to Construction
Board of Appeals, Health and Human Services, Municipal Property
Corporation and Public Safety Personnel Retirement Board. Council
interviewed applicants for these positions at the October 15 Work Session
and may take this opportunity to fill the positions.
City council interviewed boards and commissions applicants at last night's work session.
A. Construction Code Board of Appeals (3 vacancies)
Appointments/Reappointments to the Construction Code Board of Appeals (3 positions with
designations of professional architect or engineer, contractor other than general contractor and
general contractor. Terms for the first 2 expire October 31, 2020 with the term for the general
contractor expiring October 31, 2021).
Councilmember Waldron moved and Councilmember Barker seconded that Jesse Gage be
reappointed for the professional architect or engineer designation for a term to expire October
31, 2020. The motion passed unanimously 7-0 as Mayor Serdy, Vice -Mayor Wilson,
Councilmember Barker, Councilmember Evans, Councilmember Rizzi, Councilmember Struble,
and Councilmember Waldron all voted yes.
Councilmember Waldron moved and Councilmember Barker seconded that Dallas Dewey be
reappointed for the contractor other than general contractor designation for a term to expire
October 31, 2020. The motion passed unanimously 7-0 as Mayor Serdy, Vice -Mayor Wilson,
Councilmember Barker, Councilmember Evans, Councilmember Rizzi, Councilmember Struble,
and Councilmember Waldron all voted yes.
B. Health and Human Services Commission (2 vacancies)
Appointments/Reappointments to the Health and Human Services Commission (2 positions with
terms expiring October 31, 2021).
Councilmember Barker moved and Councilmember Waldron seconded that Jennifer
Miernicki-Nojunas be appointed to the Health and Human Services Commission for a term to
expire October 31, 2021. The motion passed unanimously 7-0 as Mayor Serdy, Vice -Mayor Wilson,
Councilmember Barker, Councilmember Evans, Councilmember Rizzi, Councilmember Struble,
and Councilmember Waldron all voted yes.
Councilmember Waldron moved and Councilmember Rizzi seconded that Kalle Hunsaker be
appointed to the health and human services commission for a term to expire October 31, 2021.
The motion passed unanimously 7-0 as Mayor Serdy, Vice -Mayor Wilson, Councilmember Barker,
Councilmember Evans, Councilmember Rizzi, Councilmember Struble, and Councilmember
Waldron all voted yes.
C. Municipal Property Corporation (2 vacancies)
Appointments/Reappointments to the Municipal Property Corporation (2 positions with terms
expiring October 31, 2021).
Councilmember Waldron moved and Vice Mayor Wilson seconded that Wayne Standage be
reappointed to the municipal property corporation fora term to expire October 31, 2021. The
motion passed unanimously 7-0 as Mayor Serdy, Vice -Mayor Wilson, Councilmember Barker,
Councilmember Evans, Councilmember Rizzi, Councilmember Struble, and Councilmember

Councilmember Waldron moved and Vice Mayor Wilson seconded that Robert Raushenbach be
appointed to the municipal property corporation for a term to expire October 31, 2021. The
motion passed unanimously 7-0 as Mayor Serdy, Vice -Mayor Wilson, Councilmember Barker,
Councilmember Evans, Councilmember Rizzi, Councilmember Struble, and Councilmember
Waldron all voted yes.
D. Public Safety Personnel Retirement Board
Appointments/Reappointments to the Public Safety Personnel Retirement Board (2 positions with
1 designation of citizen member and 1 designation of member of the retirement system from
within the police department elected by the members of the system with terms expiring October
31, 2022).
Councilmember Waldron moved and Councilmember evans seconded that Robert Rauschenbach
be appointed to the city public safety personnel retirement board as a citizen member for a term
to expire October 31, 2022. The motion passed unanimously 5-2 with Vice -Mayor Wilson,
Councilmember Barker, Councilmember Evans, Councilmember Struble, and Councilmember
Waldron voting yes and Mayor Serdy and Councilmember Rizzi voting no.
Councilmember Waldron moved and Councilmember Barker seconded that Ernest Eaton be
appointed to the city public safety personnel retirement system board as a police department
retirement system representative for a term to expire October 31, 2022. The motion passed
unanimously 7-0 as Mayor Serdy, Vice -Mayor Wilson, Councilmember Barker, Councilmember
Evans, Councilmember Rizzi, Councilmember Struble, and Councilmember Waldron all voted
yes.
10.18-434 Presentation and discussion on Fiscal Year 18-19 Council Work Plan - 1st
Quarter Update.
Assistant to the City Manager Anna McCray provided a first quarter update on the Fiscal Year
2018-2019 Council Work Plan.
